President Ho Chi Minh and fire prevention and fighting work

(Baonghean.vn) - During his lifetime, President Ho Chi Minh had a special interest, leaving unforgettable memories in the minds of generations of fire prevention and fighting officers and soldiers. The enthusiastic atmosphere responding to the "National Fire Prevention and Fighting Day" on October 4th has made Uncle Ho's four teachings for the Fire Prevention and Fighting Police force more sacred and meaningful.

In 1954, when the North was completely liberated and embarked on the construction of socialism, at the same time supporting the southern front. During this period, fire prevention and fighting work was given attention by the Party and the State and included in the security protection movement and was most clearly demonstrated with the slogan of 3 preventions: "Preventing theft - Preventing fire - Preventing accidents".

On January 1, 1955, when the Hanoi Fire Fighting Company was assigned a 7-man squad to protect the stage at Ba Dinh Square on the occasion of the rally to welcome the Party and Government back to the Capital after 9 years of long resistance war. The rally took place safely, Uncle Ho walked down from the stage, turned to visit the fire fighting unit on duty. He warmly shook hands with each person and wished: "On the occasion of the New Year, I wish you all a happy unemployment".

For the Fire Prevention and Fighting Police force, Uncle Ho's happy wishes are both encouragement and the target of the task that he entrusted to the People's Police force in fire prevention and fighting.

In 1958, one day, the head of the Fire Prevention and Fighting Police was summoned to the Presidential Palace. It is difficult to describe the feelings of a fire prevention and fighting officer before entering the place where the highest leader of the country lives and works. Upon arriving, they learned that in the Presidential Palace there was a water tank, but now, due to new mission requirements, someone suggested demolishing it. Everyone asked Uncle Ho for his opinion, and he requested, “You must ask the fire prevention and fighting officers. If you don’t need the water tank for firefighting, then demolish it.”

Given the very important role of fire prevention and fighting, and from that very simple story, we can see Uncle Ho's special concern and correct assessment and evaluation of fire prevention and fighting.

In 1961, the socio-economic situation improved, some infrastructures were built, so it was necessary to have measures to strengthen fire prevention and fighting, especially in the context of the country at war, the US imperialists increased their attacks on the North.

On October 4, 1961, President Ho Chi Minh signed Decree No. 53/SL promulgating the "Ordinance regulating State management of Fire Prevention and Fighting", which was approved by the Standing Committee of the National Assembly of the Democratic Republic of Vietnam on September 27, 1961. During this period, Uncle Ho changed the phrase "Fire Prevention and Fighting" to "Fire Prevention and Fighting" when this Ordinance was presented to him.

After 35 years, on June 2, 1996, the Prime Minister issued Decision No. 369/TTg, choosing October 4 every year as "National Fire Prevention and Fighting Day", and October every year as Fire Prevention and Fighting Safety Month. On June 29, 2001, the Law on Fire Prevention and Fighting was passed, defining October 4 as the Traditional Day of the Fire Prevention and Fighting Police Force.

In the Letter of Commendation sent to the officers and soldiers of the Hanoi Fire Prevention and Fighting Police on August 3, 1966, after their brave fighting to extinguish the fire at the Duc Giang oil depot - Hanoi which was hit by enemy bombs, Uncle Ho advised the fire prevention and fighting police force on 4 things:

- "We must always be vigilant, do not be subjective or complacent.

- "Must always be ready to quickly fulfill duties in any situation to protect the property of the State and people.

- "We must constantly study, research, promote initiatives, and summarize experiences to further progress in fire prevention and fighting work.

- "We must regularly guide and train the militia force in professional skills to help them improve, so that they can become truly effective assistants to their comrades."

It has been more than 47 years since Uncle Ho passed away, but his teachings on fire prevention and fighting are still valuable. The small but simple stories, the thoughtful but profound teachings that Uncle Ho gave to the officers and soldiers of the fire prevention, fighting and rescue forces have always been and will always be a source of encouragement and motivation for the fire prevention, fighting and rescue forces to overcome difficulties, constantly train their fighting spirit against fire, and be ready to sacrifice themselves for the safety and happiness of the people.
