Civil servants and public employees need to know the starting salary in 2020
2020 is expected to be the last year to apply the salary calculation method for officials and civil servants based on the basic salary level and coefficient.
Therefore, the starting salary of civil servants and public employees (CC, VC) will increase due to the adjustment of the basic salary.
According to Decree 204, the salaries of cadres, civil servants, and public employees are calculated according to the formula (salary = Basic salary x Salary coefficient). Meanwhile, the basic salary in 2020 changes as follows: From now until June 30, 2020: 1.49 million VND/month (according to Decree 38/2019/ND-CP); From July 1, 2020: 1.6 million VND/month (according to Resolution 86/2019/QH14).

Each CC rank and VC job title is ranked with different salary levels. When recruited, CC and VC will have a starting salary ranked at level 1.
As mentioned above, CC has a starting salary at level 1. Therefore, corresponding to the basic salary, the starting salary of some CC ranks in 2020 is as follows: Junior accountant (rank C3): Salary coefficient level 1 is 1.35. Starting salary from now until June 30, 2020: 1.49 million VND x 1.35 = 2.0115 million VND/month; Starting salary from July 1, 2020: 1.6 million VND x 1.35 = 2.160 million VND/month.
Specialist, inspector (grade A1): Salary coefficient of grade 1 is 2.34. Starting salary from now until June 30, 2020: 1.49 million VND x 2.34 = 3.486 million VND/month; Starting salary from July 1, 2020: 1.6 million VND x 2.34 = 3.744 million VND/month.
Customs officer (grade C1): Salary coefficient 1.65. Starting salary from now until June 30, 2020: 1.49 million VND x 1.65 = 2.293 million VND/month; Starting salary from July 1, 2020: 1.49 million VND x 1.65 = 2.458 million VND/month.
Similar to CC, VC job titles are classified into 12 salary levels. Of which, the starting salary is at level 1. Specifically, for some titles as follows: Preschool teacher, Doctor (type B): Salary coefficient 1.86. Starting salary from now until June 30, 2020: 1.49 million VND x 1.86 = 2.7714 million VND/month; Starting salary from July 1, 2020: 1.49 million VND x 1.65 = 2.976 million VND/month. High school teacher, Engineer (type A1): Salary coefficient 2.34. Starting salary from now until June 30, 2020: 1.49 million VND x 2.34 = 3.486 million VND/month; Starting salary from July 1, 2020: 1.6 million VND x 2.34 = 3.744 million VND/month.
