(Baonghean.vn) - This is the information announced by the Central Organizing Committee at the National Online Conference summarizing the Party building and organization work in 2022 and deploying tasks for 2023, taking place on the morning of December 29.

Comrade Vo Van Thuong - Politburo member, Standing member of the Party Central Committee Secretariat attended and directed the conference. Also attending were Politburo members, leaders of Central Party Committees, Central agencies and leaders of provincial and municipal Party Committees across the country.

Comrade Truong Thi Mai - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission and Deputy Heads of the Central Organization Commission co-chaired the conference.

On the side of Nghe An province, comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council; Le Duc Cuong - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Organization Board attended at the Central bridge. At the Nghe An province bridge, there were leaders and officials of the Provincial Party Committee's Organization Board and the Department of Home Affairs.

At the conference, regarding personnel work and building cadre teams at all levels, the Central Organizing Committee said it had advised the Politburo and the Secretariat to amend, supplement, and promulgate a number of regulations and rules related to personnel work; continue to innovate the work of rotation, appointment, and nomination; decentralize management in personnel work to ensure strictness, democracy, objectivity, publicity, transparency, fairness, and prevent negativity in personnel work.

In particular, in order to improve the effectiveness of implementing Regulation No. 41-QD/TW on dismissal and resignation, the Politburo issued Conclusion Notice No. 20-TB/TW, dated September 8, 2022, on the policy of job arrangement for cadres under the management of the Politburo and Secretariat after being disciplined. Accordingly, the Central Organizing Committee issued Instruction No. 21-HD/BTCTW, dated September 20, 2022, to implement Conclusion Notice No. 20-TB/TW.

Up to now, the Central Executive Committee, the Politburo, and the Secretariat have considered removing from office, suspending work, retiring, and assigning other jobs to 13 cadres under the Central Committee's management, contributing to implementing the Party's policy of "incoming, outgoing, up, and down" in cadre work.

At the same time, the Party Committee's Organizing Committee at all levels arranged work after being disciplined for 22 cases; of which 7 cases retired before the age or asked to leave work, 8 cases were arranged to be reduced by one level compared to the position before being disciplined, 5 cases were arranged to do professional work and 2 other cases.

Notice of conclusion No. 20-TB/TW, dated September 8, 2022 on the policy of job arrangement for cadres under the management of the Politburo and Secretariatafter being disciplined specified:
1.
The work arrangement for cadres under the management of the Politburo and Secretariat after being disciplined aims to strictly implement Party discipline and discipline and the Politburo's Regulations on dismissal and resignation of cadres; promptly replace disciplined cadres with limited capacity and reduced prestige without waiting for the end of their term or appointment period, implementing the motto "some in, some out, some up, some down" in cadre work, while at the same time creating conditions for disciplined cadres to have the opportunity to correct and overcome shortcomings, continue to strive, cultivate and train; contribute to strengthening the work of Party building and rectification, consolidating the trust of cadres, party members and people in the Party and the regime.

2.Encourage officials who have been disciplined with warnings or reprimands but whose capacity is limited and whose prestige has been reduced to voluntarily resign. If they do not voluntarily resign, the competent authority will consider dismissal according to regulations.

3.The arrangement of cadres after resignation or dismissal is carried out in accordance with Party regulations, State laws and the following orientations:

3.1.If an official voluntarily requests early retirement or resignation, the competent authority will consider the request.

3.2.For officers who wish to continue working, the competent authority shall consider and arrange as follows:

a)In case of less than 5 years of working time:

- For cadres who are members of the Party Central Committee, the Politburo will consider and arrange work appropriate to each specific case.

- Cadres in central and local agencies will be considered and arranged by competent authorities to do professional work (not leadership or management work), and will retain the civil service rank they were appointed to.

b)Caseworking timestill5 years or more:

- The competent authority shall consider and arrange work according to the principles as stated in Clause a above.

- After being disciplined, if an officer voluntarily resigns, the competent authority will consider each specific case based on the actual situation at the agency, unit, or locality to arrange work in the direction of reducing one level compared to the position when disciplined. After 24 months of working in the new position, if the officer overcomes all violations and shortcomings, is assessed to have excellently completed the task, and ensures standards and conditions, the competent authority will consider planning, appointing, and recommending re-election to the position held or equivalent.
