'Stealing' photos, creating fake Facebook: Fine of 20 million!
This is a new regulation included in the draft Decree on administrative sanctions for violations in the fields of post, telecommunications, radio frequencies, information technology and network security, replacing Decree 174/2013, which the Ministry of Information and Communications has just released for comments.

The draft proposes four cases of heavy penalties for social network users. In addition to the above-mentioned acts, the act of providing inaccurate information when registering personal information is subject to a fine of 2-4 million VND.
Acts of providing false information, slander, distortion, or insulting the reputation of agencies, organizations, and the honor and dignity of individuals; providing information that is not in line with the country's interests, information that incites violence, obscenity, depravity, crime, social evils, lottery, gambling, superstition, or destruction of national traditions and customs... shall be fined up to 10 million VND.
The most serious offense is illegally accessing social network accounts of other organizations or individuals, which can be fined from 30 to 50 million VND.
Recently, many Facebook users have had their images and information "stolen" to create similar Facebook accounts, causing confusion and fraud. Some famous people have also had their personal images used by bad actors to create Facebook accounts, providing misleading information.
