On the afternoon of June 17, in Thanh Nho commune, Thanh Chuong district, the delegates of the Provincial People's Council, including Mr. Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Tran Thi Thanh Huyen - Permanent Deputy Secretary of the Dai Dong Commune Party Committee, had a meeting with voters of 10 communes in the Cat Ngan area, including: Cat Van, Phong Thinh, Thanh Hoa, Thanh Duc, Thanh Son, Hanh Lam, Thanh My, Thanh Tien, Thanh Lien and Thanh Nho. Handling backlog in 2 resettlement communes
After listening to Ms. Tran Thi Thanh Huyen - Standing Deputy Secretary of the Party Committee of Dai Dong commune report on the expected content and program of the thematic session and the mid-year session of the Provincial People's Council; voters expressed many thoughts, aspirations, recommendations and proposals related to socio-economic issues and people's lives.
Voter Dang Dinh Hoa in Cat Van commune raised a question: According to regulations, for communes of type I and type II, 2 commune vice chairmen are arranged, however, in Nghe An province, this content has not been implemented; request the provincial People's Council delegates to explain why?

This voter also recommended that all levels and sectors pay attention to recognizing as martyrs the 98 people who died while on duty at Hiep Hoa culvert; and increase monthly support for the relatives of the deceased.
Voter Luong Van Coong in Thanh Son commune suggested that the province have a mechanism and policy for recruiting jobs for resettled people's children; have a program to support people in building "Great Unity" houses, because currently, in Thanh Son commune, the poverty rate is high, many households do not have houses; while neither the Ban Ve Hydropower Project Management Board nor the political system has this program.

Voter Pham Dinh The - Chairman of Thanh Hoa Commune People's Committee proposed that the province have a policy to invest in upgrading the road from Chua Market, Phong Thinh Commune to Thanh Duc Commune; have solutions to handle the situation of oversized and overloaded vehicles; improve the regime for non-professional teams and youth unions and associations in villages and hamlets.
Mr. Le Van Nam - Principal of Nho - Hoa Secondary School proposed that the province and district have a mechanism to support secondary schools that are merged from 2 schools in 2 localities such as Nho - Hoa Secondary School to build a school that meets national standards, ensuring the learning rights of local children.

The issue that many voters in Cat Ngan area have reported is the deterioration of the rural power grid infrastructure, including temporary bamboo poles, which pose a safety risk and weak power supply, requiring people to cook rice with electric rice cookers; the traffic system, river embankments, etc. are deteriorating.
Strengthening control and handling of oversized and overloaded vehicles
At the end of the conference, Mr. Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council received the opinions and suggestions of voters and affirmed that the Provincial People's Council is responsible for synthesizing and sending them to the relevant agencies for resolution.

Explaining the opinion related to the regulation of arranging 2 vice chairmen for communes of type 1 and type 2, the Standing Vice Chairman of the Provincial People's Council said that, based on the number and titles of cadres and civil servants prescribed by the Central Government, localities should base on their practical needs to arrange the appropriate number of titles, meeting the leadership, direction and administration work of the locality.
In case the locality needs to arrange 2 vice chairmen of the People's Committee of the commune, it will prepare a project to complete the position of vice chairmen of the People's Committee of the commune and send it to the District Department of Internal Affairs and the District Party Committee. When there is an opinion from the district, it will organize a meeting of the People's Council of the commune to elect additional vice chairmen of the People's Committee of the commune.

Sharing the difficulties of the team of people working in villages, hamlets and communes after the merger with the increasing population and large area, Mr. Nguyen Nam Dinh also informed voters about the current policy for this team issued by the Provincial People's Council which is at the "ceiling" level prescribed by the Central Government; however, through practice, there are still shortcomings, so the Provincial People's Council continues to accept and recommend competent authorities to remove them.
