For the contingent of mass mobilization cadres, in addition to practical operational capacity and "combat" capacity, advisory capacity is one of the factors that plays an important role in assessing cadre capacity.

Tthroughout the nation's revolutionary history, at any stage,mass mobilization workalways a particularly important component in Party building work, contributing to consolidating the close relationship between the Party and the People, building the great national unity bloc for the goal of a rich people, a strong country, and a fair, democratic and civilized society.

To improve efficiency and meet the increasingly high requirements and tasks of mass mobilization work in the current period, it is thought that the team of mass mobilization cadres must have high intelligence and prestige, be good at persuasion, skillful in propaganda, must know how to set an example, grasp policies and implement mass lines and mass style.

Based on the criteria of qualities and capacities of the staff of mass mobilization staff, Party committees at all levels have paid attention to and taken care of building and nurturing qualified, prestigious and experienced staff specializing in mass mobilization work. The whole province currently has 92 staff directly advising on mass mobilization work in the staff agencies of provincial and district Party committees, of which 18 are at the provincial level; 74 are at the district level; 100% of staff have political theory qualifications from intermediate level or higher, 100% of staff have university degrees or higher and have been trained and fostered in mass mobilization work.

The cadres performing mass mobilization work in state agencies, authorities, the Fatherland Front, and socio-political organizations at all levels have a firm grasp of expertise, improved public service ethics, and awareness of serving the people. Many mass mobilization cadres have been trained and matured in practice, so they have a strong political stance, strive to practice and maintain revolutionary qualities and ethics, and have a healthy and simple lifestyle.closely attached to the people.
In order to encourage the grassroots mass mobilization cadres in villages, hamlets, and hamlets, from 2015 to present, the People's Council of Nghe An province has issued a Resolution to support operating costs for grassroots mass mobilization teams in villages, hamlets, blocks, and hamlets; the whole province has 3,793 grassroots mass mobilization teams in villages, hamlets, blocks, and hamlets that are supported with operating costs of 2-2.5 million VND/year/team.


Thanks to the attention of Party committees and the participation of the entire political system, the team of mass mobilization cadres has made efforts to advise Party committees at all levels to lead, direct, and implement mass mobilization work, ethnic, religious, and democratic work at the grassroots level, achieving many outstanding results, receiving the consensus and positive response of the majority of the people.
After 12 years of implementation, the work of contacting and dialogue with the people has resolved many obstacles and difficulties at the grassroots level. The whole province's mass mobilization system has advised on organizing 5,113 regular and ad hoc direct contact and dialogue conferences with 486,841 participants, 19,183/21,727 opinions were resolved at the conferences, reaching 88%. In particular, the whole province's mass mobilization system has successfully advisedMeeting and dialogue programbetween the Standing Committee of the Provincial Party Committee and the heads of grassroots Party committees and authorities in 2018 and 2023 with nearly 2,500 delegates participating.

Through contacts and dialogues, an atmosphere of excitement and trust has been created among the entire population; gradually changing the awareness and leadership, administration and management methods of Party committees and authorities to promptly respond to the legitimate needs and aspirations of the people, resolving and removing difficulties, problems and obstacles, limiting the occurrence of "hot spots" at the grassroots level, creating a combined strength, unifying viewpoints, goals and actions in the political system to successfully implement the goals of the resolutions of Party Congresses at all levels.
Implementing the emulation movement "Skilled Mass Mobilization", the mass mobilization system has advised the political system to get involved and a large number of people from all walks of life have actively responded and participated. On average, each year the whole province builds and maintains about 4,000 models, typical in all fields, with influence in the community, suitable to the actual situation at the grassroots level. Through the models, typical "Skilled Mass Mobilization" has mobilized people to donate thousands of square meters of land, millions of working days to open roads, contributing tens of billions of VND to build 319/411 communes to meet the new rural standards (reaching 77.62%), of which 94 communes meet the advanced new rural standards, 16 communes meet the model new rural standards; 9 district-level units meet the new rural standards. The emulation movement "Skilled Mass Mobilization" has promoted the positivity and creativity of the people, mobilizing all resources to successfully implement the goals and tasks of socio-economic development.


Thanks to the effective promotion of mass mobilization work, the people have reached a high consensus in site clearance for key projects such as: Eastern Expressway section passing through Nghe An, WHA project, VSIP, 72m avenue connecting Vinh - Cua Lo... Workers' strikes in industrial parks were handled promptly, no hot spots arose. Ethnic minorities and religious people are basically stable, actively participating in patriotic emulation movements, poor households and policy families are cared for. It can be said that the staff of mass mobilization work in the province has made great efforts in researching and proposing many new contents, difficult contents but the implementation process has brought high efficiency, creating consensus in the entire political and social system.


To strengthen and improve the capacity of the staff of mass mobilization staff to meet the requirements and tasks in the new period, party committees at all levels need to perform well the following contents:
The first,Raise awareness, further strengthen political, ideological, ethical and lifestyle education for mass mobilization cadres in the spirit of the Resolution of the 4th Central Conference, 12th tenure, and the Resolution of the 7th Conference of the 9th Party Central Committee, which sets out: "Respect the people, be close to the people, understand the people, learn from the people and be responsible to the people", "listen to the people, speak so that the people understand, make the people believe"; closely link the study and following of Ho Chi Minh's ideology, ethics and lifestyle with strictly implementing regulations on exemplary responsibility of cadres and party members.

Monday,Develop and specify standards and styles for mass mobilization cadres that meet both general standards in cadre work and specific criteria for staff work for party committees and directly carry out mass mobilization work, creating a basis for evaluating cadres and for each cadre to plan training and improve their qualifications according to job requirements. Develop a plan for training and fostering professional skills in mass mobilization work for cadres to meet the requirements and tasks in the new situation.
Tuesday,Personnel planning must ensure structure and quantity; ensure political qualities, professional qualifications, practical capacity, handling of situations in mass mobilization work and ensure inheritance and development. Personnel planning must be placed under the centralized and unified leadership of Party committees at all levels and of agencies performing mass mobilization work; at the same time, there must be decentralization of authority in personnel planning in accordance with decentralization of management and use of personnel.
