President: Build a prevention mechanism to prevent corruption; a deterrent and punishment mechanism to prevent corruption.

On the afternoon of July 25, with a majority of votes in favor, the National Assembly elected Mr. Tran Dai Quang, Politburo member and President of the Socialist Republic of Vietnam, to hold the position of President of the Socialist Republic of Vietnam (term 2016-2021). After taking the oath of office and delivering his inaugural speech, President Tran Dai Quang answered reporters' questions about key tasks in the coming time.

President Tran Dai Quang: First of all, I would like to thank the journalists for their congratulations. I would like to express my sincere thanks to the people and voters who elected me as a National Assembly delegate; and to the National Assembly and the National Assembly delegates who have trusted and elected me to continue holding the position of President of the Socialist Republic of Vietnam.

Reporter:Dear President! Congratulations to you on being re-elected by the National Assembly to the position of President of the Socialist Republic of Vietnam for the 2016-2021 term. Please give us an overview of the situation and the key tasks that our entire Party, people and army need to carry out in the coming time.

President Tran Dai Quang: The developments in the situation in recent times have confirmed that the assessments of our Party in the Documents of the 12th National Party Congress are completely correct. Besides opportunities and advantages, the current world and regional situation has many complicated developments, with many potential factors causing instability, uncertainty and unpredictability.

Local wars, armed conflicts, disputes over resources, territorial sovereignty, seas and islands, ethnic and religious conflicts, intervention, subversion, secession and international terrorism continue to increase with increasingly serious nature and severity.

Hostile and reactionary forces are vigorously promoting "peaceful evolution", riots and overthrow activities with many new, extremely insidious and cunning plots and tricks in order to eliminate the leadership role of the Party and the socialist regime in our country.

Domestically, the socio-economic situation still faces many difficulties and challenges; GDP growth rate in the first six months of the year is lower than the same period last year; saline intrusion, drought, and environmental pollution occur in many places, negatively affecting agricultural, forestry, and fishery production... and people's lives.

In the above context, the entire Party, the entire people and the entire army join hands, unite and are determined to successfully implement the Resolution of the 12th National Party Congress with 06 key tasks, in which socio-economic development is the center; Party building is the key; building culture and people as the spiritual foundation; strengthening national defense and security is essential and regular. Accelerating the implementation of strategic breakthroughs associated with growth model innovation, improving productivity, efficiency and competitiveness of the economy.

Continue administrative reform, create a favorable business environment for people and businesses, effectively mobilize resources, and persistently strive to achieve socio-economic targets set by the 12th National Party Congress and the National Assembly.

Take care to improve the material and spiritual life of the people, especially those in remote, border, island and particularly disadvantaged areas and policy beneficiaries. Focus on building a clean and strong Party and political system; promote the strength of great national unity and socialist democracy; comprehensively and synchronously promote the renovation process; firmly protect the independence, sovereignty, unity and sacred territorial integrity of the Fatherland, national interests and security; maintain a peaceful and stable environment for rapid and sustainable national development.

In recent times, non-traditional security risks, especially cyber warfare, migration, water security, energy security, food security, environmental pollution, and climate change, have continued to increase. Could you please tell us what needs to be done to effectively deal with these risks?

President Tran Dai Quang:Non-traditional security risks are closely related to traditional security risks, directly threatening national interests and security.

Therefore, to "be ready to respond to traditional and non-traditional security threats; ensure security, information security and cyber security", as the 12th Party Congress Document clearly stated, it is necessary to promote the combined strength of the entire political system and the entire people, proactively and synchronously use political, diplomatic, economic, scientific and technological measures...

Strengthening propaganda and education to create strong changes in awareness and actions of Party committees at all levels, authorities, organizations and people of all walks of life regarding the responsibility to prevent and combat non-traditional security threats.

Continue to perfect the legal system, improve the effectiveness and efficiency of state management, ensure consistency, unity and clear division of labor and decentralization of information security, cybersecurity, food security, water security, environmental protection, and effective response to climate change...

Focus on developing and effectively implementing strategies, plans, and projects to respond to non-traditional security risks, especially in strategic areas of national defense and security, areas where natural disasters, storms, floods, droughts, and saltwater intrusion often occur, etc.

Focus on training and fostering human resources, building specialized forces; at the same time, strengthen international cooperation to exchange information and share experiences in dealing with non-traditional security risks.

In recent times, the fight against corruption and waste in our country has achieved certain results, contributing to socio-economic development, maintaining political security and social order and safety. However, corruption and waste are still serious and are one of the threats to the survival of our Party and regime. In your position as Head of the Central Steering Committee for Judicial Reform, could you please share your opinion on this issue?

President Tran Dai Quang:The fight against corruption and waste is an important task, both urgent and long-term, very difficult and complicated. To effectively fight against corruption and waste, timely detection, prosecution, investigation and handling of corruption and waste are of decisive significance; cadres and party members, especially leaders, must set an example in ethics and lifestyle and resolutely fight against corruption and waste.

Focus on regular and continuous leadership and direction, create close coordination, mobilize the combined strength of the entire political system and the entire population in the fight against corruption and waste, in which functional agencies play a core and advisory role.

Strengthen propaganda and education work to raise awareness, consciousness and responsibility of all levels, sectors, cadres, party members and people in the fight against corruption and waste, creating unity, self-awareness and high determination in action.

Raise in the whole society a strict condemnation of corruption and waste, raise awareness of the rule of law and the spirit of honor of each cadre, party member and civil servant. Focus on building and perfecting mechanisms, policies and laws, overcoming loopholes and shortcomings in socio-economic management, especially in areas prone to corruption and waste. Build a prevention mechanism so that corruption cannot occur; a deterrent and punishment mechanism so that corruption is not dared.

Continue judicial and administrative reforms, improve the organizational structure, functions, tasks, coordination mechanisms, and build clean and strong judicial agencies. Strengthen training, fostering, and improving the qualities, revolutionary ethics, and professional capacity of cadres and civil servants in the judicial sector, especially investigators, prosecutors, and judges directly involved in detecting, investigating, prosecuting, and trying corruption and waste cases, ensuring the excellent completion of assigned tasks.

In the context of many complicated developments in the international and regional arena, the task of fighting to maintain the independence, sovereignty, unity, territorial integrity of the Fatherland, ensuring national defense, security, and social order and safety is very heavy. In your capacity as Chairman of the National Defense and Security Council, could you please tell us about the solutions to improve the quality and effectiveness of the Council's operations to meet the requirements and tasks of protecting the Fatherland in the new situation?

President Tran Dai Quang:Article 89 of the 2013 Constitution stipulates the organization and operation of the National Defense and Security Council. To improve the quality and effectiveness of the Council's operations, it is necessary to first clearly define the principles of operation of the National Defense and Security Council, which must comply with the leadership and direction of the Party and strictly implement the National Assembly's resolutions on national defense and security.

Closely coordinate with the National Assembly, the Government, the Vietnam Fatherland Front, and socio-political organizations to fully and effectively perform the tasks and powers of the Council in accordance with the provisions of the Constitution and laws.

Continue to institutionalize the Platform for national construction in the transitional period to socialism (supplemented and developed in 2011), concretize the provisions of the 2013 Constitution, actively contribute to the successful implementation of the Party's guidelines, policies, and the State's laws on national defense and security.

Pay attention to consolidating and strengthening national defense and security potential, combat readiness, resolutely and persistently fighting to firmly protect independence, sovereignty, unity and territorial integrity, protect the borders and sovereignty over seas, islands and airspace of the Fatherland; protect the Party, State, people and socialist regime; at the same time maintain a peaceful and stable environment for sustainable national development.

Reporter:Dear President! As the Head of State, representing the Socialist Republic of Vietnam in domestic and foreign affairs, could you please tell us about your main activities in the field of foreign affairs in the coming time?

President Tran Dai Quang:Protecting the supreme interests of the nation on the basis of fundamental principles of international law, equality and mutual benefit; proactively integrating internationally, maintaining a peaceful environment and creating favorable conditions for national development are consistent policies of our Party and State.

In the coming time, the President and Vice President will actively implement the foreign affairs program, contributing to effectively implementing the foreign policy of independence, self-reliance, peace, friendship, cooperation and development; multilateralizing and diversifying relations, proactively and actively integrating and cooperating internationally on the basis of respecting independence, sovereignty and territorial integrity, non-interference in each other's internal affairs, equality and mutual benefit.

Strengthen and deepen relations between our country and neighboring countries, regions, and major countries; consolidate and strengthen relations with traditional friendly countries and open up relations with potential partners; seek broad consensus and support from the international community and external resources.

Closely coordinate the Party's foreign affairs activities, state diplomacy and people's diplomacy; between political diplomacy, economic diplomacy and cultural diplomacy; between foreign affairs and national defense and security to enhance our country's position and prestige in the international arena, contributing to the successful implementation of the tasks of socio-economic development, ensuring national defense, security and international integration of the country.
