The President presented the decision to promote the ranks of Senior Lieutenant General and Lieutenant General.

On the afternoon of September 1, President Tran Dai Quang presented decisions to promote the ranks of Senior Lieutenant General and Lieutenant General to officers of the Vietnam People's Army.

Attending the ceremony were Politburo member, Secretary of the Party Central Committee, Head of the Party Central Committee's Organization Commission Pham Minh Chinh, Politburo member, Minister of National Defense Ngo Xuan Lich; Politburo member, Minister of Public Security To Lam and leaders of central departments, ministries and branches.

At the ceremony, on behalf of the Party and State leaders, President Tran Dai Quang presented the Decision to promote the rank of Lieutenant General to Senior Lieutenant General to Comrade Phan Van Giang, member of the Party Central Committee, member of the Central Military Commission, Chief of the General Staff - Deputy Minister of National Defense; presented the rank of Lieutenant General to Comrade Nguyen Trong Nghia, member of the Party Central Committee, member of the Central Military Commission, Deputy Director of the General Department of Politics of the Vietnam People's Army; and presented the Decision to promote the rank of Major General to Lieutenant General to Comrade Tran Viet Khoa, member of the Party Central Committee, member of the Central Military Commission, Director of the National Defense Academy.

Speaking at the ceremony, President Tran Dai Quang warmly congratulated the officers who were promoted to the ranks of Senior Lieutenant General and Lieutenant General today. The President stated that this is an honor and pride for the officers and soldiers in the entire army as well as for each individual, family and hometown.

President Tran Dai Quang stated that the comrades promoted to the ranks of Senior Lieutenant General and Lieutenant General today are excellent cadres of the Party, State and Army, who have received basic training, practice and testing through many leadership and command positions at all levels in the Army.

In all working positions, under any conditions or circumstances, you have clearly shown that you are cadres with steadfast and steadfast political will, pure revolutionary ethics, always showing a sense of responsibility and working capacity, and excellently completing all assigned duties and tasks.

“The promotion of the three comrades to the rank of Senior Lieutenant General and Lieutenant General demonstrates the Party, State and people’s deep concern and trust in the Vietnam People’s Army. This is also the Party and State’s recognition and appreciation of the dedication and contributions of each comrade in the process of building, fighting and growing up of the heroic Vietnam People’s Army, as well as in the cause of building and defending the Fatherland and performing international duties,” the President emphasized.

President Tran Dai Quang asked the comrades promoted to the rank of general today to continue to train their political will and be absolutely loyal to the Party, the State and the people. At the same time, they must always be proactive, sensitive, and grasp the situation in all aspects to advise the Central Military Commission and the Ministry of National Defense to propose to the Party and the State policies and solutions for leadership and direction to continuously improve the quality of training and combat readiness of the army and militia and self-defense forces; at the same time, well implement the Party's policies and guidelines on building an increasingly strong and comprehensive military organization.

Comrades need to actively study strategies and tactics, focus on innovating thinking and methods of leadership, direction, command and management. At the same time, together with the Central Military Commission and the Ministry of National Defense, lead and command the Vietnam People's Army to successfully fulfill its functions as a fighting army, a working army, and a labor and production army to forever be worthy of the praise of beloved President Ho Chi Minh: "Our army is loyal to the Party, filial to the people, ready to fight and sacrifice for the independence and freedom of the Fatherland, for socialism.
