Preparing to summarize Resolution 5 of the Central Committee on collective economy
The Government Office has just announced the conclusion of Deputy Prime Minister Vuong Dinh Hue at the meeting of the Steering Committee for Innovation and Development of Collective and Cooperative Economy on summarizing the Resolution of the 9th Central Committee on continuing to innovate, develop and improve the efficiency of the collective economy.

The conclusion stated that the cooperative economy and cooperatives play an important role and contribute to the economic and social development of the country. Currently, the role of the collective economic sector is increasingly recognized, developing quite rapidly in both quantity and quality with many new models, good practices and approaching the international level and awareness.
In addition to the achievements, the cooperative economy and cooperatives still have many shortcomings and limitations. Most cooperatives are small-scale, with poor facilities and weak competitiveness. The conversion of weak cooperatives from the old model to the new model still faces many difficulties.
Summarizing 15 years of implementing Resolution 5 of the 9th Central Committee is extremely necessary to identify, fully and comprehensively evaluate and affirm the correct policy of the Resolution while adding new perspectives to continue implementing the Resolution.
The Government Party Committee will preside over and coordinate with the Central Economic Committee to summarize the Resolution. The Steering Committee for Innovation and Development of Collective and Cooperative Economy will preside over and coordinate with the Central Economic Committee to urgently implement the summary of the Resolution.
The Deputy Prime Minister assigned the standing agency of the Steering Committee for Innovation and Development of Collective and Cooperative Economy - Ministry of Planning and Investment to establish a Drafting Committee and Editorial Team to summarize the Resolution of the 5th Central Committee, Session IX.
The Ministry of Planning and Investment shall proactively complete the draft outline and summary plan based on the opinions of the Steering Committee members. It is necessary to assess the current status of the collective economy in terms of quantity, quality, and sustainability of this type of economy; at the same time, closely follow the contents of the Resolution, paying attention to some contents related to land policy, credit policy, human resource policy for cooperatives, and state management of cooperatives.
The summary results of the Resolution are the basis for studying amendments and supplements after 10 years of implementing the Law on Cooperatives in 2022 and for studying, proposing, amending, supplementing, and perfecting the legal system to promote development and improve the efficiency of the collective economy.
The organization of the summary starts from the grassroots level; the provincial Party Committee organizes and based on local practice, it can organize from the provincial level or from the district level. The provincial Party Committee must establish a Steering Committee and organize a summary conference.
The Deputy Prime Minister assigned the Steering Committee for Innovation and Development of Collective Economy and Cooperatives to chair and organize 3 working delegations of the Steering Committee to survey and study a number of successful models and outstanding, typical problems in local regions with new, typical approaches to cooperative development.
