On February 14, at the Government headquarters, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee summarizing the implementation of Resolution No. 19-NQ/TW of the 11th Central Executive Committee on continuing to innovate land policies and laws during the period of comprehensively promoting the renovation process, creating a foundation for our country to basically become a modern industrialized country by 2020 (Steering Committee) chaired the 4th Conference of the Steering Committee.

Attending the conference were comrade Tran Tuan Anh, Politburo member, Head of the Central Economic Commission, Permanent Deputy Head of the Steering Committee, members of the Committee and leaders of central departments, ministries and branches.

At the Conference, after the Standing Committee of the Steering Committee reported specifically on what has been done, what has not been done, issues that need to be consulted with the Steering Committee..., the delegates focused on discussing issues with different opinions, new viewpoints and goals, especially viewpoints on institutional innovation, land management and use policies in the coming period, promoting resources from land, creating momentum to turn our country into a high-income developed country by 2045.

In his concluding remarks at the Conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the enthusiastic, responsible, political and practical opinions at the Conference. All opinions highly appreciated the preparation of documents for the Conference by the Standing Committee of the Steering Committee and the Editorial Board; the implementation of tasks over the past time by the Standing Committee of the Steering Committee was very comprehensive, comprehensive and methodical with the organization of workshops, consultation with experts, scientists and managers, closely following Resolution 19, combined with summarizing the implementation of the Land Law, closely following the situation, drawing out the good and bad aspects, causes, especially subjective causes, setting out goals, requirements, tasks, solutions and implementation organization in the coming time.

Prime Minister Pham Minh Chinh emphasized that land is a very complex and sensitive issue that receives the attention of the whole society, related to all aspects of economic and social life, and all people, so the summary needs to continue to closely follow the Party's policies and guidelines, especially the Party Platform and the 2013 Constitution, the Resolution of the 13th National Party Congress; at the same time, solving specific and short-term issues in each period, maximally liberating, exploiting and promoting land resources to serve national development, maintaining independence, sovereignty and territorial integrity, especially contributing to building an independent and self-reliant economy.

The Head of the Government pointed out some very basic principles that need to be noted when summarizing the Resolution: the amendment of the Land Law must ensure consistency with related laws; be consistent with Vietnam's political system; the adjustment of land relations must pay more attention to the role of the market; the promulgated policies cannot cover all aspects of life but need to remove difficulties and bottlenecks in practice both in terms of institutions and implementation; strengthen decentralization and delegation of power in land management in the direction of assigning tasks to those who do better, individualizing responsibilities, allocating resources reasonably, improving the implementation capacity of all levels and staff, strengthening supervision, inspection and urging; ensuring harmony of interests between the State, people and enterprises...

Regarding issues with different opinions, the Prime Minister stated that we must stick to reality, start from reality, respect reality, use reality as a measure, encourage and listen to opposing opinions from many perspectives. Issues that are "ripe", clear, proven correct by reality, effectively implemented, and agreed upon by the majority should continue to be implemented; issues that are reasonable and emotional but do not have high consensus, do not have regulations or exceed regulations should be boldly piloted, learn from experience while doing, and gradually expand, without perfectionism or haste.

Accordingly, with institutional problems, it is necessary to clearly state where the problems are, which subjects and objects are most affected, when introducing new policies, it is necessary to consider, calculate carefully, assess the impact very closely and comprehensively, ensuring that the policies are put into practice and implemented effectively.

The Prime Minister also requested a clearer definition of the role of the State when representing the owner and when performing the role of State management of land. Land use planning must have a long-term vision, be innovative, stable but flexible, and be comprehensive, comprehensive, and interconnected. Land recovery, compensation, and resettlement must ensure the harmony of interests between the State, people, and businesses, ensuring that people's lives are better than or equal to their old place of residence, and that each year is better than the previous year...

Prime Minister Pham Minh Chinh requested the Standing Committee of the Steering Committee to direct the Editorial Board and relevant agencies to promptly absorb as much as possible the opinions of the Steering Committee members, the Committees, ministries, branches, central and local agencies, experts, scientists, representatives of subjects that are regulated by the provisions of the law on land, have rights and obligations to filter, unify, and complete reports and drafts, and submit them to competent authorities as soon as possible to ensure progress and quality.
