Do Luong voters reflect that Song Lam Cement Factory affects the environment.
(Baonghean.vn)- Voters in Do Luong district reported that the Song Lam Cement Factory has caused negative impacts on the living environment of local people such as dust, noise, and wastewater.Propose that the Provincial People's Committee direct relevant sectors to survey and inspect the environmental impacts of the factory to ensure people's lives.
The relevant authorities responded to this issue as follows:
The project to invest in building Song Lam Cement Factory, with Song Lam Cement Joint Stock Company as the project owner, has had its environmental impact assessment report approved by the Ministry of Natural Resources and Environment in Decision No. 297/QD-BTNMT dated February 4, 2016.
The company started testing the Cement Plant from October 2016, loaded line B from December 2016, loaded line A from February 2017 with a capacity of 6,000 tons of clinker/line/day.
During its operation, voters of Do Luong district reported that Song Lam Cement Factory had caused negative impacts on the living environment of local people such as dust, noise, and wastewater.

Verification and resolution process:
On February 20, 2017, the Department of Natural Resources and Environment issued Official Dispatch No. 586/STNMT-BVMT requesting Song Lam Cement Joint Stock Company to develop an environmental management plan and publicly post it at the Commune People's Committee and at the community consultation site for people to monitor. On June 13, 2017, Song Lam Cement Joint Stock Company posted the environmental management plan at the headquarters of the People's Committee of Bai Son Commune and Nghi Thiet Commune in accordance with the law.
On July 15, 2017, the General Department of Environment conducted an inspection of the compliance with environmental protection laws at Song Lam Cement Joint Stock Company. The inspection results showed that the current status of environmental protection at the factory is as follows:
- Regarding wastewater: Domestic wastewater of about 50 m3/day/night is treated by septic tanks, periodically collected by Do Luong Service and Environment Cooperative for treatment. Production wastewater has not been collected and treated yet. The company is completing the wastewater treatment system infrastructure including: wastewater collection system, overflow rainwater drainage system and centralized wastewater treatment plant.
- Regarding dust and emissions: dust and emissions are mainly generated from 02 clinker kilns and the stages of receiving, grinding, crushing raw materials, and clinker silos. The company has installed electrostatic dust collection systems for 02 clinker kilns; has installed fabric bag dust filters for raw material conveyor systems. Currently, the company is building a clinker grinding station, expected to be completed by the end of 2017, so fabric bag dust filters have not been installed in this area.

- Regarding hazardous waste and regular solid waste: contract with a unit with sufficient functions to collect, transport and process.
- Installation of automatic environmental monitoring equipment system at the factory: On March 7, 2017, the Department of Natural Resources and Environment issued Official Letter No. 896/STNMT-BVMT to the unit regarding the installation of automatic monitoring systems and equipment for the project. Because the project has just come into operation, the company is in the process of selecting methods provided by contractors and negotiating contracts to install automatic monitoring systems and equipment.
Currently, the Inspection Team under Decision No. 595/QD-TCMT dated July 13, 2017 of the General Department of Environment is in the process of drafting the Inspection Conclusion.
The Department of Natural Resources and Environment will report after the conclusion of the Inspection Team and continue to urge and guide the Factory to implement environmental protection measures according to regulations.
