Lack of investment resources according to urban type III criteria
According to the report of the People's Committee of Hoang Mai town, the total production value in 2018 reached 13,698 billion VND, an increase of 18.34% over the same period. The economic growth rate reached 16.43%. The economic structure continued to shift in the right direction, increasing the proportion of industry - construction and services, reducing the proportion of agriculture, forestry and fishery. The total budget revenue in the area reached more than 292.5 billion VND. The average added value per capita for the whole year reached 52.69 million VND.
Total production value by the end of the first quarter of 2019 is estimated at 3,843 billion VND, up 12.1% over the same period. Economic growth rate is estimated at 14.82%, of which industry - construction increased by 24.73%; services increased by 15.64%. Budget revenue is quite good, in the first quarter it reached 64,705 billion VND, equal to 29.4% of the provincial estimate, up 43% over the same period (land use fee alone reached 48 billion VND).
At the meeting, the town leaders also pointed out some shortcomings and limitations in implementing socio-economic tasks. That is, agricultural production still faces many difficulties; the seafood exploitation industry is the town's strength, but is still affected by natural disasters because fishing boats do not have a place to take shelter from storms, and it is difficult to enter and exit the Con creek.

The tourism and service sectors have not developed commensurate with their potential. The construction progress of some key projects is still slow, and many projects lack capital to complete.
Some infrastructure projects are urgent in socio-economic development, building criteria for type III urban areas but there are no resources for investment such as: Bridge connecting Road No. 2 to Quynh Phuong and Quynh Lien coastal tourist areas; Lach Con storm shelter area; Quynh Lap anchorage and fishing port area... Therefore, the goal of the town meeting the criteria of type III urban areas by 2025 is very difficult.
Tax arrears by the end of 2018 were more than 33.3 billion VND, of which the recoverable debt was more than 13.6 billion VND.

Speaking at the meeting, the leader of Hoang Mai town said that after the town was established in 2013, it had developed rapidly, but up to now, many bottlenecks have begun to appear in many fields.
Specifically, the town has many projects and constructions, but almost none of them have been completed and put into operation. In addition, investment is mainly focused on economic infrastructure, while social infrastructure systems such as schools, public works, and grassroots cultural institutions are still not synchronized.

Need to evaluate the effectiveness of land exploitation activities
Concluding the meeting, Chairman of the Provincial People's Committee Thai Thanh Quy highly appreciated the efforts of Hoang Mai town in implementing socio-economic tasks in recent times.
Regarding the local proposals, the Chairman of the Provincial People's Committee said that on September 18, 2014, the Provincial Party Standing Committee issued Resolution No. 11 on Construction and Development of Hoang Mai Town to 2020 and the following years. This is the legal basis for the construction and development of the town.
The province's policy also allows the town to retain all the money collected through land exploitation activities to serve construction investment. At the meeting, Chairman of the Provincial People's Committee Thai Thanh Quy continued to agree with this policy.
However, in the context of public investment activities being greatly affected, capital sources being difficult, Hoang Mai town still has many unfinished projects and works, local leaders need to seriously review and re-evaluate the planning and land use as well as land fund exploitation.

Because if the industrial land fund is not met, it will be difficult to attract investors. Being proactive about land resources also means creating new urban values and the appearance of the town. To do this, we must focus on planning work.
Regarding the exploitation and fishing of aquatic products, comrade Thai Thanh Quy affirmed that Hoang Mai town is the locality with the largest offshore fishing fleet in the province with more than 1,000 vessels with a capacity of 90CV or more and about 80 vessels fishing in the Truong Sa sea area. Therefore, the town must pay attention to fishing logistics. According to the proposal of the town's leaders, the province will first study the policy for Hoang Mai town to invest in a seafood processing industrial park.

Chairman of the Provincial People's Committee Thai Thanh Quy also focused on analyzing the issues facing Hoang Mai town in infrastructure construction, urban beautification, and planning orientation for the development of the transportation system.
Regarding 21 projects and works proposed by Hoang Mai town for investment and construction, comrade Thai Thanh Quy requested the Department of Planning and Investment to carefully check. Accordingly, the province will create conditions for capital sources for implementation for any projects that are included in the list of public investment capital use in the period 2016-2020.
Regarding the fields of culture, health, education - training, finance and banking, comrade Thai Thanh Quy requested that the town's leaders must have a long-term vision and early planning, on that basis meeting the requirements of objective trends set by development.
