President: 'Teachers must be good examples for students to follow'

This morning (October 3), in Ho Chi Minh City, President Tran Dai Quang had a talk with students of Ho Chi Minh City National University with the theme "The 4th Industrial Revolution: Development opportunities and non-traditional challenges" on the occasion of the opening ceremony of Ho Chi Minh City National University 2016.
With the theme "The Fourth Industrial Revolution - Development opportunities and non-traditional security challenges", President Tran Dai Quang analyzed the context of the birth, characteristics of the fourth industrial revolution and the impacts of the fourth industrial revolution on countries including Vietnam.

The President said that the fourth industrial revolution has enormous economic, social and environmental impacts at all levels: global, regional and within each country. These impacts are positive in the long term but also create many challenges in the short and medium term. In particular, in terms of economy, the fourth industrial revolution will strongly impact production, promoting the world economy to shift to a knowledge-based economy - "smart".
However, Vietnam also faces enormous challenges. In particular, in the medium and long term, the number of unskilled workers in our country will be strongly affected by the accelerating automation process in developed countries.
Citing a report by the International Labor Organization published in July 2016, the President said that Vietnam has up to 86% of workers in the textile and footwear industries at high risk of losing their jobs due to the impact of technological breakthroughs brought about by the fourth industrial revolution. This very large proportion will translate into a very large absolute loss because the textile and footwear industries are creating jobs for about 2.3 million people, of which about 78% are female workers in the textile and garment industry.
The President said that, in addition to the great benefits and opportunities, the fourth industrial revolution is also posing severe challenges, especially non-traditional security challenges. According to the President, if traditional security considers national security as protecting the country from military threats or attacks from both outside and inside, then non-traditional security - in addition to protecting national sovereignty - also includes protecting people (individuals) and communities from transnational, non-political, non-military threats and factors.
The President emphasized that currently, in addition to traditional security challenges, our country is facing non-traditional security risks, especially information security, cyber security, economic security, water security, energy, food, environmental pollution, climate change, natural disasters, epidemics, transnational crimes, and high-tech crimes.
The President affirmed that our Party and State always pay attention to leading, directing and promptly issuing many policies and measures to effectively respond to non-traditional security risks. In particular, the Resolution of the 12th National Party Congress affirmed the necessity of "being ready to respond to traditional and non-traditional security threats; ensuring information security, safety and cyber security".

The President stated that Vietnam is one of the countries with the fastest internet development speed in the world. The speed of internet application and development is increasing, but it also poses risks, challenges, and potential threats to national security, social order and safety. Hostile and reactionary forces thoroughly use telecommunications networks and the internet to propagate, sabotage ideology, sabotage internally, incite protests, cause disturbances, and riots to overthrow the government and change the political regime in our country. Cyber intelligence activities and cybercrime are increasingly sophisticated and cunning, causing increasingly serious consequences.
The President emphasized: “In that situation, we need to understand an extremely important point: The work of ensuring national information network security and safety, preventing and combating violations and cybercrimes is a struggle of the entire people under the leadership of the Party, an important part of the struggle to protect national security, maintain social order and safety; it is the responsibility of the entire political system and the entire people, of all levels and sectors. Under the leadership of the Party and the unified management of the State, we must mobilize the strength of the entire political system in the work of ensuring national information network security and safety. This is a fundamental and consistent viewpoint and ideology, a matter of principle, and a decisive factor in the victory of the struggle to protect national security in general and ensure national information network security and safety in particular.”
According to the President, to build and promote Vietnam's intellectual resources in the fourth industrial revolution, there are many solutions and tasks to be done, in which the important solution is to improve the quality of education and training. The President emphasized that Ho Chi Minh City National University is an education - training, scientific research complex, a system of member universities, research institutes and multidisciplinary and multi-field technology transfer units.
To improve the quality of education and training, maintain its role as one of the leading training, scientific research and technology transfer centers in the country, the President requested that Ho Chi Minh City National University thoroughly grasp and creatively apply in teaching, learning and scientific research the viewpoints, guidelines, policies of the Party and the laws of the State on education and training; must be a place to attract talents, a gathering place of outstanding intelligence in the scientific, research and teaching community.
The President emphasized that the quality of education and training is closely related to the quality of scientific research and the connection with businesses. Therefore, the President hopes that Ho Chi Minh City National University should create conditions for lecturers, scientists and students to actively participate in scientific research, develop and apply technology closely linked to the production and business processes in businesses; share information and exchange experiences with prestigious universities in countries in the region and around the world.
Lecturers must be shining examples for students to follow; correctly identifying the position, role, and responsibility for teaching “words” and “people”, instilling in students a passion for learning, scientific research, creativity, and initiative in the fourth industrial revolution. Students must always actively study, practice, and strive to serve the country and for their own future.
With the tradition of “Good Teaching - Good Learning”, the leading flag of the Vietnamese higher education system, the President believes and hopes that teachers, scientists and students of Ho Chi Minh City National University will continue to strive, promote all their talents and intelligence, passion for science, and desire to explore to fulfill the role of a high-quality university locomotive, capturing the quintessence of human knowledge in the new technological revolution era.
