Chairman of Thanh Chuong District People's Committee directed to complete procedures to support vi and giam clubs.
(Baonghean.vn) - Chairman of Thanh Chuong District People's Committee Trinh Van Nha said that the district has just issued an official dispatch requesting departments and offices to quickly review and provide guidance so that the commune-level Vi and Giam Folk Song Club can access the policy.
After Nghe An Newspaper reported on the fact that 4 commune-level Vi and Giam folk song clubs were established decades ago, operating effectively and having a profound influence on people's lives, but have not yet been fully established to enjoy the policies under Resolution 29, on May 3, 2024, Thanh Chuong District People's Committee issued Document No. 971/UBND-NV on reviewing and perfecting the Vi and Giam folk song clubs.
The document emphasizes: Although in the past, in the district, a number of Vi and Giam folk singing clubs have been established and put into operation, contributing to enriching the spiritual and cultural life at the grassroots level, preserving and promoting the value of Vi and Giam folk singing of Nghe Tinh - a representative intangible cultural heritage of humanity recognized by UNESCO.

However, some clubs have not been established and operated regularly and effectively; the approval and completion of the board of directors, charter, and club operating regulations, etc. in some places have not been in accordance with the correct procedures and authority, so some clubs have been operating at a low level and with low efficiency.

However, according to the staff of the District Department of Culture and Information: Currently, in addition to the 4 long-established clubs, the later-established commune and town folk song teams, although somewhat famous, have never applied to establish a club, so they only operate as an art troupe of the commune and town level. And the District Department of Culture and Information has not included them in the review.

“For4 long-established commune-level clubsSince 2009, they have been operating quite effectively, although not regularly, but their influence is huge and we have proposed to improve it so that they can enjoy the policy," said this officer.
Regarding this, Mr. Nguyen Van Chien - Vice Chairman of Thanh Chuong District People's Committee said: From Document 971, the District People's Committee requested the Head of the Department of Internal Affairs, Culture - Information, Chairmen of the People's Committees of communes and towns to review, synthesize, classify and guide the clubs according to the spirit of regulations.
In which: For newly established clubs, comply with the provisions of Decree 45/2010/ND-CP dated April 21, 2010 of the Government on organization, operation, management of associations and conditions as prescribed in Clause 1, Article 3, Resolution No. 29/2021/NQ-HDND dated December 9, 2021 of the People's Council of Nghe An province; Document No. 2079/UBND-VX dated March 30, 2022 of the Provincial People's Committee on the implementation of Resolution No. 29/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council.
“For clubs that were established and operating before January 1, 2022 but do not have complete procedures, we will organize inspections, reviews, and provide specific instructions for clubs to complete all procedures in accordance with regulations (current club member list; operating regulations, ...)", Mr. Chien said.
Also according to Official Dispatch 971, after reviewing, guiding, and supplementing processes and procedures, the People's Committees of communes and towns must complete the dossier and send it to the District People's Committee (through the Department of Home Affairs) for consultation with the District People's Committee for consideration and decision.
The district also assigned the Department of Home Affairs to preside over and coordinate with the Department of Culture and Information to guide, direct and urge implementation at the grassroots level.
As reported, up to now, after 3 years of implementing Resolution 29/2021/NQ-HDND, dated December 9, 2021, stipulating support policies for artisans and clubs in the field of intangible cultural heritage (hereinafter referred to as Resolution 29), 4 commune-level clubs in Thanh Chuong district, namely the Vi and Giam Folk Song Clubs of Ngoc Son, Dai Dong, Thanh Linh, and Dong Van, have not yet received support from the resolution. The reason is that these commune-level clubs have not been fully established and completed procedures to comply with Point a, Clause 1, Article 3 (clubs preserving and promoting intangible cultural heritage must have their establishment decisions and charters approved by the Chairman of the District People's Committee) stipulated in this resolution.
It is worth mentioning that this is only an exceptional case in Thanh Chuong district, while other localities across the province have taken many measures to help commune-level clubs complete their dossiers in accordance with the provisions of Resolution 29.
