Chairman of the Central Inspection Commission: 'Must fight corruption in anti-corruption agencies'

Comrade Tran Cam Tu suggested that the Party Committee of the Supreme People's Procuracy continue to focus on leadership, direction, and propose measures and solutions to effectively implement the General Secretary's direction on fighting corruption in anti-corruption agencies.

On the morning of September 19, at the Headquarters of the Supreme People's Procuracy, Comrade Tran Cam Tu - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee, Deputy Head of the Central Steering Committee on Anti-Corruption and Negative Activities (Central Steering Committee), Head of Inspection Team No. 3 of the Central Steering Committee chaired the Conference to approve the draft Report on the results of the inspection of the leadership, direction, and organization of the work of detecting, transferring, receiving, and handling denunciations and reports of crimes, and recommending the prosecution of cases with signs of corruption, economic crimes, and negative activities at the Party Committee of the Supreme People's Procuracy.

On behalf of the Inspection Team, Comrade Nguyen Khac Minh, Acting Director of the Department of Monitoring Anti-Corruption and Corruption Work, Central Internal Affairs Commission, Secretary of the Inspection Team approved the draft Inspection Results Report at the Party Committee of the Supreme People's Procuracy.

Overview of the conference.

Accordingly, the Party Executive Committee of the Supreme People's Procuracy has paid attention to leading and directing the entire People's Procuracy sector, thoroughly grasping and seriously implementing the Party's leadership and direction documents and the State's laws on the work of preventing and combating corruption and negativity, detecting, transferring, receiving and handling denunciations and reports of crimes, and recommending the prosecution of cases with signs of corruption, economic crimes and negativity.

During the reporting period, through inspection, examination, handling, and resolution of complaints and denunciations, and anti-corruption work, 18 sources of information on crimes were discovered, 3 of which were transferred to the Investigation Agency of the People's Public Security and 15 to the Investigation Agency of the Supreme People's Procuracy.

The Supreme People's Procuracy's investigation agency has received 558 sources of information on crimes; has resolved 461 reports, of which 25 reports were transferred for resolution according to authority, 124 reports were prosecuted for criminal cases, and 312 reports were not prosecuted for criminal cases. 86 reports were temporarily suspended; 11 reports are being checked and verified.

From 2011 to 2021, the People's Procuracy at all levels has supervised the reception and handling of more than 1.1 million sources of information on crimes received, checked and verified by competent investigation agencies.

Competent investigative agencies at all levels have received, examined, and verified 14,570 out of more than 1.1 million reports of corruption, economic, and negative crimes. 14,259 reports have been resolved (reaching 97.9%); 311 reports are being resolved.

The Procuracy issued 13,093 requests for inspection and verification, reaching a rate of 89.9%; conducted direct inspection and issued inspection conclusions in 5,127 cases.

People's Procuracies at all levels have issued 2,466 recommendations requesting competent authorities to investigate and correct violations and shortcomings in the work of receiving and handling information about crimes.

However, in addition to the achieved results, the report also shows that the work of detecting, transferring, receiving, and handling information about crimes, corruption, economics, and negativity at the local level still has shortcomings and limitations, such as: some regulations on detecting, transferring, receiving, and handling information about crimes are incomplete, not strict, not synchronous, not unified, not suitable to reality, so they lack feasibility.

Some provisions of the Law on Judicial Expertise have been slow to be implemented and guided for implementation, thus leading to difficulties and obstacles in the appraisal work, leading to the temporary suspension of some sources of information on crimes.

The People's Procuracy does not grasp from the beginning all the cases received and resolved by the investigation agency and the agencies assigned to conduct a number of investigation activities. Many cases and incidents are only grasped and coordinated by the Procuracy to be resolved when these agencies transfer the files to exchange views on the resolution;...

Concluding the conference, Chairman of the Central Inspection Committee Tran Cam Tu acknowledged the results achieved in the work of detecting, transferring, receiving, and resolving denunciations and reports of crimes, recommending prosecution of cases with signs of corruption, economic crimes, and negative acts at the Party Committee of the Supreme People's Procuracy; highly appreciated the coordination and strict and correct implementation of the outline of the inspected units of the Ministry.

Comrade Tran Cam Tu suggested that the Supreme People's Procuracy should continue to coordinate well between the Procuracy at all levels and the competent authorities in detecting, transferring and receiving sources of information on crime denunciations. At the same time, continue to be more proactive, timely, strict, effective and efficient to ensure no distortion, no omissions, no omissions, no escape from crime, no escape from judgment and no injustice.

Emphasizing that internal self-detection is still a weak link, the Chairman of the Central Inspection Commission requested the Party Committee of the Supreme People's Procuracy to continue to focus on leadership, direction, and propose measures and solutions to effectively implement the General Secretary's direction on fighting corruption in anti-corruption agencies.

“This inspection shows that many things have been done, with very high results, but there are also things that have not been done, things that are still limited. We hope that you will learn from your experiences and do better in the future. We believe that with a spirit of determination, resoluteness, and high responsibility, the Procuracy will excellently complete its tasks, making important positive contributions to the fight against corruption and negativity,” emphasized comrade Tran Cam Tu.

Speaking at the conference, Chief Justice of the Supreme People's Procuracy Le Minh Tri fully accepted the opinions of the delegates as well as the conclusions of the Head of the Inspection Delegation to thoroughly implement the work of detecting, transferring, receiving, and handling denunciations and reports of crimes, and recommending the prosecution of cases with signs of corruption, economic crimes, and negative acts in the coming time./.
