President: Need to improve efficiency in recovering corrupt assets

The President emphasized: It is necessary to develop and implement solutions to reduce the number of pending cases and improve the efficiency of recovering corrupt assets.

That was the request of President Tran Dai Quang to the entire Civil Judgment Enforcement sector at the ceremony to celebrate the 70th anniversary of the tradition of civil judgment enforcement (July 19, 1946 - July 19, 2016) and receive the First Class Labor Medal, which took place this afternoon (July 16), in Hanoi.

Over the past 70 years, the civil judgment enforcement system has matured in terms of organization and staff. The institution of civil judgment enforcement has been basically completed.

With the achievements, the enforcement system has been directly protecting the strictness of the law, ensuring the interests of the State, the legitimate rights and interests of organizations and individuals; making an important contribution to maintaining political security, social order and safety, and promoting the country's socio-economic development.

Speaking at the ceremony, on behalf of the Party and State leaders, President Tran Dai Quang commended the great results and achievements that generations of cadres, civil servants, public employees and workers in the civil judgment enforcement system have achieved over the past 70 years.

The President said that in the coming years, the world and domestic situation will develop complicatedly, with many intertwined difficulties and challenges. As a part of the process of implementing justice in the socialist rule-of-law State, the requirements and tasks of improving the quality and efficiency of the civil judgment enforcement system are very heavy.

The President suggested that the civil judgment enforcement system should focus on innovating all aspects of its work, strengthening socialist legality, and ensuring that justice is enforced. This would contribute to building an orderly, disciplined, and stable society, successfully serving the country's socio-economic development and international integration tasks.

The President also said that in order to successfully carry out assigned tasks, the civil judgment enforcement system needs to regularly review and perfect the institutions of civil judgment enforcement and state management of administrative judgment enforcement, ensuring the unity, synchronization and feasibility of legal documents.

Along with that, the industry needs to continue to improve regulations on applying coercive measures in civil judgment enforcement to both ensure the legitimate rights and interests of agencies, organizations and citizens, and ensure strict handling of cases where judgment debtors deliberately evade, resist or fail to comply with the enforcement of civil judgments.

President Tran Dai Quang suggested: “The civil judgment enforcement system needs to focus resources on implementing political tasks throughout the system, striving to achieve and exceed the targets for civil judgment enforcement and administrative judgment enforcement assigned by the National Assembly. Develop and implement solutions to reduce the number of pending cases, improve the efficiency of asset recovery in economic and corruption cases, thereby strengthening people's trust in the strictness of the legal system and judicial agencies, contributing to maintaining political security, order and social safety. Proactively create the necessary conditions to ensure the enforcement of civil judgments with foreign elements in the process of our country's deep international integration and full implementation of commitments in new-generation free trade agreements”.

The President also requested the sector to build and organize a close coordination mechanism with ministries, sectors and localities in the enforcement of civil judgments and administrative judgments to resolve difficulties, obstacles and backlog cases. At the same time, consolidate, improve and improve the operational efficiency of the organizational apparatus; effectively implement the National Assembly's Resolution on the implementation of the Bailiff institution, and gradually socialize the enforcement of civil judgments, considering it a political task of the entire sector.
