'Transport broker' defrauded 50 cases, appropriated 600 million VND

The subject takes advantage of the transportation needs of vehicle owners, standing on National Highway 1A, passing Ha Tinh University (Cam Vinh, Cam Xuyen), or on National Highway 1A bypass routes, seeing a truck passing by, riding a motorbike, following it to get the phone number of the truck company written on the side of the vehicle.

Then, call the vehicle owners and notify them to pick up items such as coffee dryers, concrete mixers, excavators, bulldozers, etc. from Ha Tinh to other provinces and cities in the country such as: Dak Lak, Gia Lai, Kon Tum, Bien Hoa, Dong Nai, Binh Dinh, Phu Yen, Ho Chi Minh City, etc.

When the car owner accepts, the subject requires that when transporting the goods, the person must pay a “broker” fee to the subject. The price depends on the goods and the route, such as 3 million, 5 million, 10 million, 15 million VND...

With the agreed price, the subject gave the excuse that the person hiring the car was an acquaintance or a relative, so it was inconvenient to take the brokerage fee, and asked the car company to pay the "broker" fee in advance. After receiving the money, the subject used a motorbike to lead the way to the location where the car was hired to transport the goods. When reaching a deserted, narrow road, the subject drove away, then turned off the phone, and appropriated the money from the car companies.

On June 14, 2017, the Criminal Police Department of the Provincial Police coordinated with the Ky Anh District Police to catch Nguyen Trong Hai (37 years old, residing in Dong Ha village, Cam Vinh commune, Cam Xuyen district, Ha Tinh province) red-handed taking 3 million VND from Le Van Nam (in Dak Lak) in Ky Phong commune, Ky Anh district.

On June 20, 2017, based on the complaint of the victim Nguyen Van Thanh (46 years old, living in KP6, Lam Son ward, Bim Son town, Thanh Hoa province), Colonel Bui Dinh Quang, Head of the Investigation Police Agency of Ha Tinh Provincial Police signed a decision to prosecute criminal case No. 27 for the crime of "fraudulent appropriation of property", which occurred on February 12, 2016, in Thach Lam commune, Thach Ha district, Ha Tinh province.

After the investigation, the Investigation Police Agency (PC45) decided to prosecute the defendant Nguyen Trong Hai (37 years old, residing in Dong Ha village, Cam Vinh commune, Cam Xuyen district, Ha Tinh province) for the crime of "fraudulent appropriation of property".
