Chairman of Nghe An Provincial People's Committee issues telegram to respond to flood risks
The Chairman of Nghe An Provincial People's Committee requested not to be passive or surprised in responding to natural disasters, ensuring absolute safety of people's lives.
Implementing the Prime Minister's Official Dispatch No. 78/CD-TTg dated August 11, 2024 on focusing on responding to the risks of floods, landslides, flash floods and landslides in the Northern region, recently, the Chairman of Nghe An Provincial People's Committee issued an official dispatch to respond to the risks of floods, landslides, flash floods and landslides in the coming time.
The dispatch stated: Since the beginning of July, there have been many heavy rains in the province causing landslides and localized flooding in many places, especially in mountainous districts. The Chairman of the People's Committee of Nghe An province has issued many instructions requesting the Provincial Steering Committee for Natural Disaster Prevention and Control - Search and Rescue and Civil Defense; Directors of departments; Heads of provincial-level sectors and organizations; Chairmen of People's Committees of districts, cities, towns and related units to closely monitor the situation, proactively direct and deploy response and recovery work.
In the Northern region, there have been many prolonged heavy rains over a large area recently, causing landslides, flash floods, and deep flooding in many places, causing serious damage to people's lives, houses, and infrastructure, greatly affecting production and people's lives. In Nghe An, the rains and floods are forecast to be complicated and unpredictable in the coming time, with a high risk of major floods, flash floods, and landslides.

To proactively respond to possible floods in the coming time, the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requested the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense; Directors of departments; heads of sectors and organizations; Chairmen of People's Committees of districts, cities and towns not to be negligent, subjective, or lose vigilance, continue to closely monitor the development of natural disasters, proactively direct and deploy response work according to their authority, ensuring timeliness, effectiveness, and closeness to the natural disaster situation in the area.

Directors of departments; heads of provincial-level departments, branches and organizations; Chairmen of People's Committees of districts, cities and towns and related agencies and units:According to the assigned functions, tasks and authorities, continue to direct and organize the strict implementation of the direction of the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention and Control - Search and Rescue and Civil Defense in Official Dispatch No. 27 dated August 6, 2024, promptly and effectively, not to be passive or surprised in responding to natural disasters, especially the risk of floods, landslides, flash floods, and flash floods to ensure absolute safety of life and limit damage to property of the people and the state.
Chairman of People's Committee of districts, cities and towns:
- Continue to direct the careful inspection of residential areas, promptly detect areas at risk of insecurity, especially areas at risk of landslides, flash floods, flash floods, and deep flooding, proactively arrange forces and means to resolutely evacuate people from dangerous areas with high risks of landslides, flash floods, and flash floods to ensure the safety of people's lives and property.
- Closely monitor the development of natural disasters and floods in the area; direct and deploy timely and effective response work according to the "4 on-site" motto, in which, pay special attention to communication work, ensure that all people (especially people in remote areas, ethnic minorities) have information about the risk of floods, landslides, flash floods, organize traffic control and guidance during floods, especially when traveling through culverts, areas at risk of landslides, and areas with deep water.
- Proactively arrange forces, vehicles, food, and necessities in vulnerable areas at risk of isolation due to heavy rain, floods, landslides, and inundation to promptly carry out rescue work, and support people when situations arise.
- Proactively mobilize means, forces, budget and local resources to immediately implement disaster recovery work; in cases beyond the local response capacity, promptly report to competent authorities for support in accordance with regulations.
Director of the North Central Region Hydrometeorological Station: TContinue to closely monitor the developments of floods and rains, forecast and promptly inform authorities and people to proactively deploy response work according to regulations.
Directors of Departments: Agriculture and Rural Development, Industry and Trade, Transport:According to assigned functions, tasks and authorities, proactively direct the response to floods, landslides and flash floods according to regulations, ensure the safety of dykes, lakes and dams, protect production, ensure traffic safety and promptly resolve incidents on main traffic routes.
Commanders: Provincial Military Command, Provincial Border Guard Command; Provincial Police Director:Direct units to review and prepare appropriate forces, means, and equipment to support localities in responding to natural disasters and organize timely and effective rescue when required.
Agencies: Provincial Radio and Television Station, Nghe An Newspaper, press agencies:Increase broadcasting time and news coverage so that people can grasp information about risks and developments of natural disasters, and know how to respond when natural disasters occur, especially landslides, flash floods, and inundations, to limit damage.
Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense:Organize on-duty teams to closely monitor the situation, proactively direct and urge localities to deploy response work in accordance with actual natural disaster developments; promptly summarize damage, report, and propose to the Provincial People's Committee to direct and handle issues beyond its authority.
