On strengthening cold prevention for crops and livestock

CHAIRMAN OF THE PEOPLE'S COMMITTEE OF NGHE AN PROVINCE, telegram:

- Chairman of People's Committee of districts, cities and towns;

- Directors of Departments; Heads of relevant units.

According to the forecast of the Central Hydrometeorological Center, from the evening of January 22 to January 27, 2016, the Northern and North Central provinces will experience severe cold, with temperatures dropping below 10 degrees Celsius.⁰C.

Faced with the complicated weather situation, to proactively prevent and limit damage, ensuring agricultural production in the Spring 2016 crop, the Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of districts, cities and towns; Directors of Departments, branches, heads of related units to focus on directing the good implementation of the following contents:

1. Chairman of People's Committee of districts, cities and towns:

1.1. About Cultivation:

a For rice plants:

-Focus on directing farmers to absolutely not plant from January 23 to January 27, 2016 and on days when the temperature drops below 15 degrees Celsius.⁰C; Only plant when the temperature is above 15⁰C has just started planting rice.

- On areas of seedlings that are not yet old enough to be planted and are being covered with plastic, continue to cover them tightly with plastic to keep them warm. For areas of seedlings that are ready to be planted and have had the plastic removed, add water to the field surface at a level of 2-3cm to keep them warm.

- For rice fields that have been sown and planted, add water to a level of 3-5cm to keep warm, do not let the fields dry out.

b. For vegetables: Do not plant from January 23-27, 2016 and on days when the temperature drops. At the same time, prepare well the soil, seeds, and fertilizers so that when the weather warms up, you can plant and ensure the season is on time.

1.2. Regarding livestock and poultry:

Do not graze or use buffaloes or cows for plowing on cold days; cover barns and provide enough food and water. Take care of and restore the health of livestock after severe cold; prevent epidemics, especially in areas where avian influenza and foot-and-mouth disease have been previously found.

2. Department of Agriculture and Rural Development:

a. Instructions on measures to care for, protect, and prevent cold for each type of plant and animal.

b. Direct the Irrigation Sub-Department to coordinate with irrigation companies to regulate water appropriately to ensure good cold protection.

3. Provincial Radio and Television Station, Nghe An Newspaper:

Increase the time to promptly inform about weather conditions and preventive measures during days of severe cold.
