Announcing the 2019 PAPI index, Nghe An ranked 17th nationwide
(Baonghean.vn) - On the morning of April 28, in Hanoi, the United Nations Development Program (UNDP) announced the 2019 Provincial Governance and Public Administration Performance Index (PAPI).
According to the report, the total PAPI index score of Nghe An province with 44.72 points - ranked 17th out of 63 provinces and cities, in the first group of the highest average in the country.
Accordingly, the component index scores are: People's participation at the grassroots level is 5.43 points; Transparency is 5.54 points; Accountability to the people is 5.26 points; Control of corruption in the public sector is 6.64 points; Public administrative procedures is 7.39 points; Public service provision is 7.12 points; Environmental governance is 3.99 points; E-governance is 3.85 points.
The results of the component index scores show that the component index scores of the content axes basically did not fluctuate much compared to 2018. In particular, the scores of the Environmental Governance and E-Governance component indexes were low.

The PAPI index includes 8 content indicators (Participation of people at the grassroots level; Publicity and transparency in decision-making; Accountability to people; Control of corruption in the public sector; Public administrative procedures; Public service delivery; Environmental governance and E-governance); 28 component contents, more than 120 criteria, more than 550 questions on many policy issues of Vietnam.

The Vietnam Provincial Governance and Public Administration Performance Index (PAPI) research program is an effective collaborative effort between the Vietnam Fatherland Front, the Center for Community Support and Development Studies and the United Nations Development Programme (UNDP) in Vietnam since 2009.
The PAPI Index measures people's experiences and perceptions annually, aiming to compare the effectiveness and quality of governance and management of the State apparatus and public service provision of the governments of 63 provinces and cities, promoting effective governance and proactively responding to people's needs.

Since its first survey 11 years ago, the PAPI study has collected the opinions of 131,501 randomly selected citizens nationwide to assess governance and public administration performance based on their direct interactions with governments at all levels.
In 2019, 14,138 citizens participated in the PAPI survey, sharing their assessment of the performance of the public administration in the past year. Data and empirical information from the PAPI Index show a realistic picture of the effectiveness of government at all levels in responding to people's needs.
