Government agrees to exempt secondary school tuition fees, raise preschool teacher standards

The Government has just issued Resolution No. 104/NQ-CP at the regular Government meeting in July 2018.
Raising preschool teacher standards, exempting secondary school tuition
Regarding the draft revised Law on Education, the Government agrees with the proposal of the Ministry of Education and Training to supplement the policy of upgrading the training standards for preschool teachers from intermediate pedagogical level to college pedagogical level according to the roadmap.

Agree on the policy of exempting tuition fees for 5-year-old preschool children, public secondary school students and supporting tuition fees for non-public institutions for children and students in general education, especially for extremely disadvantaged communes and villages, ethnic minorities in remote and isolated areas according to the provisions of the 2013 Constitution; Resolution No. 29-NQ/TW. The Ministry of Education and Training shall preside over and coordinate with the Ministry of Finance and localities to determine the need for funding sources to implement this policy according to a suitable roadmap.
Supplementing regulations so that the School Council has the function of a governing body
Regarding the draft Law amending and supplementing a number of articles of the Law on Higher Education, the Government agrees with the proposal of the Ministry of Education and Training on reviewing and amending the Laws related to the draft Law amending and supplementing a number of articles of the Law on Higher Education in the direction of one law amending many laws, ensuring consistency and unity in the legal system, and removing obstacles in the university autonomy mechanism;
Supplementing regulations on school councils for autonomous public higher education institutions with the function of performing the tasks of governing bodies, supervising all aspects of university activities, moving towards eliminating the governing ministry, the Ministry of Education and Training focuses on state management of higher education.
The Ministry of Education and Training continues to collect opinions from the people, experts and scientists on the draft Law amending and supplementing a number of articles of the Law on Higher Education. It will preside over and coordinate with the Ministry of Justice, the Ministry of Labor, War Invalids and Social Affairs, the Government Office and relevant ministries and agencies to receive opinions from Government members, complete this draft Law and report to the Prime Minister before submitting it to the National Assembly.
Investigate and strictly handle violations of examinations.
In addition, the Government requested the Ministry of Education and Training to review and specifically evaluate the current status of investment, renovation of toilets, and clean water supply in schools before the new school year, especially in mountainous, remote and isolated areas.
Review and clearly identify the limitations and shortcomings in the organization of the national high school exam; Perfect the education sector's management system and technical processes while absorbing the opinions of experts and the people, organize a summary of experiences, overcome limitations and shortcomings, ensure close, objective and transparent supervision of all stages of the exam; Coordinate with the Ministry of Public Security to investigate and strictly handle violations in the recent exam.
