PV:Dear delegate Nguyen Thanh Hien, through studying the draft Resolution on piloting mechanisms and policies for the development of Ho Chi Minh City, what is your opinion on this issue?
Delegate Nguyen Thanh Hien:Through studying the Resolution on piloting mechanisms and policies for the development of Ho Chi Minh City, I believe that in recent times, Ho Chi Minh City has had many innovative measures in thinking and doing, including some measures to remove difficulties and bottlenecks. For many years, Ho Chi Minh City has always had a growth rate of over 10%. However, from 2010 to now, there have been some bottlenecks in development, Ho Chi Minh City has faced challenges and pressures in terms of growth, investment attraction, infrastructure, and solving local labor resources for the city.
To solve the bottleneck, Ho Chi Minh City needs a special mechanism. I think it is too late now, there should have been a policy earlier, more timely, then today we would have a more comprehensively developed Ho Chi Minh City.
Today, the National Assembly discussed and passed this resolution. The National Assembly Delegation of Nghe An province as well as I personally fully agree.
PV:Could you elaborate on some specific issues that you are interested in in the above draft Resolution?
Delegate Nguyen Thanh Hien:One of the policies that I find very reasonable is that the National Assembly continues to study and promulgate a law on piloting property tax collection in Ho Chi Minh City. After the pilot is successful, lessons will be learned and replicated nationwide.
Second, give Ho Chi Minh City special mechanisms related to land use; Ho Chi Minh City is decided on the basis of approved planning. Because currently, the land use approval process is slow, if there is a faster special mechanism, Ho Chi Minh City can promote its advantages. It can be said that a piece of land in Ho Chi Minh City, if used for services, will have a value many times higher than land used for agriculture. With this mechanism, Ho Chi Minh City will use land reasonably and flexibly, creating conditions to attract foreign investment, and businesses to develop in the area.

Third, based on the human resources of the civil servants and public employees, Ho Chi Minh City has a mechanism to rearrange the organizational system in accordance with the specific mechanism. According to the report of Ho Chi Minh City on the assessment of labor productivity of the city is higher than the national average. If civil servants, public employees and workers have such high contributions, they are entitled to enjoy policies to compensate for labor and to regenerate labor, thereby creating better conditions for development.
I think based on general regulations, Ho Chi Minh City needs to have additional income depending on specific conditions, and depending on the budget. Therefore, Ho Chi Minh City needs to have a specific mechanism, which is reasonable. It will stimulate labor productivity and the sense of responsibility in the work of each cadre, civil servant, and worker.
