National Assembly Chairwoman Nguyen Thi Kim Ngan stated that any Party member in any position who commits a violation must be strictly handled; where no violations are detected, the Party Committee and the leader must take responsibility.

The Party's inspection, supervision and disciplinary work continued to achieve important results, contributing to initially preventing and repelling the degradation of political ideology, ethics, lifestyle, manifestations of self-evolution and self-transformation within the Party and fighting against corruption, waste and negativity, contributing to improving the Party's leadership capacity and fighting strength, successfully carrying out the country's socio-economic development tasks, and consolidating the trust of cadres, Party members and people.
National Assembly Chairwoman Nguyen Thi Kim Ngan assessed that this result was achieved because Party committees, Party organizations, and Inspection Committees at all levels have seriously implemented the Central Committee's direction, continued to innovate, and improved the effectiveness and efficiency of inspection, supervision, and Party discipline work; and at the same time, proactively and actively performed their tasks according to the Party Charter.

"The public announcement of the results of the review and disciplinary action against disciplined organizations and individuals on mass media demonstrates the openness and transparency in the disciplinary action against party organizations and party members. Only when party organizations or party members are disciplined do people feel that this information was not available before. Now, every time the Inspection Committee issues a conclusion, people follow to see what the Central Inspection Committee concludes this time. Those who are subject to it are also very scared, and those who have not violated must consider this as a way to deter them from violating the Party's regulations and the law. Because now violations are no longer hidden but are brought up in all the press information," National Assembly Chairwoman Nguyen Thi Kim Ngan emphasized.
Inspection and supervision work has no "no-go zones" or exceptions. The Central Inspection Commission continues to take action very actively and resolutely; proactively inspecting when there are signs of violations; clarifying many very serious violations, deciding to discipline and recommending the Central Executive Committee, the Politburo, and the Secretariat to strictly discipline many high-ranking officials under the management of the Politburo and the Secretariat, ensuring fairness, accuracy, timeliness, "understanding and reason"; making an important contribution to building a healthy environment for socio-economic development; fighting and preventing degradation in ideology, politics, ethics, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party; preventing and combating corruption, waste, negativity...; In particular, Party members who showed signs of violating political views, writing and speaking contrary to the Political Platform, Party Charter, resolutions, directives and regulations of the Party and State were inspected, thereby tightening discipline and order in the Party and State apparatus, which was highly appreciated, supported and agreed upon by the majority of cadres, Party members and people.

"People say that they trust the Central Inspection Commission very much, and as long as people trust the Provincial and District Party Committees' Inspection Commissions, then it will be good. We all say we are doing well, but clearly, the people trust the role of the Central Inspection Commission in the past year. I hope that Party committees at all levels will also seriously implement it so that typical and sensitive cases arising in their own localities, agencies, and ministries can be clarified, made public, transparent, and clearly disciplined to regain the trust of Party members and the people," the National Assembly Chairman further stated.
2019 is a very important year for successfully implementing the Resolution of the 12th National Party Congress and the 5-year socio-economic development plan 2016-2020, preparing for Party Congresses at all levels towards the 13th National Party Congress. In that context, the role and responsibility of Party committees and Inspection Committees at all levels are extremely important and heavy.
Therefore, the National Assembly Chairman suggested that, in the atmosphere where the entire political system is involved and the people are in agreement and support, Party committees, Party organizations, and Inspection Committees at all levels should carry out inspection and supervision work more vigorously and drastically, resolutely and persistently, and not be complacent with the results achieved; conduct inspection and supervision regularly, comprehensively, publicly, democratically, cautiously and closely, focusing on inspecting Party organizations and Party members when there are signs of violations.
The National Assembly Chairman emphasized that party members in any position who violate the law must be strictly punished; party members who violate the law to the extent that they must be prosecuted must be considered for criminal prosecution. Where self-inspection fails to detect, or detects but handles violations leniently, the Party Committee and the head of that agency, unit, or locality must take responsibility and take appropriate measures, not "learn from experience" in general.
"It is necessary to focus on comprehensively inspecting the organization and personnel work, especially personnel preparing for Party Congresses at all levels; focusing on inspecting and supervising cadres showing signs of corruption; having many reflections and denunciations of corruption; leaders and managers at all levels and cadres planned for leadership and management positions. Strengthening inspection and supervision to promptly detect and handle abuse and abuse of power to commit wrongdoings in personnel work or to assist in the buying and selling of positions and power; resolutely handling incorrect decisions on personnel work, and strictly handling organizations and individuals with violations in personnel work," said the National Assembly Chairman.
Strengthen supervision of the use of power by leaders, especially heads. Focus on directing inspections of areas with complicated problems, areas of public concern, areas and areas prone to negativity and corruption. When signs of violations are detected, they must be promptly inspected, resolutely and thoroughly resolved; conclusions must be clear and transparent; handling must be fair and objective; discipline must be strict and convincing.
Sharing the difficulties and challenges that inspection teams at all levels are facing, the National Assembly Chairman affirmed that the Party and people believe in the mettle and will of inspection officers - the vanguard soldiers on the front line of fighting against violations and negativity in the Party. Each inspection officer must have pure revolutionary ethics, political mettle, experience, dedication to work, responsibility and high fighting spirit in the profession; master the principles, mechanisms, policies and regulations of the Party and State to carry out their duties; have proficient professional skills and scientific working methods to meet the requirements of tasks in the new situation./.
