Nghe An police reward 2 citizens for actively pursuing criminals

The units that were awarded include the Criminal Police Department (Nghe An Police) and Vinh City Police. The two citizens who were awarded are Mr. Pham Ba Sinh, 50 years old, and Mr. Nguyen Loc Cuong, 47 years old, both residing in Block 10, Ben Thuy Ward, Vinh City.

Previously, on August 12, 2018, in front of the cultural house of block 10, Ben Thuy ward, the people discovered two young men riding a motorbike to steal dogs, so they shouted, at this time Mr. Pham Ba Sinh and Mr. Nguyen Loc Cuong and some other people chased after the two subjects.

During the pursuit, the subject sitting behind used a pistol to shoot at the people who were chasing, injuring Nguyen Loc Cuong in the right thigh. After committing the crime, the subjects quickly escaped.

Faced with the thuggish and reckless criminal acts of the subjects, which caused panic and anxiety among the masses, affecting the lives of people around the scene, Vinh City Police established Project 818C in coordination with the Criminal Police Department and a number of other professional units of Nghe An Provincial Police to investigate the perpetrators.

On September 7, Nghe An Provincial Police units urgently arrested two subjects, Phan Van Thien and Nguyen Cong Luu, both born in 1990 and residing in Phuc Tho Commune, Nghi Loc District. These were the two subjects driving a motorbike and using a gun to shoot and injure Nguyen Loc Cuong on August 12, 2018. Phan Van Thien was the one who used a gun to shoot Nguyen Loc Cuong and threw a glass bottle containing screws at the people to escape.

After being arrested, during the investigation, the Criminal Police Department of Nghe An Province Police continued to clarify another case of property extortion previously committed by the two subjects.

According to the investigation agency's documents, in early August 2018, Tran Van Cong (born in 1962, residing in Nghi Xuan commune, Nghi Loc district (Nghe An) along with 3 subjects: Phan Van Thien, Nguyen Cong Luu and Nguyen Van Hung, born in 1990, residing in Nghi Xuan commune, Nghi Loc district, drove a car to the house of Ms. Le Thi Thuong, 45 years old, residing in Hau Loc district, Thanh Hoa province (Ms. Thuong specializes in buying dogs in Thanh Hoa and Nghe An provinces) and threatened to not let Ms. Thuong buy dogs in Nghe An province, if she continued to work, she would suffer bad consequences, if she wanted to do business in peace, she had to give them 10 million VND.

Too frightened by the threats of the subjects, Ms. Thuong gave them 2 million VND in advance. During the investigation of this case, the subject Tran Van Cong surrendered and confessed his crime to the Nghe An Provincial Police.

At the award ceremony, Colonel Nguyen Manh Hung - Deputy Director of Nghe An Provincial Police acknowledged and commended the outstanding achievements of Nghe An Police units, especially praising the spirit of attacking crime of two citizens, Mr. Pham Ba Sinh and Mr. Nguyen Loc Cuong; during the investigation, the two citizens provided valuable information to help the police quickly find the perpetrators. The Deputy Director of the Provincial Police requested relevant units to continue to complete the records, evidence, and strictly handle the subjects according to the provisions of law.
