The Chairman of the Provincial People's Committee requested strict handling of violations of regulations on Covid-19 prevention and control.

On the afternoon of June 2, the Standing Committee of the Provincial Steering Committee for Covid-19 Prevention and Control met to deploy a number of Covid-19 prevention and control tasks in the coming time.

THE RISK OF EPIDEMIC IS ALWAYS PRESENT

The Standing Committee of the Provincial Steering Committee for Covid-19 Prevention and Control assessed that the Covid-19 epidemic situation is complicated, especially in Bac Giang, Bac Ninh, Hanoi, Ho Chi Minh City... Many F0 cases have unknown sources of infection, new infections are increasing rapidly, along with the increasing number of citizens returning from epidemic areas and having contact with Covid-19 patients, making the risk of SARS-CoV-2 epidemic in the area high.

Faced with the risk of an outbreak in production and business establishments and industrial parks, the Provincial Steering Committee has issued documents directing the review and consolidation of the Covid-19 epidemic prevention and control system, and established inspection teams to monitor the implementation of epidemic prevention and control.

In which, mandatory medical declaration is required for all employees and related persons.;Apply information technology in disease prevention and control. Implement daily entry and exit control of incoming and outgoing customers through QR CODE and software. Production and business establishments and industrial parks organize weekly rapid SARS-COV-2 antigen testing for relevant subjects and report results to the health sector.

Regarding the capacity to prevent and control the epidemic according to the province's "4 on-site" motto, the whole province has established 62 sampling teams (over 300 medical staff), capable of collecting 30,000 samples/day. In the province, there are 7 testing facilities with the capacity to test for SARS-CoV-2 using the PCR method with a capacity of 2,800 samples/day (single sample); 14,000 samples (combined 5 samples); 28,000 samples (combined 10 samples).

In addition, the province has established a system to receive and treat Covid-19 patients at 5 provincial facilities and 19 district facilities with 350 beds; a field hospital with 200 beds. The province has 30 centralized isolation facilities with more than 10,000 beds.

According to the Steering Committee, Nghe An is the largest province in the country, with complex terrain, a long border with Laos, a large population, often working far away, especially in industrial parks in provinces and cities with complicated situations, with 19,742 workers.

In addition, the management of the implementation of epidemic prevention and control regulations, 5K recommendations such as: wearing masks, limiting crowds, etc. in many localities, departments and branches is still formalistic and not drastic, especially at locations: markets, commercial areas, etc. and on public transport. Handling and punishment have not been seriously implemented.

At the meeting, members of the Standing Committee of the Provincial Steering Committee for Covid-19 Prevention and Control gave their opinions on issues related to funding for purchasing Covid-19 prevention and control equipment; handling of businesses that do not comply with epidemic prevention and control regulations; supporting funding for purchasing Covid-19 vaccines, etc.

PROHIBITING THE OPERATION OF FACILITIES WITHOUT A BUSINESS REGISTRATION LICENSE

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that the implementation of measures to prevent and control the Covid-19 epidemic in the province up to this point has been quite good and basically effective. Achieving the above results has had a great contribution from the functional forces, especially the important role of the health sector.

However, we should not be complacent or negligent, on the contrary, we must strengthen and enhance epidemic prevention and control measures. Because Nghe An is a large province with a long border, a large population, and many workers from other localities, the risk of an outbreak is high. In addition, the centralized quarantine facilities built in the previous period are now showing limitations; the number of quarantine points at production and business establishments and industrial parks is very small...

In the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung requested all levels, sectors and people to continue to seriously implement the directions of the Central Government, the Government, the Prime Minister, the National Steering Committee, and the Ministry of Health according to the motto: "5K + vaccine + technology". Regularly update epidemic prevention and control scenarios according to actual situations, promptly supplement documents directing and operating in epidemic prevention and control.

To ensure effective prevention and control of the Covid-19 epidemic, the Chairman of the Provincial People's Committee agreed to prohibit the operation of business establishments without a business registration certificate. For establishments with a business registration certificate, localities will base on the actual situation in the area to allow operations but must fully implement regulations on prevention and control of the Covid-19 epidemic such as ensuring social distancing and not gathering too many people.

Continue to review and strictly control people returning from epidemic areas; classify the level of infection risk to determine appropriate forms of quarantine; promote the role of community Covid prevention and control teams; continue to strictly control border areas to prevent and combat illegal entry and exit.

Strengthen epidemic prevention and control at production and business establishments and industrial parks; assign specific responsibilities for inspection and supervision of implementation to each level and each sector, to ensure safety for production and business.

The Chairman of the Provincial People's Committee also requested the Department of Transport to preside over and coordinate with relevant sectors to strictly implement mandatory health declaration and publicize travel routes before using public transport. At the same time, ensure safety in disease prevention and control during secondary and high school exams; ensure vaccination of the right subjects, on schedule and effectively.

Sectors and localities continue to review centralized quarantine sites to ensure the required conditions; localities must proactively develop locations and centralized quarantine plans when situations arise. Continue to promote the dissemination of complete and honest information about the epidemic prevention and control situation in the province, to avoid causing panic, anxiety, subjectivity, and negligence among the people.

At the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung agreed to the proposal requiring officials, civil servants and public employees in state agencies to set an example and strictly implement measures to prevent and control the Covid-19 epidemic. He agreed to conduct rapid SARS-CoV-2 testing for cases in medical examination and treatment facilities, production and business establishments and industrial parks.

The head of the provincial People's Committee also agreed with the proposal to purchase medical equipment and supplies to prevent and fight the Covid-19 epidemic, but it must be in the spirit that these are truly necessary and urgent equipment because currently, the province's budget is very difficult./.
