Directive of the Secretariat on the new rural construction campaign

(Baonghean.vn) - Directive of the Secretariat on strengthening the Party's leadership in the campaign "All people unite to build new rural areas and civilized urban areas".

Baonghean.vn introduces the full text of Directive No. 10-CT/TW dated December 15, 2016 of the Secretariat:

"In recent times, the patriotic emulation campaigns and movements launched and implemented by the Central Committee of the Vietnam Fatherland Front have received the attention of all levels, sectors and the response of the majority of people, making an important contribution to promoting economic development, solving social issues, ensuring national defense and security, gradually improving and enhancing the material and spiritual life of the people, thereby, together with the Party and State, successfully carrying out the cause of national construction and protection.

The Chairman of the Provincial People's Committee also visited and encouraged the people of Bai Xa village who are building new rural roads.

However, the summary of 20 years of organizing and implementing the campaign "All people unite to build a cultural life in residential areas" and 15 years of the campaign "Day for the Poor" shows that there are still limitations such as: The leadership and direction of the Party Committee at some times and in some places is not close and regular; the coordination between the government and the Vietnam Fatherland Front Committee at the same level in many places is not very effective; the coordination between the Vietnam Fatherland Front Committee and member organizations in the Front at all levels is not synchronous, there is still overlap in content and objects of the campaign; a part of poor households are still passive, waiting for the support of the State, not determined to escape poverty; the mobilization and use of resources are not effective; the evaluation of emulation titles at the grassroots level and in residential areas is not substantial, still formal; the work of encouragement and rewards is not timely, not creating a strong motivation for emulation among the people.

Implementing the Resolution of the 12th National Party Congress, with the spirit of innovation in content and methods of operation, in 2016, the Central Committee of the Vietnam Fatherland Front launched the campaign "All people unite to build new rural areas and civilized urban areas" with a national and comprehensive nature, summarizing and inheriting lessons learned in the past time to achieve the goal of strengthening, consolidating and promoting the great national unity bloc, implementing sustainable poverty reduction, building new rural areas and civilized urban areas.

In order for the campaign "All people unite to build new rural areas and civilized urban areas" to be responded to, have widespread influence, and bring practical results, the Secretariat requests:

1- Party committees and organizations at all levels

- Thoroughly grasp the Party's guidelines, policies and laws of the State on sustainable poverty reduction, new rural construction and civilized urban areas. Thoroughly grasp the responsibilities of Party committees and authorities at all levels in leading, directing and coordinating with the Vietnam Fatherland Front Committee at the same level to effectively implement the 5 contents of the campaign, namely:

(1) Unite to participate in economic development, actively help each other to sustainably reduce poverty, improve living standards, and encourage legitimate enrichment.

(2) Unite to build a cultural life, care for education, develop human resources, take care of people's health; build cultural families; promote the tradition of gratitude, mutual love and support.

(3) Unite to participate in environmental protection, respond to climate change, and build a bright, green, clean, and beautiful environmental landscape.

(4) Unite to comply with the law and ensure social order and safety.

(5) Unite to promote democracy, actively participate in social supervision and criticism, contributing to building a clean and strong grassroots political system.

- Lead, direct and inspect authorities at all levels to effectively implement the coordination regulations between the government and the Vietnam Fatherland Front Committee, ensuring mechanisms and conditions for the Vietnam Fatherland Front Committee at the same level to deploy the campaign, especially at the commune and residential area levels.

- Strengthening the urging, inspection, supervision and evaluation of the results of the campaign. Attaching the responsibility of the Party organization and Party members in leading, directing, coordinating and organizing the implementation of the campaign at all levels and localities. This is a criterion for evaluating the results of the implementation of annual political tasks, the entire term of the Party Committee, Party organizations at all levels and each Party member.

2 - Government Party Committee

- Direct ministries, branches and localities to implement Joint Resolution No. 88/2016/NQLT/CP-DCTUBTWMTQVN, dated October 7, 2016 between the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front on sustainable poverty reduction, building new rural areas and civilized urban areas; unify the promulgation of contents, criteria and emulation titles to avoid overlap.

- Direct ministries, branches and localities to promptly resolve difficulties to create conditions for the Vietnam Fatherland Front to deploy the campaign to communes, wards and residential areas.

3 - Party Delegation of the Vietnam Fatherland FrontThrough the Standing Committee of the Central Committee of the Vietnam Fatherland Front, direct and guide the Vietnam Fatherland Front Committees at all levels.

- Strengthen propaganda so that people clearly understand the purpose, meaning, content, measures, resources... to promote the strength of the entire people to achieve the goal of sustainable poverty reduction, building new rural areas, and civilized urban areas; make each person aware of their role, responsibility, determination and action to support and voluntarily and actively participate in the movement.

- Innovate the content and methods of information sharing, mobilize and use resources to arouse and promote the initiative, creativity, characteristics and strengths of each locality, the role of community self-management, and the spirit of volunteerism and self-awareness of all people in implementing the campaign.

- Strongly innovate the coordination of actions among member organizations of the Vietnam Fatherland Front; preside over and coordinate with socio-political organizations to effectively carry out social supervision and criticism activities; listen to opinions, promptly reflect and advise Party committees, Party organizations and authorities at all levels on the aspirations, proposals and initiatives of the people during the implementation of the campaign.

- Focus on building and replicating self-management models of residential areas; promptly and appropriately discover, replicate, commend and reward typical examples in implementing the movement, creating widespread influence in the community and creating strong motivation in society.

4- Party Delegation of Vietnam General Confederation of Labor,Vietnam Farmers' Union, Vietnam Women's Union, Vietnam Veterans' Association, Central Secretariat of Ho Chi Minh Communist Youth Union and leaders of other member organizations in the Vietnam Fatherland Front

- Organize propaganda among union members and members about the Party's guidelines, policies and laws of the State on sustainable poverty reduction, building new rural areas and civilized urban areas; mobilize union members and members to actively participate in activities contributing to the implementation of the campaign "All people unite to build new rural areas and civilized urban areas" in the spirit of this Directive of the Secretariat.

- Linking the organization's emulation movements with the implementation of the campaign's content. Based on the consultation chaired by the Vietnam Fatherland Front, each organization undertakes specific contents and tasks, builds and replicates models to direct and guide implementation in the system, contributing to improving the effectiveness of the campaign.

- Periodically review and evaluate the results of the program to coordinate the implementation of the campaign; promptly discover and introduce typical examples of implementing the campaign for the Vietnam Fatherland Front Committees at all levels to commend and reward.

5- Central Committee for Mass MobilizationTake the lead in coordinating with the Party Delegation of the Vietnam Fatherland Front, the Central Office of the Party and relevant agencies to assist the Secretariat in monitoring and directing the implementation of this Directive.
