Voters propose to overcome shortcomings and speed up construction progress of North-South expressway through Dien Chau
(Baonghean.vn) - Voters in Dien Chau district reported that the construction of the North-South expressway project, Dien Chau - Bai Vot section, has affected production and people's lives. The locality requested units to speed up the construction progress.
On the morning of June 26, in Dien Cat commune, National Assembly delegate Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairwoman of the Provincial Fatherland Front Committee had a meeting with voters of Dien Chau district after the 5th session of the 15th National Assembly.
At the conference, delegate Vo Thi Minh Sinh informed voters of Dien Chau district about the results of the 5th session of the 15th National Assembly. Accordingly, at this session, the National Assembly passed 8 laws: Law on Consumer Rights Protection; Law on Bidding; Law on Prices; Law on Electronic Transactions; Law on Cooperatives; Law on Civil Defense; Law on amending and supplementing a number of articles of the Law on People's Public Security; Law on amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.
The National Assembly passed 17 resolutions, gave its second opinion on the draft Land Law (amended) and gave its first opinion on 8 draft laws.
At the session, the National Assembly spent 2.5 days questioning Government members on 4 groups of fields: Labor - War Invalids and Social Affairs, Ethnicity, Science and Technology, and Transportation.
The National Assembly spent a lot of time discussing reports and submissions of the Government on additional assessments of the results of the implementation of the Socio-Economic Development Plan and State Budget for 2022; the implementation of the Socio-Economic Development Plan and State Budget estimates for 2023.
Regarding the activities of the National Assembly Delegation of Nghe An province, the National Assembly deputies in the delegation participated seriously, with a high sense of responsibility, in plenary sessions and group discussions.
During the session, the delegation organized work with a number of central ministries and branches, participated in experience exchange activities with National Assembly delegations of provinces and centrally run cities to inform about the province's socio-economic situation, local recommendations and proposals, and issues related to the session's content.
Expressing their thoughts and aspirations to the National Assembly Deputies, 21 voters from Dien Chau district reflected and proposed issues related to socio-economic development, project implementation in the area, environmental protection, social security policies, etc.
Voter Pham Ngoc Hanh - Dien Cat commune reported the construction status of the North - South expressway project passing through the locality, the source of wastewater leakage during the construction process affected the rice growing area of the people, reduced productivity and some areas had to be left unused.
"People suggest that the government pay attention and remind the construction unit to pay attention to drainage so that wastewater does not flow into people's rice growing areas," Mr. Hanh suggested.
Regarding the implementation of the North-South expressway project, voter Ta Danh Hung - Secretary of the Party Committee of Dien Cat commune (Dien Chau) said: Currently, the commune has 2 key projects, the expressway and National Highway 7A. During the construction process, people have complied with the policy on site clearance for the project to be constructed.
However, the project construction process affects the production and life of local people. Therefore, the locality requests the National Assembly and the Government to direct the Ministry of Transport and other units to speed up the construction progress because if the construction progress is prolonged, people will be affected by: noise, vibration, especially dust causing environmental pollution, affecting people's health.
At the same time, the project needs to speed up the construction of the Dien Chau - Bai Vot tunnel for people to travel and produce conveniently; add noise and dust protection systems near residential areas and schools to ensure environmental hygiene; adjust the drainage system through Dien Cat commune to ensure flood drainage during the rainy season; add drainage systems for people and local rice production areas when flooded.
For the National Highway 7A project, the locality proposed to add a drainage system along the route because currently both sides of National Highway 7A are residential areas. Without a drainage system, water will often stagnate on the road, causing danger to road users and affecting the quality of the road surface.
Voters of Dien Cat commune reported that the commune has an irrigation canal system from Do Luong, Dien Cat is the end of the canal, the amount of water and waste is very large, including dead animals causing serious environmental pollution. Propose that the Provincial People's Committee has a solution to fix the problem right from the source and recommend that the districts upstream of the water source need to ensure environmental hygiene.
Voters also requested the National Assembly to consult the Government to supplement the part-time position for the position of Chairman of the People's Council of the commune because the position of Chairman of the People's Council of the commune according to regulations is held by the Secretary or Deputy Secretary, except for merged communes, where the position of Chairman of the People's Council of the commune is arranged separately.
In addition, voters' opinions reflect the difficult situation of agricultural production, high input prices, difficult output; policies for people with revolutionary contributions, allowances for grassroots health workers, and workers in charge of population work at the grassroots level; the difficult and complicated process of granting and exchanging land use right certificates through "brokers" that do it quickly, while the people do it directly, it is slow,...
Voters' opinions of Dien Chau district were received, explained and clarified by representatives of district leaders, provincial departments, branches and delegate Vo Thi Minh Sinh.
At the same time, voters' recommendations will be compiled by the Provincial National Assembly Delegation and submitted to relevant competent agencies for resolution according to regulations.
