Government urges disbursement progress of 3 National Target Programs

(Baonghean.vn) - On the afternoon of October 18, the Central Steering Committee for National Target Programs for the 2021-2025 period held an online meeting with localities on implementation results and key tasks and solutions from now until the end of 2022.

Comrade Pham Binh Minh - Politburo member, Permanent Deputy Prime Minister, Head of the Central Steering Committee for National Target Programs for the 2021-2025 period chaired the conference.

At Nghe An province, comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Bui Dinh Long - Vice Chairman of the Provincial People's Committee chaired.

CAPITAL ALLOCATION, SLOW DISBURSEMENT

The Ministry of Planning and Investment said that the remaining central budget capital for the 2021-2025 period of the 3 national target programs that have not been allocated or assigned a plan is 99,898 billion VND; of which development investment capital is more than 7,924 billion VND, and public service capital is more than 91,956 billion VND.

To date, 52/53 localities have decided to assign capital plans to implement the 3 National Target Programs to affiliated agencies, units and levels. It is estimated that by September 30, localities have disbursed about VND926,831 billion, reaching about 3.86% of the capital plan assigned by the Prime Minister.

Regarding the allocation and disbursement of local budget capital plans, 46/53 localities reported that they had balanced and arranged VND 13,808 billion of local budget capital to implement national target programs. 18/63 localities reported disbursement results of about VND 4,058 billion, estimated at 29.38% of local capital.

According to the Ministry of Planning and Investment, the progress of developing and issuing documents to manage the implementation of programs is slower than the assigned schedule; The preparation, appraisal and approval of investment projects are mostly not completed; The adjustment of the allocation of career funding for 2022 of the two national target programs is slow.

These difficulties and problems have led to delays in allocating, assigning plans and organizing the implementation of the 3 National Target Programs in localities. Many localities have reported that it is difficult to complete the capital disbursement before December 31, 2022 and have requested to extend the capital disbursement plan to 2023.

At the conference, localities reported on the results of capital allocation, plan assignment and disbursement; difficulties and obstacles in the implementation process and proposed recommendations and solutions. Representatives of central ministries and branches explained and clarified the opinions of ministries, branches and localities at the conference.

For Nghe An, the total central budget capital plan allocated to implement the 3 national target programs for the period 2021-2025 is 4,931 billion VND. By October 12, the Provincial People's Council had approved the detailed project list and the Provincial People's Committee is currently making detailed allocations to localities to focus on implementing the next steps.

ENSURING CONCENTRATED AND EFFECTIVE USE OF CAPITAL

Concluding the conference, Deputy Prime Minister Pham Binh Minh emphasized that the Government has set very high targets and great determination in disbursing public investment capital in general and the 3 National Target Programs in particular in 2022. However, the average disbursement rate of public investment capital nationwide is low, and the 3 National Target Programs are still slow.

In order to speed up the disbursement progress, the Deputy Prime Minister requested that in October 2022, ministries and branches must issue or submit to competent authorities for issuance of 5 documents to guide the implementation of sub-projects and component projects of the programs. Provinces and cities must immediately disburse public investment capital, avoiding waiting for documents because in reality, there are still provinces and cities that can still implement.

The Deputy Prime Minister requested ministries, central agencies and localities to synchronously implement management measures and strengthen the integration of capital sources to implement national target programs, ensuring concentrated, economical and effective use of capital.

Localities must overcome the situation of scattered, duplicated and wasteful investment; and prevent the accumulation of debts in basic construction. Resolutely implement solutions to accelerate the allocation and disbursement of capital for projects under the National Target Program./.
