Previously, on October 9, 2017, after receiving a report that some strangers had come to buy rice at the Ban Cong Primary and Secondary Boarding School, Ban Cong Commune, Tram Tau District, and seeing signs of something unusual, the Tram Tau District Police arrived and requested to stop all buying and selling activities to verify and clarify.

It was learned that the school was distributing unused rice that was provided by the State to students. After receiving the rice, some families who did not need it asked their homeroom teachers to sell it for money.

From this incident, Tram Tau District Police conducted an investigation and discovered a number of violations in the management and use of rice provided by the State for boarding students of the school. Summoned Nguyen Dang Vinh, born in 1973, residing in Group 5, Pu Trang Ward, Nghia Lo Town, Principal of the school and Vu Duc Tuyen, born in 1964, residing in Zone 2, Tram Tau Town, Tram Tau District, former retired Vice Principal of the school to fight and clarify.

The two subjects confessed: During the 2017 New Year holiday, Tuyen hired people to carry rice from the school's Council room to the warehouse (this was the amount of rice provided by the State for boarding students in the 2016-2017 school year). After the warehouse was full, seeing that there were still 6 tons of rice left in the Council room, Tuyen called Vinh to agree to sell the above amount of rice to get money to pay for carrying and share it.

With Vinh's consent, Tuyen sold the 6 tons of rice for 42 million VND, paid 3 million VND for porterage, transferred 22 million VND to Vinh, received 8 million VND and gave the remaining amount to some other teachers in the school as compensation.

After consolidating evidence, the Investigation Police Agency of Tram Tau District Police initiated a case and prosecuted two suspects, Nguyen Dang Vinh and Vu Duc Tuyen, for the crime of "Embezzlement of property" to be handled according to the provisions of law.

Ban Cong Ethnic Boarding School, Tram Tau District is one of 10 primary and secondary boarding schools for ethnic minorities located in the mountainous areas of Yen Bai Province. Most of the students here stay at the school because their houses are far from the school, the terrain is difficult, transportation is difficult and they cannot go to school and return home during the day.
