(Baonghean.vn) - The Chairman of Nghe An Provincial People's Committee has just issued urgent dispatch No. 16/CD.UBND at 10:00 on September 16, 2017 on overcoming the consequences of storm No. 10. The content is as follows:

CHAIRMAN OF PEOPLE'S COMMITTEE - HEAD OF THE DISASTER PREVENTION COMMITTEE
AND SEARCH AND RESCUE IN NGHE AN PROVINCE

Electricity:

- Chairman of People's Committee - Head of Steering Committee for Natural Disaster Prevention and Search and Rescue of districts, cities and towns;

- Provincial Military Command;

- Provincial Border Guard Command;

- Directors of Departments, Heads of Provincial Boards and Branches;

- Directors of Irrigation and Hydropower Companies in the province.

According to the North Central Hydrometeorological Station, storm No. 10 has made landfall in Ha Tinh and Quang Binh provinces. Due to the impact of storm No. 10, Nghe An has experienced strong winds of level 6-7, gusts of level 8-10, and Hon Ngu has experienced gusts of level 11, causing heavy to very heavy rain. Rainfall from September 14 to 7:00 a.m. September 16 was generally between 90.0 and 216.0 mm. Storms and floods have caused great damage to people, property, agricultural production and infrastructure of the people and the State.

To urgently overcome the consequences of storms and floods, and soon stabilize people's lives, the Chairman of the People's Committee - Head of the Provincial Steering Committee for Disaster Prevention and Search and Rescue requests the Chairman of the People's Committee - Head of the Steering Committee for Disaster Prevention and Search and Rescue of districts, cities, towns, the Provincial Military Command, the Provincial Border Guard Command, directors of provincial departments, branches and sectors, directors of irrigation and hydropower companies in the province and related units to urgently carry out the following tasks:

1. Continue to seriously implement the contents of Official Dispatch No. 1369/CD-TTg dated September 13, 2017 of the Prime Minister; Official Dispatch No. 62/CD-TW dated September 12, 2017 of the Central Steering Committee; Official Dispatch No. 16/CD-BCH PCTT&TKCN of the province dated September 13, 2017 of the Provincial Steering Committee for PCTT&TKCN; Official Dispatch No. 13, No. 14/CD.UBND dated September 13, 2017, Official Dispatch No. 15/CD.UBND dated September 14, 2017 of the Provincial People's Committee.

2. Chairman of People's Committee of districts, cities and towns:

Organize visits, encouragement, and support for families with deceased or injured members, families with severely damaged houses, policy families, and single-parent families.

Mobilize local forces and means to support people in overcoming consequences, repairing houses and trees, cleaning up and handling environmental sanitation; quickly restore agricultural production.

Launch a mass movement, with organizations at all levels participating in cleaning, general environmental sanitation, and disinfection to prevent disease outbreaks and spread.

Repair damaged works such as: traffic works, irrigation works, dykes, electricity systems, schools, medical facilities, domestic water supply works and other essential infrastructure to soon stabilize people's lives.

Deploy plans to prevent flash floods, landslides; locations at risk of landslides.

Deploy assessment and statistics of damage to proactively support and overcome consequences and report to relevant authorities.

3. Hydropower and irrigation companies: Closely monitor the development of post-storm flood weather to direct the operation of irrigation reservoirs and inter-hydropower reservoirs to ensure safety for downstream areas and construction works; proactively prepare for timely drainage when flooding occurs.

4. The Departments of Agriculture and Rural Development, Transport, Industry and Trade, Nghe An Electricity and related departments and branches, according to their functions and duties, focus on ensuring traffic; ensuring electricity for production and daily life; and directing timely pumping and drainage.

5. The Provincial Military Command and the Provincial Border Guard Command continue to maintain forces ready for rescue when requested.

6. The North Central Hydrometeorological Station closely monitors the weather and post-storm floods, and provides timely information to help people know and take precautions.

7. Provincial Radio and Television Station, Nghe An Newspaper and mass media actively propagate about overcoming the consequences of storms and floods.

8. Members of the PCTT-TKCN Command Committee, according to assigned tasks, go to the localities to direct the overcoming of consequences of storms and floods.

9. Organize to draw experience from the direction of response to storm No. 10 to better serve the tasks of flood and storm prevention - search and rescue in the coming time.

10. On duty 24/7, regularly report the results of overcoming damage caused by storms and floods to the Provincial People's Committee through the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue for timely handling./.
