The President presented the decision to confer and promote the rank of Senior Lieutenant General to two leaders of the Ministry of Public Security.

On the afternoon of March 22, at the Presidential Palace, the Office of the President held a ceremony to announce and present the decision to promote from Lieutenant General to Senior Lieutenant General to Comrade Nguyen Van Thanh, member of the Party Central Committee, Deputy Minister of Public Security, and Comrade Pham Dung, Deputy Minister of Public Security.

President Truong Tan Sang, Chairman of the National Defense and Security Council; General Tran Dai Quang, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security; General Ngo Xuan Lich, Politburo member, Director of the General Department of Politics of the Vietnam People's Army, along with representatives of the leaders of the Central Internal Affairs Departments, ministries, and branches, and senior generals and officers of the People's Public Security attended the ceremony.

On behalf of the Party and State leaders, President Truong Tan Sang presented the decision to promote the rank of Senior Lieutenant General to two Deputy Ministers of Public Security, Nguyen Van Thanh and Pham Dung.

On behalf of the Party and State leaders, congratulating Senior Lieutenant General Nguyen Van Thanh and Pham Dung, President Truong Tan Sang said that this is a great honor for the two comrades; a common joy for the People's Public Security force; at the same time, it is also the recognition and high appreciation of the Party and State for the contributions, progress and maturity of the two comrades and of the People's Public Security force.

The President affirmed that Comrade Nguyen Van Thanh and Comrade Pham Dung are excellent leaders and officers who have grown up in the People's Public Security Force. Having held many different positions, in any conditions and circumstances, they have always shown themselves to be officers with strong political will, pure revolutionary ethics, constantly striving, training, overcoming difficulties, excellently fulfilling their assigned duties and responsibilities, actively contributing with the People's Public Security Force to well perform the task of ensuring national security and maintaining social order and safety.

The President advised that being awarded and promoted to the rank of Senior Lieutenant General is a source of pride and great honor, but the responsibility is even greater. Therefore, as leaders and high-ranking commanders of the People's Public Security force, in the coming time, Senior Lieutenant Generals Nguyen Van Thanh and Pham Dung need to further promote their capacity and intelligence, together with the Central Public Security Party Committee and the leadership of the Ministry of Public Security, continue to promote the glorious tradition of the heroic People's Public Security, maintain revolutionary ethics, be absolutely loyal to the Party, the Fatherland, the people, wholeheartedly serve the Fatherland, serve the people, and well implement Uncle Ho's teachings: A general must be "Intelligent - Brave - Humane - Trustworthy - Honest - Loyal" to always be worthy of being a talented and exemplary commander, striving to excellently complete all tasks entrusted by the Party, the State and the people.

Together with the collective leadership of the Ministry of Public Security, the two comrades Senior Lieutenant General Nguyen Van Thanh and Pham Dung need to proactively grasp the situation, do a good job of forecasting, providing strategic advice, promptly proposing solutions to important situations regarding national security, not being passive or surprised. Closely coordinate with the People's Army, build a solid people's security posture associated with building a national defense, firmly protect the independence, sovereignty, unity, and territorial integrity of the Fatherland, ensure national security, maintain social order and safety...

The President also requested Senior Lieutenant General Nguyen Van Thanh and Senior Lieutenant General Pham Dung to continue to implement the principle of "The People's Public Security is under the absolute and direct leadership in all aspects of the Communist Party of Vietnam, the command of the President, the unified state management of the Government and the direct command and management of the Minister of Public Security". Continue to research and develop theories on Public Security work; perfect the legal system; create strong changes in the fight against crime, protect justice, protect the rights and legitimate interests of citizens and the State... In the immediate future, the People's Public Security force needs to make every effort to successfully protect the election of the 14th National Assembly and the election of People's Councils at all levels for the 2016-2021 term.

The Party, State and people always trust, appreciate and are proud of the heroic People's Public Security force, including the contributions of comrade Nguyen Van Thanh and comrade Pham Dung; at the same time, they will continue to monitor and always demand more progress, maturity and new achievements of the People's Public Security force and of the two comrades personally, the President stated.

Speaking emotionally at the ceremony, Senior Lieutenant General Nguyen Van Thanh expressed his great honor and sincere thanks for the attention and trust of the Party, State and people leaders; affirmed to continue to train and strive, promote the glorious tradition of the exemplary People's Public Security in all areas of work, so that officers and soldiers can follow, excellently fulfill all important responsibilities, and contribute more to the revolutionary cause of the Party and people./.
