The report of the Provincial People's Committee shows that the whole province has 3 poor districts enjoying investment policies according to Resolution 30a of the Government including: Ky Son, Tuong Duong, Que Phong and Quy Chau district is a district with a high rate of poor households enjoying investment mechanisms according to Decision No. 293 of the Prime Minister.
On the morning of May 15, the monitoring delegation of the Provincial People's Council led by Mr. Hoang Viet Duong - Vice Chairman of the Provincial People's Council worked with the Provincial People's Committee to monitor the implementation of the National Target Program on Sustainable Poverty Reduction in Nghe An province from 2012 to 2016. According to the multidimensional standard for the period 2016-2020, by the end of 2016, the whole province had 9.55% poor households, equivalent to 80,168 households; the rate of near-poor households was 10.04%, equivalent to 84,214 households.
The total investment for poverty reduction in the 5 years (2012-2016) implemented was more than 15,015 billion VND, not including the resources of the people themselves. However, the poverty rate of the province is still higher than the national average.
One of the shortcomings and limitations in poverty reduction work pointed out by the representative of the Department of Labor, Invalids and Social Affairs is that a part of the poor still have the mindset of not wanting to escape poverty to enjoy the policy.
Agreeing with this existence, some members of the monitoring delegation said that such an assessment was still unsatisfactory. Ms. Thai Thi An Chung - Deputy Head of the Legal Department, Provincial People's Council cited actual data, in the recent period, the whole province only had 3 communes and 25 villages that had escaped the situation of special difficulty.
“What is the responsibility of State management? Do State management agencies from the commune level, including the district level and even the village level, really want to escape poverty?” - Ms. An Chung asked and said that officials also want poor communes and poor districts to enjoy the regime. Therefore, “The Provincial People's Committee needs to further evaluate whether the direction is really drastic?”

The mentality that not only the people but also the villages, communes, and even districts do not want to escape poverty has received many sympathetic opinions. Through actual supervision, Head of the Economic - Budget Committee, Provincial People's Council Le Hong Vinh expressed: "In fact, the communes and districts do not want to lose the regime, so why blame the people?"
In the explanation, Director of the Department of Labor, Invalids and Social Affairs Nguyen Bang Toan frankly admitted that in reality, not only individuals do not want to escape poverty, but there are also hamlets, communes and districts that do not want to escape poverty.
However, according to Mr. Toan, to solve this problem, "not only the Department of Labor, Invalids and Social Affairs but also the entire political system must work together, resolutely evaluate correctly and responsibly".
To further prove this, the head of the provincial Department of Labor, Invalids and Social Affairs also said that in Ky Son, there are still well-off families whose children move their parents to the village to receive poor household benefits.

Also during the monitoring session, issues regarding the construction and replication of limited economic models; loans from policy banks for poor households, vocational training effectiveness, etc. were raised by the monitoring team and received specific explanations from the functional agencies of the Provincial People's Committee.
Affirming that hunger eradication and poverty reduction is a very important and meaningful task, Vice Chairman of the Provincial People's Committee Le Minh Thong accepted the opinions of the monitoring delegation and assigned the relevant sectors to overcome the difficulties so that the province's hunger eradication and poverty reduction work in the 2016-2020 period can be better implemented.
The Vice Chairman of the Provincial People's Committee also requested the sectors to clarify the recommendations of the monitoring delegation in the report such as: investment attraction, business support for poverty reduction; labor export activities; inspection and examination in poverty reduction implementation...

Concluding the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong acknowledged the results of the province's hunger eradication and poverty reduction work, which were highly appreciated by the Central Government, ministries and branches.
The Vice Chairman of the Provincial People's Council also pointed out shortcomings and limitations such as: The rate of poor households is still high; the mentality of waiting and relying on others is still high. In some places, the investigation and identification of poor and near-poor households are not objective, leaving out poor households.
In some places, the number of households falling back into poverty and newly emerging poor households is much higher than the number of households escaping poverty. In many places, the number of poor households granted health insurance cards is still low; the number of poor households receiving preferential loans in some places is still low, but there is no specific direction or inspection to handle the situation; there is still a mentality of not wanting to escape poverty to enjoy the regime.
“In some places, Party committees and authorities have not really paid attention to sustainable poverty reduction. Many localities have not included poverty reduction criteria in emulation work and regular tasks,” the Vice Chairman of the Provincial People's Council pointed out.
On that basis, the Vice Chairman of the Provincial People's Council requested the Provincial People's Committee to pay attention to directing the overcoming of shortcomings and limitations pointed out through the supervision of the Provincial People's Council and to accept opinions to supplement and complete the report sent to the Provincial People's Council so that this unit can have a supervision report to submit to the upcoming Provincial People's Council meeting.
