National Assembly Chairman: Nghe An needs to clearly identify the driving breakthrough

(Baonghean.vn) - That was the direction of comrade Nguyen Thi Kim Ngan - Politburo member, Chairwoman of the National Assembly of the Socialist Republic of Vietnam at the working session with the Provincial Party Committee Standing Committee on the afternoon of November 19.

On behalf of the provincial leaders, Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation reported to National Assembly Chairwoman Nguyen Thi Kim Ngan and the National Assembly delegation on the socio-economic situation in 2017; directions and tasks for 2018. Affirming the efforts of the entire political system, people of all walks of life, and the business community, Provincial Party Secretary Nguyen Dac Vinh said: The average growth rate of gross regional domestic product (GRDP) in 2017 is estimated at 8.13%, the highest since the beginning of the term and higher than the national average.

Average income per capita in 2017 is estimated at 32.3 million VND. The economic structure has shifted towards increasing the proportion of industry - construction and services, and reducing the proportion of agriculture.

Up to now, the whole province has 174 communes achieving NTM standards, with 03 units at the provincial level.The district has completed the construction of new rural areas. The cultural and social fields have many positive changes; political security and social order and safety are maintained.

In addition, the Provincial Party Secretary also frankly pointed out some limitations and shortcomings of the province. These include low per capita income; budget revenue has not met spending requirements; economic restructuring is slow; many potentials have not been well exploited; the resolution of some pressing social issues has been slow; the security and order situation in the area still has many potential factors for complicated developments...

Speaking at the meeting, National Assembly Chairwoman Nguyen Thi Kim Ngan highly appreciated the leadership, direction and drastic management with many appropriate solutions of the Party Committee, government and political system from the province to the grassroots level, so that although there are still many difficulties, natural disasters and epidemics, Nghe An has made rapid development steps.

Comrade Nguyen Thi Kim Ngan also highly appreciated the activities of the Provincial National Assembly Delegation, actively contributing to the work of building laws, resolutions and reports of the National Assembly; contributing to creating a lively atmosphere and quality of discussion sessions in groups and questioning sessions in the hall at the National Assembly sessions.

The Provincial People's Council has also made many innovations in its activities, especially in its supervision activities with a focus and key points; selecting many social issues of public interest and concern to focus on proposing solutions and policies to resolve them.

National Assembly Chairwoman Nguyen Thi Kim Ngan said: Based on the limitations and shortcomings identified by the province, the province is requested to have solutions to promptly resolve and overcome issues within the locality's capabilities. That is to improve the investment and business environment; focus on administrative reform, administrative procedure reform, improve the sense of responsibility and public ethics of cadres, civil servants and public employees; improve labor productivity...

Regarding problems, difficulties and limitations related to mechanisms, policies and laws under the Central authority, the province needs to promptly report them for resolution.

Affirming that the province's development potential and strengths are huge but have not been effectively exploited, the National Assembly Chairman hopes that the Party Committee and people of Nghe An need to rise up strongly and with greater determination to be worthy of the position of President Ho Chi Minh's homeland, meeting the aspirations of the people of Nghe An and the whole country.

Emphasizing the major orientations of the Politburo on Nghe An in Resolution 26, comrade Nguyen Thi Kim Ngan suggested that the province must clearly identify the driving force to promote the province's development. The province also needs to be more proactive in attracting large projects suitable to the land, climate, soil conditions, and abundant human resources.

Besides, the province also needs to change its way of thinking and working, promote creativity in planning, leadership, direction and operation; and closely inspect and supervise the implementation.

“As a province with a tradition of studiousness and good learning; identified as the education and training center of the North Central region and the whole country, Nghe An needs to promote its strength in training high-quality human resources to serve the economic development of the province and many other industries and professions of the whole country,” emphasized Ms. Nguyen Thi Kim Ngan.

The National Assembly Chairman also highly appreciated Nghe An's recommendations on a national scale related to the promulgation of operating regulations of People's Councils at all levels as well as the removal of difficulties and obstacles in the current operations of People's Councils at all levels.

The National Assembly Chairman also acknowledged Nghe An's recommendations on investing in a number of symbolic projects not only of Nghe An but also of the nation such as Kim Lien Relic Site, Nghe Tinh Soviet Memorial Site, etc.
