Strong digital transformation in government agencies
(Baonghean.vn) - In recent years, Party committees and authorities at all levels in the province have focused on leading, directing, and promoting the application of information technology, building and developing e-government, towards digital government. Thereby, aiming to serve people and businesses better and better, meeting development requirements.
Determination to act
Identifying administrative reform as an important task in removing bottlenecks and creating momentum for development, Nghe An is implementing many solutions to promote this work, in which digital transformation is identified as a breakthrough solution. Over the past years, the province has proposed many solutions to build e-government as the foundation for building digital government. And up to now, Nghe An has achieved many important results in building e-government in state agencies.
The Provincial People's Committee has merged the Service Portal and the Electronic One-Stop Information System into the Nghe An Provincial Administrative Procedure Information System to unify and connect all levels of government from the central to local levels. Currently, there are 18 specialized departments and branches under the Provincial People's Committee and 3 vertical agencies located in the area with more than 1,300 administrative procedures received at the center.

Currently at the provincial level, the reception and settlement of administrative procedures by departments, branches and sectors at the Public Administration Service Center have been strictly controlled through the Service Portal and the Provincial Electronic One-Stop Information System. According to the assessment, in the past time, this work has ensured transparency and clarity, the rate of files being settled on time is high, initially highly appreciated by people and businesses. At the district level, units and localities continue to well implement the one-stop mechanism, the interconnected one-stop mechanism to receive and settle administrative procedures according to regulations. Many districts, cities and towns have paid attention to investing in equipment to serve the operations of the public administration service center, one-stop department such as Do Luong, Vinh city, Cua Lo town, Quynh Luu, Thai Hoa town, Dien Chau, Yen Thanh.
Recently, the Provincial People's Committee has put into operation the Provincial Reporting Information System. The system helps collect and integrate reporting data from agencies and professional departments from the provincial to communal levels, in order to synthesize and analyze data to serve the direction and administration of the Provincial People's Committee and the Chairman of the Provincial People's Committee. The system ensures a close connection between innovation in working methods and the application of IT in serving the direction and administration.

In addition, the province has completed the connection, integration and data sharing with a number of information systems of central ministries and branches through the national data connection, sharing and integration platform. Step by step, the digital transformation roadmap towards digital government, digital economy and digital society is being implemented.
The development of the Smart City Project has achieved some results such as putting into operation 9 monitoring subsystems. The Provincial People's Committee Office has reviewed and integrated 1,917 public services into the National Public Service Portal, including 873 online public services at level 4 and 386 online public services at level 3. At the provincial level, there are 21 departments and branches providing online public services with 724 online public services at level 4 and 301 online public services at level 3.

Comprehensive and powerful digital transformation
In 2022, with the theme "Focusing on digital transformation in state administrative agencies", from the beginning of the year, Nghe An Provincial People's Committee has focused on promoting the application of IT in the operations of agencies and units. Vice Chairman of the Provincial People's Committee Le Ngoc Hoa said that, in the context of limited resources, Nghe An province has focused on implementing cooperation with IT telecommunications enterprises to jointly develop IT telecommunications network infrastructure, train IT human resources, gradually build an e-government framework, create a favorable and open environment for people and businesses to access and apply IT to resolve necessary administrative procedures, serving the socio-economic development needs of the province.
The ultimate goal of building e-government and digital government is to serve people and businesses. From this general orientation, departments, branches, and People's Committees at district and commune levels have actively built a government apparatus to serve the people. Implementing Resolution No. 05/NQ/TU of the Provincial Party Committee on promoting administrative reform in the province for the period 2021-2030, the Provincial People's Committee issued Decision No. 5158/QD-UBND promulgating the Provincial Administrative Reform Program for the period 2021-2030 with the key objectives in this period being administrative procedure reform, improving the quality of public services, building a team of professional, competent and qualified cadres, civil servants and public employees; Building and developing e-government and digital government.

With a strong determination for digital transformation, the Provincial People's Committee has issued Directive No. 05/CT-UBND directing sectors and localities to carry out key tasks on digital transformation in state agencies of Nghe An province. The Provincial People's Committee requires heads of agencies and units to raise awareness and responsibility in digital transformation work; develop specific plans to implement digital transformation to serve administrative reform in accordance with the characteristics and situation of their agencies, units and localities.
The Provincial People's Committee requires agencies and localities to digitize documents, records, and business processes; ensure that the rate of documents exchanged between state agencies of the province in electronic form reaches 90%-95%; 90% of work records at the provincial level, 80% of work records at the district level, and 60% of work records at the commune level are processed online (excluding work records with confidential content).

Currently, Nghe An province is actively developing a Resolution of the Provincial Party Committee on digital transformation of Nghe An province by 2025, with a vision to 2030. According to Chairman of the Provincial People's Committee Nguyen Duc Trung, building and developing digital government is an inevitable trend, aiming to enhance the openness and transparency of the government, push back corruption and waste, contribute to promoting economic growth, improve the business environment, enhance competitiveness and social labor productivity. "We need to be determined to perform well and complete the set goals and tasks. In particular, one of the important goals of 2022 is the year of comprehensive digital transformation in all fields, especially in areas related to procedures for businesses, people, and digitally transformed public services" - Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized.
