The National Assembly discussed the mechanism for handling difficulties and problems caused by legal regulations.
On June 23, the National Assembly discussed in the hall the draft Resolution of the National Assembly on the mechanism for handling difficulties and problems caused by legal regulations.

Through discussion, National Assembly delegates highly agreed with the issuance of the resolution and proposed that it take effect immediately after the National Assembly votes to pass it.
This is an extremely urgent task to promptly concretize Resolution 66 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era; to remove the "bottleneck of bottlenecks" in law while the Law cannot be amended.

However, National Assembly delegates proposed not to apply the special mechanism in the Resolution to regulations related to human rights, civil rights, penalties, and judicial proceedings; at the same time, research should be done so that the name of the resolution reflects its urgent and special nature.
Speaking to explain and clarify a number of issues of concern to National Assembly deputies, Minister of Justice Nguyen Hai Ninh affirmed that the drafting agency will continue to revise and absorb to complete the draft Resolution to submit to the National Assembly for approval.

The Minister of Justice also agreed with some opinions of the delegates that the scope of the Resolution would exclude some contents related to constitutional and legal factors on judicial proceedings. The National Assembly Standing Committee has issued a notice on this issue, and the Drafting Committee agreed to incorporate it into the draft resolution.
The objective of this resolution is for the National Assembly to issue a framework resolution on which the Government will implement and review all current documents that have problems with implementation, including problems for localities.
As for documents issued by localities that cause overlaps and problems, they belong to the local document issuing entity, which is also stipulated in the Law on Promulgation of Legal Documents. Therefore, Minister of Justice Nguyen Hai Ninh said that this resolution does not expand the scope of the mechanism applicable to local entities.
The Minister of Justice also agreed with the delegates' proposal that the resolution would take effect from the date the National Assembly voted to pass it and would be valid until February 28, 2027.

Concluding the discussion session, Vice Chairman of the National Assembly Nguyen Khac Dinh agreed with the delegates that it is necessary to clarify the scope of the resolution, and that the issuance of this document is subject to strict control, supervision and accountability; emphasizing that the issuance of the resolution "only makes things better", does not make it more burdensome for businesses and people, reduces compliance costs, and promotes development.

During the working day, the National Assembly discussed in groups the draft Law on Mutual Legal Assistance in Civil Matters; the draft Law on Mutual Legal Assistance in Criminal Matters; the draft Law on State of Emergency; the draft Law on Transfer of Persons Serving Prison Sentences and the draft Law on Extradition.
