The National Assembly discusses the proposed monitoring program for 2026.

On the morning of June 13th, the 9th session of the 15th National Assembly continued its discussion on the proposed monitoring program for 2026.

Based on the specific characteristics and circumstances of 2026, the Standing Committee of the National Assembly recommends that the National Assembly allow the exclusion of thematic supervision topics from the National Assembly's 2026 supervision program.

Accordingly, the Standing Committee of the National Assembly anticipates that the content of the National Assembly's supervision program for 2026 will include: At the first session of the 16th National Assembly, it will consider 8 reports from the Government, 1 report from the Standing Committee of the National Assembly, and other reports from relevant agencies as prescribed by law.

At its 2nd regular session, the 16th National Assembly considered 22 reports from the Government, 3 reports from the Standing Committee of the National Assembly, and other reports from relevant agencies as prescribed by law; it also conducted one question-and-answer session.

The remaining months of 2025 and 2026 are of particular importance in successfully implementing the Resolutions of the 13th National Congress and the 14th National Congress of the Party.

In the context of changes in the National Assembly's organizational structure, with the establishment of two new National Assembly committees; and the streamlining of the political system, the merger of administrative units, and the establishment of two-tiered local government organizations, the number of National Assembly delegations from provinces and cities is expected to decrease from 63 to 34. However, the size of these delegations will be larger, and the number of full-time National Assembly deputies will also increase. Therefore, alongside the difficulties, there will also be many favorable conditions for performing the oversight function better and more effectively.

Therefore, the Standing Committee of the National Assembly proposes that supervision work should continue to be focused on, lessons learned, and improved and innovative solutions should be implemented to suit the new practical context. This includes emphasizing proactiveness in supervision activities, promoting the application of information technology, proactively supervising from the implementation of laws, ordinances, and resolutions of the National Assembly and the Standing Committee of the National Assembly, closely following the practical situation of law enforcement, ensuring that supervision activities are focused and targeted, avoiding duplication, improving effectiveness and efficiency, and contributing to the improvement of policies and laws, and enhancing the effectiveness and efficiency of state management.

Regarding the assessment of the results of the 2024 monitoring program and the implementation situation in the first months of 2025, it shows that the National Assembly, the Standing Committee of the National Assembly, the National Assembly's agencies, the National Assembly delegations and National Assembly deputies have comprehensively and synchronously implemented monitoring activities with many improvements and innovations, closely following major and emerging issues in the socio-economic life of the country, while proactively and flexibly adjusting to suit the practical situation and achieving important results, such as:

The work of building and improving institutions continues to receive attention, contributing to removing "bottlenecks" in the implementation of legal regulations on supervisory activities.

The question-and-answer sessions were lively, democratic, practical, and relevant to real-life situations, addressing issues of concern to voters, the people nationwide, and National Assembly deputies. At the conclusion of the sessions, the National Assembly and its Standing Committee issued four resolutions, which set specific requirements, solutions, and deadlines for implementation by relevant agencies, and also served as a basis for conducting follow-up monitoring of the implementation.

Thematic oversight activities continued to be implemented comprehensively, with many innovations and flexibility in organization and implementation, ensuring effectiveness and quality; for the first time in the 15th National Assembly term, the Standing Committee of the National Assembly conducted a review of the implementation of resolutions of the Standing Committee of the National Assembly on thematic oversight and questioning, with the spirit of maximizing the results achieved in the "re-oversight" activities of the National Assembly at the 6th Session and demonstrating the responsibility of the Standing Committee of the National Assembly in thoroughly monitoring the implementation of the requirements and recommendations of the National Assembly and the Standing Committee of the National Assembly.

The review of agency reports was conducted in a substantive, responsible, and effective manner, focusing on major and important issues, and emphasizing the proposal of specific, appropriate, and feasible solutions to address existing shortcomings and limitations.

The monitoring of legal documents continues to receive attention and guidance from the Standing Committee of the National Assembly, and is carried out regularly, seriously, and responsibly by the National Assembly's agencies, achieving many positive results, with each year surpassing the previous one.

The monitoring of the handling of complaints, denunciations, and petitions from voters, as well as the supervision and guidance of the activities of the People's Councils, have been given attention, implemented, and are becoming increasingly systematic.

The National Assembly's Ethnic Council, Committees, Delegations of National Assembly Deputies, and National Assembly Deputies have proactively improved, innovated, and actively implemented their oversight activities to effectively fulfill the assigned requirements and tasks. In addition, for the first time, the initiative to organize a National Assembly Forum on oversight activities demonstrates the spirit of continuous innovation in the National Assembly's operations.

Also on the morning of June 13th, the National Assembly discussed in the plenary session the draft Resolution of the National Assembly on piloting some specific mechanisms and policies for the development of Hai Phong city.
