Socialist Republic of Vietnam: National name and reality
On July 2, 40 years ago, the first session of the National Assembly of unified Vietnam (term VI, 1976 - 1981) decided to name the country the Socialist Republic of Vietnam.
The Socialist Republic of Vietnam is the continuation of the Democratic Republic of Vietnam (DRV), whose predecessor was the Van Lang State during its founding. The national name of a unified Vietnam, closely associated with the pride of the Vietnamese people, is now "standing shoulder to shoulder with the world powers"[1] as the great leader Ho Chi Minh wished.
Unified nation moving towards socialism
With the victory of the first general election of the unified Vietnam on April 25, 1976, it was called the 6th National Assembly. To demonstrate the continuity of our State through the periods of revolutionary struggle, the 6th National Assembly decided to change the name of the Democratic Republic of Vietnam to the Socialist Republic of Vietnam; stipulated that the National Flag is the red flag with a yellow star, the National Emblem bears the words "Socialist Republic of Vietnam", the National Anthem is the song "Marching Song"; renamed Saigon - Gia Dinh city as Ho Chi Minh city; stipulated that the capital of the unified Vietnam is Hanoi.

The National Assembly - the highest legislative body of the State of Vietnam, has gone through 8 terms, creating the legal foundation of Vietnam, with a series of laws, codes, and constitutions to regulate social behaviors in most areas of the country's activities with an advanced, modern legal foundation suitable for the development trend and international integration.
The executive body of Vietnam, the Government of the Socialist Republic of Vietnam, has led the country through difficulties and challenges; carried out the cause of innovation under the leadership of the Communist Party of Vietnam, built and developed the economy, culture, society, national defense and security; integrated and created the country's position in the international arena.
After 40 years, the Judicial Sector of the Socialist Republic of Vietnam has now affirmed its position in social life. Judicial work has been reflecting the unity of State power and the close relationship between the three legislative, executive and judicial powers, as President Ho Chi Minh affirmed: "The judiciary is an important organ of the government...". The greatest lesson that the Judicial Sector of the Socialist Republic of Vietnam has learned is to take the interests of the people and the nation as its goal. Today, judicial activities have covered the micro level - to the places where people live, according to the requirements of implementing state management and social management by law.
The Socialist Republic of Vietnam is not only the name of the country, but the goal of socialism has been formed and developed in practice and gradually completed, as recorded in the 2013 Constitution and the 12th National Party Congress Documents, "rich people, strong country, democracy, fairness, civilization", with 2 highlights in the system of goals and 8 important characteristics.
From theoretical awareness to practical activities of the State and people about a Socialist Republic that has been formed in reality, clearly demonstrating national and popular character, considering national and ethnic interests as the core, the top goal of national development, both in accordance with the law and in accordance with the people's wishes and the development trend of the contemporary world.
Great achievement, glorious victory
The 40 years of the Socialist Republic of Vietnam is an important historical period in the cause of national development, marking the maturity in all aspects of our Party, State and people. Of which, 10 years of striving to overcome difficulties, overcome the consequences of war and 30 years of renovation are the period of profound, comprehensive, thorough revolution, the great revolutionary cause of the entire Party and the entire people for the goal of "rich people, strong country, democracy, fairness, civilization".

Over the past 40 years, our country has achieved great and historic achievements on the path of building socialism and defending the Socialist Republic of Vietnam. However, there are still many major, complicated, limited and weak issues that need to be focused on and overcome to develop the country more quickly and sustainably.
Notable achievements include: the country has escaped the socio-economic crisis and underdevelopment, becoming a middle-income developing country, accelerating industrialization and modernization; foreign relations are increasingly expanding and deepening; Vietnam's position and prestige in the international arena are enhanced.
By the end of 2015, our country had established diplomatic relations with 185 countries, including 5 members of the UN Security Council; was a member of many international and regional organizations, participated in the signing of 500 bilateral and multilateral agreements; was a country receiving a large amount of FDI with 260 billion USD, and at the same time, many Vietnamese enterprises invested abroad, and participated in the UN peacekeeping force.
These achievements create an important premise for our country to continue to innovate and develop strongly in the coming years; affirm that the Party's innovation policy is correct and creative; our country's path to socialism is consistent with Vietnam's reality and the development trend of history.
More importantly, through practice, our Party and State have affirmed: "The theory of socialism and the path to socialism is becoming clearer and clearer." However, there are still some issues that need to be further clarified through practical summaries. Economic development is not yet sustainable, not commensurate with the potential, requirements and reality of mobilized resources. In the past 10 years, the macro economy has been unstable, economic growth has declined, recovery has been slow... Our Party and State have drawn 5 valuable lessons, including the lesson on innovation in building a socialist rule-of-law state in building and defending the Fatherland...
Promoting the achievements, implementing Directive No. 51-CT/TW dated January 4, 2016 of the Politburo on the election of deputies to the 14th National Assembly and the election of deputies to People's Councils at all levels for the 2016-2021 term. On May 22, 2016, more than 67 million voters nationwide enthusiastically went to the polls to select people who represent the will of the people to successfully carry out the tasks set forth by the 12th National Congress of the Party.
In the 12th National Congress Document, our Party has determined that it is necessary to comprehensively and synchronously promote the innovation process, promote all resources and motivations to develop the country quickly and sustainably; especially focus on leading and directing the effective implementation of six key tasks. Among them, there are tasks under the functions of the state apparatus of the Socialist Republic of Vietnam.
To build and perfect the Socialist rule of law State, our Party also emphasizes that it is necessary to carry out legislation, executive and judicial activities synchronously; associated with innovation of the political system towards streamlining, effectiveness and efficiency and innovation of the economy, culture and society. Perfecting institutions, functions, tasks, methods and operating mechanisms, enhancing the effectiveness and efficiency of the Socialist Republic of Vietnam.
Accordingly, the State has the task of promoting the construction of the organizational apparatus of the entire political system; focusing on implementing solutions to improve growth quality and labor productivity; firmly protecting the independence, sovereignty, unity and territorial integrity of the Fatherland; attracting and strongly promoting all resources and creativity of the people; promoting the human factor in all areas of social life... With an increasingly perfected socialist rule-of-law State, it will certainly perform better in the task of governing the country, together with the entire people, developing the country.
Thus, from the Van Lang State to the new Vietnamese State, especially 40 years of the Socialist Republic of Vietnam. From a country divided into two regions, with a backward economy and having to overcome the consequences of war and international embargo, it has now become a medium-developed country and has a worthy position in the international arena./.
