On June 16, the 9th Session of the 15th National Assembly entered the second working week of the second phase to review and approve many important contents.

In particular, this morning, the National Assembly will vote to pass the Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution.

Resolution No. 60-NQ/TW of the 11th Conference of the 13th Party Central Committee agreed on the policy on organizing two-level local governments, on streamlining and merging the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned tasks by the Party and State at the central, provincial, and communal levels.

The organization of two-level local government aims to streamline the organizational apparatus, enhance efficiency, effectiveness, and operational effectiveness, and organize the government close to the people to promptly and fully resolve the legitimate rights and interests of the people.

In addition, the policy of arranging and merging the agencies of socio-political organizations and mass organizations assigned by the Party and State into the Vietnam Fatherland Front also demonstrates the political determination of the Party and State in arranging and streamlining the organizational apparatus of the Vietnam Fatherland Front and socio-political organizations, ensuring close contact with the grassroots and localities, effectively caring for the legitimate and legal rights and interests of the People and union members, in accordance with the requirements of strong innovation in the organization, methods of operation and political responsibilities of the Vietnam Fatherland Front and its member organizations in the coming period.

Therefore, the proposed contents to amend and supplement a number of articles of the 2013 Constitution this time have fully institutionalized the above-mentioned orientations and policies, creating a solid constitutional basis for the revolution to rearrange the organizational apparatus of the political system towards being streamlined, compact, strong, effective, efficient, and effective, effectively serving the people and businesses, meeting the requirements of national construction and development in the new era.

In the past time, with the active participation of all classes of people, according to Report No. 472/BC-CP of the Government, as of June 5, 2025, there were 280,226,909 comments from agencies, organizations and individuals on all contents and provisions of the draft Resolution. The Government has collected, synthesized fully, promptly, objectively and honestly the opinions of the People.

This shows that the vast majority of opinions (99.75%) agree with the necessity of amending and supplementing a number of articles of the 2013 Constitution; agree with the scope of amendments and supplements and the basic content of the draft Resolution amending and supplementing a number of articles of the 2013 Constitution as stated in the Submission of the Committee on drafting amendments and supplements to a number of articles of the 2013 Constitution.

Also on June 16, the National Assembly will vote to pass the Law on Organization of Local Government (amended). Recently, at the National Conference on training on the organization and operation of Party organizations, government, Fatherland Front, and political organizations at the commune level (new), Minister of Home Affairs Pham Thi Thanh Tra said that the amendment of this law aims to serve the operation of two-level local government.

The new point is that this amendment to the Law is based on the principle of delimitation: "Clear subject - clear work - clear responsibility - clear scope - clear effectiveness; no duplicate functions, no overlapping authority; suitable to natural conditions, population size, economic and social characteristics; linking reasonable decentralization, delegation and authorization with autonomy and self-responsibility; having a flexible monitoring, evaluation and adjustment mechanism".

In particular, the question and answer session, one of the highest supervisory activities of the National Assembly, will take place this week (from June 19 to the morning of June 20, 2025).
The National Assembly selected two groups of issues in areas of particular interest to voters, people and National Assembly deputies: education and training, and finance, to conduct questioning.
