The Government has urgently provided 80 billion VND from the central budget to help the three provinces of Quang Ngai, Gia Lai and Dak Lak overcome the consequences of storm No. 13.

After storm No. 13 caused severe damage in the Central and Central Highlands regions, Deputy Prime Minister Ho Duc Phoc signed Decision No. 2451/QD-TTg dated November 7, 2025 on providing emergency support of VND80 billion to the most affected localities. The three provinces receiving support include Quang Ngai, Gia Lai and Dak Lak.

This funding source is taken from the central reserve budget for 2025, to help localities quickly overcome the consequences, repair damaged infrastructure and stabilize people's lives after storm No. 13.

According to the decision, Quang Ngai province will be granted 20 billion VND, while Gia Lai and Dak Lak will each receive 30 billion VND. This support fund is based on the proposal of the Ministry of Finance in Document No. 17321/BTC-NSNN dated November 7, 2025, after reviewing the actual damage caused by storm No. 13 and floods.

The Ministry of Finance is responsible for checking, appraising and ensuring that allocation and payment are in accordance with legal regulations, avoiding duplication or deviation during implementation.

The Government requires the People's Committees of the provinces receiving support to manage and use the funds for the right purposes, openly and transparently. All funds must be used for infrastructure restoration and support for people affected by storm No. 13, avoiding loss, negativity or misuse.

Provinces need to report detailed implementation results to the Ministry of Finance, the Ministry of Agriculture and Rural Development, and the Ministry of Natural Resources and Environment for synthesis and reporting to the Prime Minister.

The VND80 billion support is considered an urgent solution to help localities quickly restore production and repair houses, schools, and roads damaged by storm No. 13. The Government also requested provinces to continue mobilizing forces, prioritizing support for isolated areas, ensuring safety and stabilizing people's lives.

This emergency support demonstrates the State's spirit of sharing with localities in storm-affected areas, contributing to helping people overcome difficulties and rebuild their lives after storm No. 13.

According to the 5 a.m. news on November 7 from the National Center for Hydro-Meteorological Forecasting, after moving deep into the mainland, storm No. 13 weakened into a tropical depression, then continued to dissipate into a low-pressure area in the Lower Laos region.

This is considered a sign that storm No. 13 has ended its journey of causing rain and wind in the Central and Central Highlands regions.

It is forecasted that in the next 12 hours, the low pressure area will move in a West-Northwest direction, continue to weaken and dissipate. After storm No. 13 dissipates, heavy rains in the Central Central and Central Highlands regions will gradually decrease, the weather will clear up, helping people to stabilize their lives soon.
