Objective factors affecting growth rate
Chairman of the Provincial People's Committee Thai Thanh Quy affirmed that in the first 6 months of the year, based on the economic growth scenario built from the beginning of the year towards acceleration, the Provincial People's Committee has directed strongly, proactively assigned tasks, built specific growth scenarios for each industry and field; established working groups to urge and direct and have many strong solutions in attracting investment, administrative reform, management, and implementation direction...
However, many delegates of the Provincial People's Council are currently concerned about the economic growth rate in the first 6 months of the year reaching 7.09%/9-9.5% according to the plan assigned by the Provincial People's Council for the whole year and compared to the growth scenario built by the Provincial People's Committee reaching close to 9.5% in the Provincial People's Council plan.
According to the Chairman of the Provincial People's Committee, the two sectors that influenced the economic growth rate in the first 6 months of the year were agriculture - forestry - fishery and industry - construction.
In agriculture, the growth rate only reached 3.92%, lower than the target assigned by the Provincial People's Council in 2019 (4.3-4.5%), lower than the operating scenario of 5.03%.

The main reason is that African swine fever has strongly affected the livestock industry in terms of both the total herd and the value of live pigs; meanwhile, the livestock industry accounts for 47.7% of the pure agricultural sector structure, leading to a great impact on the growth rate of the agricultural sector.
On the other hand, hot weather and drought have also affected some crop areas, such as peanuts, sesame, vegetables of all kinds, and some crop areas have been burned, also affecting agricultural production.
The industrial sector in the first 6 months of the year increased by 9.07/18% of the annual plan and the 6-month scenario was 16.25%. The reason was the impact of the China-US trade war, causing some corrugated iron and steel products to decrease by 24.7%.
Some of the province's key products such as beer, milk, and sugar have reached their "ceiling" capacity and have not yet reached the expansion stage; coupled with rising input prices and an unstable market...
Some production lines and factories are associated with new products that are expected to be put into production but have not yet been put into practice.

Some basic solutions
From those objective impacts, to ensure the completion of the tasks assigned by the Provincial People's Council regarding the economic growth rate of 9 - 9.5% for the whole year, Chairman of the Provincial People's Committee Thai Thanh Quy affirmed that the direction and management spirit of the Provincial People's Committee is determined and drastic, requiring the entire political system to participate and the province's working groups to operate at full capacity.
Providing solutions for each sector in the last 6 months of the year, the Chairman of the Provincial People's Committee emphasized that to achieve the annual agricultural growth rate of 5.03%, the last 6 months of the year need to reach 6.26%. To do so, the province advocates adjusting the growth scenario in the forestry and fishery sectors.
Specifically, in forestry, increasing the output of timber exploitation from planted forests to serve the wood processing industry from 680,000m3up to 1,200,000m3and increase the output of non-timber forest products to achieve a growth rate of forestry production value (GTSX) of about 6.9%.
Regarding fisheries, the solution is to increase fishing output; aquaculture from 199,000 tons to 220,000 tons; to achieve a growth rate of about 14% in the fisheries sector. At the same time, it is necessary to focus on fighting African swine fever, fighting drought and being ready to fight possible floods.

In the industrial sector, the province will focus on directing and ensuring product groups from the Vinamik Cua Lo Milk Factory; Nui Tien fruit juice processing line; some Em-Tech electronic components products; garment products of garment factories in the expansion stage; associated with stabilizing 15 items; striving to achieve the annual industrial value growth rate in this sector, if not reaching 19% according to the scenario, then it must reach 16 - 17%.
Regarding the construction sector, the Chairman of the Provincial People's Committee said that with the disbursement rate in the first 6 months of the year reaching about 50% and continuing to accelerate the progress in the last 6 months of the year, there will be a breakthrough in this sector. The Chairman of the Provincial People's Committee also proposed a number of solutions to achieve the speed of the service sector and budget collection.
