Chairman of Nghe An Provincial People's Committee Le Hong Vinh inspected and directed the response to storm No. 10.

On the morning of September 28, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected and directed the response to storm No. 10 at the anchorage and storm shelters of Lach Con and Lach Quen; Quynh Phu commune and Hoang Mai, Tan Mai and Quynh Mai wards; the operation and safety of Vuc Mau reservoir.

The Chairman of Nghe An Provincial People's Committee directly inspected Quynh Phu commune (merged from An Hoa, Phu Nghia, Thuan Long and Van Hai communes, old Quynh Luu district), including the wharf area south of Lach Quen.

Faced with the complicated developments of storm No. 10, the Command Committee and civil defense subcommittees have continuously gone to the area to check for areas at risk of subsidence and landslides.

Throughout the commune, sub-committees are on duty 24/7, ready to respond quickly to any situation. Since 9am this morning, the plan to evacuate 153 households has been deployed, bringing people to safety at the headquarters of the People's Committee of Quynh Long commune (old).

In particular, with the characteristic of a commune with a long sea dike, the commune has mobilized maximum forces, materials, and means to dig tarpaulins, repair, pour concrete, and build sandbags to reinforce the sea dike through Cong Hoa village.

As a locality with a large number of fishing vessels, Quynh Phu has urgently called for and counted them. Up to now, 900/901 vessels have taken shelter, most of them in Lach Quen; only one vessel is still operating in Vung Tau.

Next, Chairman of the Provincial People's Committee Le Hong Vinh inspected the Lach Con anchorage area, where most of the fishermen's vehicles from Tan Mai and Quynh Mai wards are concentrated.

In Tan Mai ward, there are currently 351 ships and boats that have taken shelter from the storm at the port and anchorage areas in and outside the province.

In parallel with ensuring the safety of boats, Tan Mai ward has developed a detailed plan to evacuate residents from unsafe areas. Through screening, the total number of households subject to relocation is 152 with about 500 people, mainly living in low-lying areas, areas at risk of landslides, along the Tan Minh, Dong Minh, and Dong Tien breakwaters. These households will be temporarily housed at relatives' houses or solid structures in higher, safer locations.

As of this morning, there has been no localized flooding in the ward. However, the local government has proactively mobilized and organized the evacuation of 124 households with 362 people at level 1 before the storm, bringing them to relatives' houses and households in solid locations, to ensure absolute safety for the people.

In Quynh Mai ward, all 742 boats have entered the anchorage, safely avoiding the storm. The local government has also developed a plan to evacuate 249 households with 972 people, mainly to the houses of relatives and acquaintances with solid houses and safe locations. In addition, the ward has also prepared gathering points at schools, cultural houses, and medical stations for evacuation when necessary, according to the proposed natural disaster prevention plan.

In Hoang Mai ward, the situation is assessed to be potentially risky as the area on both sides of the Hoang Mai river is at risk of flooding due to heavy rain combined with rising tides. In response to this situation, the ward People's Committee has developed a plan to evacuate 458 households with 1,435 people in case of flooding, arranging temporary shelter at the block's cultural house, school or households with solid houses, located in high, safe locations.

Through inspection and listening to reports from leaders of Quynh Phu commune, Tan Mai, Quynh Mai, Hoang Mai wards and functional forces, Chairman of the Provincial People's Committee Le Hong Vinh acknowledged the proactive spirit, urgent and determined atmosphere of localities in response work, implementing in accordance with the "4 on-site" motto.

Faced with the complicated developments of storm No. 10, he emphasized that it is necessary to promote lessons learned from responding to storm No. 5 and continue to be more proactive; in all situations, the safety of people's lives must be put first.

The Chairman of the Provincial People's Committee especially noted that it is necessary to protect the safety of fishermen, resolutely not let people stay on boats when the storm makes landfall; at the same time, organize to review and promptly evacuate households in vulnerable areas, coastal areas, river mouths, and areas at risk of landslides and deep flooding.

Immediately afterwards, Chairman of the Provincial People's Committee Le Hong Vinh directly inspected the Vuc Mau reservoir project in Hoang Mai ward. This is one of the largest irrigation reservoirs in Nghe An, with a basin area of ​​215 km², playing a particularly important role in natural disaster prevention and water supply for daily life and production.

At 10:30 a.m. on September 28, the reservoir was actively opening 2/5 of its sluice gates with a flow rate of 140 m³/s, higher than the inflow of 120 m³/s. The early water discharge was carried out as directed to proactively receive heavy rain as forecasted, reducing pressure on the project when the water flow from upstream increased. Depending on the development of the high tide, the operating unit will regulate appropriately, ensuring no flooding in the downstream area.

At the scene, Chairman of the Provincial People's Committee Le Hong Vinh noted that it is necessary to arrange forces on duty 24/7, regularly check and monitor indicators, ensure safe operation of the project and prevent flooding for downstream areas, especially during high tides.
