Chairman of the Provincial People's Committee: Carrying out the 'dual task' of both preventing and fighting the epidemic and developing the economy and society

On the morning of April 23, under the chairmanship of comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee held a regular meeting for April 2021.

Concluding the meeting, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee assessed that the socio-economic development results in April were positive, promoting the results of the first quarter of 2021. In particular, the province has well implemented the contents related to the preparation for the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, because this is the most important political task at this time.

Regarding economic development, the Chairman of the Provincial People's Committee said that despite facing many difficulties, the results achieved were quite positive. The agricultural sector grew well, the industrial development index increased, and tourism services began to flourish.

In addition, budget revenue achieved good results, the revenue structure has been improved when the proportion of revenue from land has been reduced. Administrative reform, improvement of business environment, investment attraction have developed positively. This is reflected in the PAPI index increasing by 2 ranks, ranking 15th in the country. In addition, although the ranking of provincial competitiveness index remained the same, some sub-indexes such as land access, informal costs, and government dynamism increased.

The Provincial People's Committee submitted to the Provincial People's Council for approval the investment policy for key projects. The fields of culture, national defense, security, and Covid-19 prevention and control were well implemented.

Regarding limitations and shortcomings, the Chairman of the Provincial People's Committee said that diseases in agricultural production are still complicated, and there is still the situation of dumping dead animals into the environment. As a result, some tasks assigned to the sectors are slow to be implemented, not meeting the set schedule.

Regarding the key tasks in May and the coming time, the Chairman of the Provincial People's Committee emphasized that May is an important month because the whole province conducts the election of National Assembly deputies and People's Councils at all levels for the 2021-2026 term. Therefore, all sectors and levels must focus on seriously and fully implementing the contents so that the election takes place successfully, truly a festival for all people.

To do so, we must not be negligent or subjective in the work of preventing and fighting the Covid-19 epidemic; focus on performing the "dual task", both preventing and fighting the epidemic and carrying out socio-economic development tasks to achieve the growth target in the second quarter of 8% and the whole year of 2021 of 8-8.5%.

Going into the fields, the head of the provincial People's Committee emphasized that the agricultural sector is still an important area of ​​the province. Therefore, the sector must do a good job of preventing and controlling diseases in livestock and crops; focus on implementing the spring harvest, implementing the summer-autumn crop, preventing and fighting forest fires, handling landslides before the rainy and stormy season; and promptly implementing the Prime Minister's decision on the High-Tech Forestry Zone.

The Industry and Trade sector continues to promote the progress of industrial production projects, review and monitor to ensure electricity supply for production and consumption. Implement the project to innovate agricultural product consumption business in the period of 2021-2025, with a vision to 2030, in a practical and effective direction, to solve the situation of good harvest but low price, and rescue agricultural products.

The Department of Natural Resources and Environment is interested in developing a Land Use Plan for the 2021-2025 period; reviewing procedures for granting land use right certificates to people in a faster and more convenient manner.

The Tourism Department presides over and coordinates the implementation of tourism activities in the area, especially the implementation of a truly attractive sea tourism season; at the same time, carries out tourism promotion activities; develops community tourism according to the Resolution of the Provincial People's Council.

Regarding the public investment plan, Comrade Nguyen Duc Trung requested the Department of Planning and Investment to urgently complete the 2021-2025 medium-term public investment plan to ensure progress and quality, not to spread out, and to focus on key and motivating projects. Urge to implement and achieve a 100% disbursement rate of public investment capital in 2021; regularly update the results to report to the Provincial People's Committee to resolve problems, notify localities and sectors for implementation; complete investment procedures for key projects.

The Transport sector directs the implementation of key transport projects to complete and put into operation soon. At the same time, the Ministry of Transport closely monitors the results of the province's three recommendations at the working session with the Prime Minister on Cua Lo deep-water port, the project to extend the runway at Vinh airport, and the allocation of compensation funds for land clearance for the National Highway 1 project.

The Finance sector continues to strengthen the review of revenue sources to ensure that the budget revenue target is met and exceeded, especially increasing revenue from production, industry, trade, and non-state services. At the same time, it is necessary to effectively control expenditures and save regular expenditures.

The Chairman of the Provincial People's Committee also requested the Department of Planning and Investment to thoroughly handle and resolve pending investment policy documents, promptly report to the Provincial People's Committee for handling and removing obstacles. Establish an interdisciplinary team to review and handle slow-progressing projects in a decisive, resolute, and in accordance with regulations.

The Southeast Economic Zone Management Board presides over investment promotion activities, completes the project to develop the Southeast Economic Zone into a driving force for economic growth, promptly submits the plan to expand VSIP 2 Industrial Park; implements procedures for projects that have been granted investment registration certificates; and pays attention to site clearance work to attract investors in Hoang Mai 1 Industrial Park.

Considering that in recent times, administrative reform and strengthening the effectiveness and efficiency of state management have changed but have not achieved the goals, especially simplifying administrative procedures, the Chairman of the Provincial People's Committee requested departments and branches to increase transparency, enhance the responsibility of cadres and civil servants, improve public ethics, professionalism, dedication to work, and better serve people and businesses.

In the field of culture and society, the head of the provincial People's Committee requested that sectors pay attention to preparing well for exams, selecting textbooks; paying attention to training human resources to meet the requirements of investors, especially skilled workers. The cultural sector carries out activities to celebrate the 131st birthday of President Ho Chi Minh, the Lotus Village Festival, associated with attracting tourists. Strengthening innovation in medical examination and treatment at hospitals, meeting the needs of the people.

All levels and sectors must also ensure national defense - security, safety, and social order, especially during the April 30 holiday and the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.
