Through the Political Report of the Executive Committee of the Town Party Committee, Term V, at the Congress, we are pleased to see that during the past term, the Party Committee and people of Cua Lo Town have made continuous efforts and achieved many important and comprehensive achievements in all fields, creating an increasingly clear position and strength of a dynamic coastal city.

The average economic growth rate in the past 5 years reached 12.7%, ranking first in the province. The economic structure has shifted in the right direction, with the proportion of industry - construction and services accounting for 95.4%, of which services account for 62.1%. The marine tourism economy continues to grow rapidly, contributing 53% of the number of visitors and 76% of the province's tourism revenue. The average added value per capita increased 2.23 times compared to the beginning of the term. It is one of the first district-level units to ensure annual revenue and expenditure balance. Urban infrastructure is increasingly spacious and gradually improved.

Culture, society, and urban civilization have many positive changes. The comprehensive quality of education has achieved high results, 100% of schools are recognized as meeting national standards, of which 12 schools meet national standards level 2; 100% of wards are recognized as meeting national criteria on health.

National defense and security have been strengthened and enhanced, and social order and safety have been maintained. The material and spiritual lives of the people have been improved; social security has been ensured, and the poverty rate has dropped to only 0.5%. The work of building the Party and the political system has been regularly enhanced, with many positive innovations.

The results achieved by the Party Committee, government and people of Cua Lo town in the past term are extremely important, contributing to the successful implementation of the province's political tasks; at the same time, they are a premise and a great driving force for Cua Lo town to continue to develop steadily in the coming time.

On this occasion, on behalf of the Provincial Party Standing Committee, I warmly commend and congratulate the achievements that the Party Committee, government and people of Cua Lo Town have achieved in the past term.

I highly agree with the content of the review of the shortcomings and limitations pointed out in the political report and the review report of the Party Executive Committee of the Town, Term V, presented to the congress. I would like to note a number of additional issues, namely: The economic growth rate is not commensurate with the potential, advantages and expectations of a coastal tourist city; the planning and development of infrastructure are still inadequate.

Tourism products are not diverse and attractive to tourists. Administrative reforms have not met the increasing demands of people and businesses. Party building work still has limitations, the leadership capacity and fighting strength of some party organizations and party members have not met the requirements.

I propose that the Congress needs to deeply analyze and evaluate the limitations and shortcomings in various fields, clarify the causes, especially subjective causes, and draw lessons to find effective solutions in the coming time.

... 113 years ago, in 1907, Cua Lo was identified as a resort area of ​​Indochina; The World Tourism Organization once rated Cua Lo as one of the places with the most beautiful beaches in Vietnam. Cua Lo was also recognized by the Prime Minister as a "Sea Tourism City" since 2014.

The socio-economic development achievements of the province and the country in recent times have created favorable opportunities for Cua Lo to develop strongly, especially the dynamic projects that have been and are being deployed and implemented such as: Cua Hoi bridge across Lam River connecting Nghe An and Ha Tinh, Vingroup's resort and entertainment area, Hanoi - Vinh - Bai Vot Expressway; Nghi Son - Cua Lo coastal road, Vinh - Cua Lo boulevard, Hanoi - Pac Xan - Vientiane Expressway through Thanh Thuy Border Gate have been studied and shaped.

The Industrial Zones of Ha Tinh and Thanh Hoa have come into operation, creating an increasing demand for recreation and entertainment. In addition, the ministries, branches, central agencies, Party Committees and people in the whole province always have great expectations for the worthy development of Cua Lo town.

However, it can be seen that Cua Lo was born first but is lagging behind some other places, facing increasing competition from domestic tourist destinations. The world and regional situation, the situation in the East Sea; natural disasters, complicated epidemics, especially the impact of the Covid-19 epidemic have had a profound impact, reversing the general socio-economic development plan, including tourism activities. In that context, the Party Committee and people of Cua Lo town need to fully and deeply understand the situation, take advantage of opportunities, promote potentials and strengths to help Cua Lo town take off more strongly.

KEY TASK GROUPS

The direction, goals and main tasks for the next term of the Party Committee have been commented by the Standing Committee of the Provincial Party Committee. The Standing Committee of the City Party Committee has seriously received and completed the draft document. At today's congress, I would like to raise some more contents for us to discuss and decide:

The first:It is necessary to continue to position the development position of Cua Lo town together with Vinh city to become a growth pole in the key economic zone of the province. Cua Lo must truly become the nucleus in the development linkage of the province, especially in tourism, performing the role of attracting tours to and spreading out routes in and out of the province; being a destination for tourists, a place providing logistics and port services for Laos and Northeastern Thailand before going to sea and vice versa. This mission requires great efforts from the Party Committee, government and people of the town, heavy political responsibility, especially the team of cadres, party members, and leaders of the town must always be concerned, thinking and have great aspirations in awareness and action.

Monday:Maximize the strengths of relying on the sea, clinging to the sea and getting rich from the sea, developing Cua Lo coastal tourism city to its full potential. First of all, focus on improving service quality, creating a unique identity of Cua Lo tourism culture on the foundation of the fine traditional culture of Nghe An, so that every tourist when saying goodbye to Cua Lo wants to return. To do so, the mindset of doing Cua Lo tourism must be sustainable, not taking immediate profits but losing the long term; must take the unique features of nature, culture, and people of Cua Lo to create a difference; must have regulations on policies, at the same time must encourage and motivate, each citizen, cadre, and party member of the Town to join hands in building a tourism culture, must persistently build culture through each generation of Cua Lo people.

In addition to beach tourism, it is necessary to focus on developing diverse, attractive, unique, highly competitive tourism products associated with synchronous, safe, and professional infrastructure investment to attract and retain tourists with many new choices, discoveries, and experiences; shorten winter vacation time, promote the development of 4-season tourism.

Promote the development of logistics sectors serving the marine economy, seaports, and logistics; develop commodity agriculture, clean agriculture, craft villages, and small-scale industries with high-quality products to serve tourism and ensure the environment. Accelerate the completion of investment projects in the area; attract a number of new projects with advantages and low environmental impact.

Tuesday:To have an impressive and classy Cua Lo in the future, we must start with a good planning idea. Once the planning is good, the investment is spacious, along with active propaganda and education, the awareness and responsibility of all participants will automatically change accordingly. For example, when living or entering a neat, clean, classy house, each person will remind themselves to appreciate and be more aware.

Cua Lo needs to have a new, breakthrough mindset in implementing planning work, ensuring science, method, long-term vision, and the ability to harmoniously connect with the overall development of Vinh City and neighboring areas, especially the dynamic axes that have been and are being formed such as: Vinh - Cua Lo Boulevard, Lam River City, Cua Lo - Nghi Son...; connecting with provinces in the North Central region, key domestic and international tourism and service centers.

Cua Lo needs to resolutely handle the remaining issues, focusing on reviewing and evaluating to promote land resources to serve the town's development, reserving large enough land areas and appropriate policies to welcome large-scale investors, creating more dynamic and symbolic works of a dynamic and modern coastal city.

Wednesday:Along with economic development, we must continue to pay more attention to cultural and social development. Be more active and determined in building civilized urban areas and model residential areas. Focus on improving the quality of education, training and healthcare. Implement well social security work, vocational training, and job creation for workers and people directly affected by development projects.

Focus on protecting marine resources and environment, associated with climate change response; protecting safety and security of sea and island sovereignty; building a healthy political and social environment, creating favorable conditions for socio-economic development of the Town and the province.

Thursday: Continue to strengthen the work of building a strong Party and political system; improve the effectiveness of implementing Resolution 4 of the Central Committee in conjunction with studying and following Ho Chi Minh's ideology, morality and lifestyle and regulations on setting examples; create new changes in the leadership capacity, fighting strength of the Party Committee, the effectiveness and efficiency of management and administration of the government and the quality of activities of the Fatherland Front and people's organizations; Promote the implementation of grassroots democracy regulations, government mass mobilization work, care for and closely follow the grassroots, promote the strength of great solidarity, create high support and consensus of the people in implementing the decisions of the Town.

Immediately after the end of the congress, I propose that the Party Executive Committee of the Town deploy an action program to implement the congress resolution in conjunction with advising and proposing to the Provincial Party Standing Committee to promptly summarize the implementation of Resolution No. 05 dated September 26, 2006 and issue a new resolution to replace it to create conditions for Cua Lo Town to develop more dramatically in the coming time.

Along with focusing on evaluating the results of the implementation of political tasks in the past term, discussing and deciding on tasks and goals for the new term, the Congress also has the important task of: Discussing and contributing opinions to the documents of the 13th National Party Congress and the draft Political Report of the 19th Provincial Party Congress; electing the Executive Committee of the Party Committee of the Town for the 6th term and electing the delegation to attend the 19th Provincial Party Congress.

I propose that delegates focus their intelligence on contributing ideas to the Party's documents, and at the same time wisely select and elect the Party Executive Committee of the Town for the 6th term, ensuring standards and structure, representing qualities, qualifications, enthusiasm, and the ability to successfully organize and implement the Congress Resolution, firmly steering the Cua Lo ship to the open sea of ​​success; elect a delegation representing the intelligence and voice of the Town's cadres and Party members to attend the 19th Provincial Party Congress.
