Announce and collect public comments on draft documents of the 13th National Congress

The Central Propaganda Department has just issued a document guiding the publication, discussion, and collection of public opinions on draft documents to be submitted to the National Assembly.13th National Congress of Delegatesof the Party.

This work aims to gather and promote the people's intelligence and mastery to contribute to the Party in formulating the country's important guidelines, policies and decisions until 2025, with a vision to 2030 and 2045, contributing to improving the quality of draft documents submitted to the 13th National Congress of the Party; consolidating and fostering people's trust in the Party, making the Party's ideas consistent with the people's will.

Through the publication, discussion and collection of public opinions on draft documents submittedXIII Congresscontributing to creating high unity in awareness, action and determination in the entire Party, people and army to successfully implement the Resolution of the 13th National Congress of the Party.

Draft documents published for public consultation from October 20 to November 10. Contents include:Draft Political Reportat the 13th National Party Congress; draft Report summarizing the implementation of the 10-year Socio-Economic Development Strategy 2011 - 2020, building the 10-year Socio-Economic Development Strategy 2021 - 2030; draft Report assessing the results of the implementation of the 5-year Socio-Economic Development tasks 2016 - 2020 and the directions and tasks for the 5-year Socio-Economic Development for 2021 - 2025; draft Report summarizing the Party building work and implementation of the Party Charter during the 12th National Congress term.

The documents will be published in the mass media or through seminars, workshops, conferences, and activities of socio-political organizations, academies, schools, and state agencies and units.

All classes of people and overseas Vietnamese can directly participate in giving opinions at opinion gathering conferences, regular activities of socio-political organizations, seminars and scientific discussions.

In addition, people can also send letters of comments to Party committees at all levels and press agencies of the Central Government, local Party committees, departments, ministries, branches...

Preventing the use of public opinion to incite and distort

People discuss and give opinions on the entire content or on each part, focusing on major and important issues.

Specifically, for the draft Political Report at the 13th National Party Congress, people gave their opinions on the results of implementing the Resolution of the 12th National Party Congress and the country's appearance after 35 years of renovation; vision and development orientation; orientation of tasks and solutions for economic development...

Regarding the draft Report on the Summary of Party building work and implementation of the Party Charter during the 12th Congress term, people can contribute comments on the assessment of advantages, achievements and limitations, causes, lessons learned, especially the results of implementing 10 groups of tasks of Party building work; directions, tasks, and solutions for the 13th Congress term, especially 10 groups of tasks and solutions; 3 key tasks and 3 breakthrough solutions.

Central Propaganda DepartmentEmphasized that the publication, discussion and synthesis of people's opinions on the draft documents of the 13th National Congress must ensure scientific, practical, timely, quality and effective standards, avoiding formality and waste. At the same time, it must arouse and promote the sense of responsibility, affection and enthusiasm of the people towards the Party and the country.

"Resolutely fight against and prevent acts of taking advantage of discussion forums and collecting people's opinions on draft documents submitted to the 13th National Party Congress to incite and distort the Party's guidelines and policies, the State's policies and laws, sabotage Party congresses at all levels and the 13th National Party Congress, divide the great national unity bloc, and reduce people's trust in the Party, the State and the socialist regime," the document stated.

The Central Propaganda Department requests that people's opinions be filtered and posted on mass media in a constructive spirit, demonstrating responsibility, affection and dedication to the Party and the country./.
