Voters highly appreciate the work of disease prevention, ensuring social security, and stabilizing the macro economy.

Voters highly appreciate the seriousness and responsibility of the National Assembly, the National Assembly Standing Committee, the Government, and the Prime Minister in responding to and resolving voters' petitions since the 3rd Session. Most of the petitions of voters and the People have been received and considered by the National Assembly, the National Assembly Standing Committee, the Government, the Prime Minister, and heads of ministries and branches to respond or direct effective and practical resolution.

Accordingly, voters and people nationwide highly appreciate the Government and the Prime Minister for their drastic and effective direction and management, achieving very important and comprehensive results in all areas of state management, notably: continuing to do a good job of controlling the epidemic, protecting and taking care of people's health; stable macro-economy, controlled inflation, promoting growth; major balances of the economy are well ensured; the economy continues to recover and develop; total social investment capital continues to increase; business development achieves positive results; all types of markets gradually recover, are controlled, and develop safely; cultural and social fields are focused on, people's lives are improved; prevention and fight against corruption and negativity continue to be promoted; national defense and security are strengthened; social order and safety are ensured; international integration is promoted; urgent issues are handled promptly and effectively; Long-standing issues are directed to be resolved appropriately and effectively, freeing up resources for the economy.

"Voters and people highly appreciate the results and significance of building and perfecting institutions, reforming administration, improving the investment and business environment; reviewing and rearranging the organizational apparatus, resolutely eliminating intermediaries, especially reducing the level of general departments," the Chairman of the Central Committee of the Vietnam Fatherland Front stated.

Worried about many difficulties and challenges

In addition to the achievements, the report of the Central Committee of the Vietnam Fatherland Front said: Voters and people are still concerned and worried about the reality of socio-economic life with many difficulties and challenges in the face of the complicated developments in the world and the region; voters and people expressed their concern that although Vietnam's economy has entered a stage of recovery and development, it is not yet even and truly sustainable, new impacts and difficulties have arisen due to the complicated developments in the world situation; tuition fees and services have increased while salaries of officials, civil servants, public employees and workers have not increased.

"Voters and people are very concerned and worried about the management of the policy to stabilize gasoline prices. Due to the low discount rate, gasoline traders are not making a profit and have to close their stores, causing disruption and affecting people's lives and production in some localities," Chairman Do Van Chien emphasized.

In addition, voters in rural areas are concerned about the unstable prices of key agricultural products, the high prices of agricultural materials, especially fertilizers and animal feed, high input costs that depend heavily on the export market, difficulties in employment and income of workers, and administrative procedures related to businesses in some places that are still stagnant... which have affected economic development, reduced income, and made life difficult for people.

From there, voters and people requested the Government to pay more attention to directing the progress of disbursement of public investment capital and the support package for socio-economic recovery and development; compensation and site clearance work is facing difficulties due to increasing land prices; high prices of construction materials; time to complete investment procedures, especially for new projects, is prolonged; the capacity of some investors, consultants, contractors, and project management boards is still limited. The implementation of fiscal and monetary policies to support the Socio-Economic Recovery and Development Program is still slow in many places, because the investment process and procedures still have to go through many stages and steps.

On the other hand, due to the recent fluctuations in the prices of gasoline, materials, and construction materials, the high prices of construction materials have led to most contractors suffering losses compared to the winning bid price. Therefore, contractors are organizing construction in a "hold-up" manner to wait for prices to decrease, which affects the construction progress as well as the disbursement of public investment capital.

Voters worry about "trade war between bookstores"

Although highly appreciating the Education and Training sector for its efforts to prepare teaching and learning conditions according to the 2018 General Education Program for grades 3, 7, and 10 and investing in facilities and equipment for teaching and learning, many voters believe that currently implementing educational reform is facing many difficulties and confusion, such as textbooks for grade 10 students to choose a combination of subjects, and the education program according to the new textbooks has not received high consensus from teachers, students, and parents because separate subjects are integrated from many subjects into natural sciences, social sciences, and arts, in which each sub-subject consists of a number of chapters, showing a restrictive curriculum arrangement, leading to difficulty in arranging teachers to teach the subject and a lack of consistency between schools.

The use of multiple sets of textbooks in general schools nationwide has created a "trade war between bookstores", the difference in content and structure in each set of books makes it difficult to create common exam questions, students transferring schools have to buy textbooks again, making it difficult to access knowledge. People are also worried about information about increased tuition fees at all levels, additional fees, and social contributions at the beginning of the year from parents' associations in schools, especially workers and wage earners who face many difficulties.

Therefore, voters propose that the Government direct the Ministry of Education and Training to have drastic solutions to completely resolve the situation of replacing textbooks, which is costly, wasteful, and difficult for teachers and students; to provide unified guidelines for the use of textbooks in general schools nationwide; to coordinate with the Ministry of Home Affairs to have solutions to resolve the situation of local teacher surplus and shortage; to end the situation of running for schools, classes, and academic records, the "achievement disease" that reduces the quality of education, and the over-collection of "voluntary" fees that still occurs at the beginning of each school year.

5 recommendations of the Vietnam Fatherland Front

To continue striving to achieve more important results, the Presidium of the Central Committee of the Vietnam Fatherland Front respectfully recommends that the Party and State pay attention to leading and directing the resolution of the following five major contents:

One is,The Party and State continue to pay attention to directing and preparing conditions to implement salary reform in the spirit of Resolution No. 27-NQ/TW, dated May 21, 2018 of the 12th Central Executive Committee to improve the income of cadres, civil servants, public employees and workers (cadres, civil servants and public employees are very happy and excited that the 6th Central Conference has agreed to the policy and at this session, at the request of the Government, the National Assembly will discuss and decide to adjust and raise the basic salary).

Second,Recommend that competent authorities study, promptly amend, supplement, and promulgate legal documents on socialization, financial autonomy mechanism, and bidding mechanism in the fields of health and education to promptly and fundamentally resolve the shortage of drugs, medical supplies, and equipment for medical examination, treatment, and health care of the people.

Third,Recommend competent authorities to strengthen supervision of the implementation of Resolution No. 88/2014/QH13, dated November 28, 2014 of the 13th National Assembly on innovation of general education programs and textbooks to promote advantages and overcome limitations. Make necessary adjustments to achieve the goals set by the Party Central Committee; propose to study and soon add textbooks to the list of goods and services priced by the State.

Four is,Recommend to the competent authorities to urgently advise on institutionalizing Conclusion No. 14-KL/TW, dated September 22, 2021 of the Politburo on the policy of encouraging and protecting dynamic and creative cadres for the common good; have appropriate forms of commendation and encouragement for exemplary models who dare to venture into difficult places, confront difficult, new, and unprecedented tasks for the common good; arouse the aspiration to contribute to building the country of all classes and strata of people in the whole society.

Five is,Ministries, branches, central agencies, and authorities at all levels must ensure conditions and coordinate more closely so that the Vietnam Fatherland Front can properly exercise its rights and responsibilities.
