Nghe An Tax Department: Promoting tradition, operating professionally and effectively

Complete the budget revenue plan target

In the context of a poor province that had just been separated from Nghe Tinh province (in 1991) and faced many difficulties, the leaders of Nghe An Tax Department urgently arranged and stabilized the organizational structure, built programs, plans, and measures to organize and implement political tasks for each stage and each unit in a scientific and focused manner, while focusing on directing the implementation and good implementation of tax policies in the area.

By 2018, for the 27th consecutive year, Nghe An Tax Department had exceeded the assigned State budget revenue target. In recent years, despite many economic difficulties, each cadre and civil servant of Nghe An Tax Department has united, strived to promote creativity, proactively proposed solutions, and excellently completed assigned political tasks; budget revenue always exceeded the annual estimate, with the following year's revenue being higher than the previous year with an average growth rate of 20%.

Milestones in the development of the province's budget revenue: In 2004, for the first time, tax revenue in Nghe An province exceeded 1,000 billion VND, meeting nearly 70% of the province's regular expenditure. This achievement made Nghe An Tax Department one of 15 tax departments nationwide with revenue of over 1,000 billion VND. By 2011, Nghe An Tax Department was one of 13 tax departments nationwide with revenue exceeding 5,000 billion VND and ranked first in the North Central region.

In 2018, as the Nghe An Tax Department, together with other units in the financial sector, successfully completed the task of collecting the state budget, reaching over 13,800 billion VND.

Many effective initiatives, good revenue management

In tax management, Nghe An Tax Department is a unit with many effective projects and initiatives, and outstanding revenue management in the country.

Through the implementation of projects, solutions, initiatives, and improvements into practical work, Nghe An Tax Department has successfully organized tax collection management in the most difficult and complicated areas such as: Tax collection management for tutoring and exam preparation activities; Tax collection management for private transportation business; Restaurant and hotel management; Anti-loss of revenue for mineral exploitation and processing activities; Real estate business activities; Petroleum business activities; Motorcycle business activities, etc., bringing in hundreds of billions of VND in revenue.

Along with striving to complete the task of budget collection, in recent years, Nghe An Tax Department has always tried to carry out administrative reform, especially tax administrative procedure reform to create favorable conditions for people and businesses in the area to fulfill their obligations to the State, contributing to improving the business environment, investment environment, and enhancing the provincial competitiveness index.

Propaganda and support for taxpayers is always included in the important contents of the strategy of reforming and modernizing the Tax sector. Over the past 29 years, the propaganda and support work of Nghe An Tax Department has achieved remarkable results. Nghe An Tax Department is evaluated by the General Department of Taxation as one of the units that well implements the new Tax Laws and is awarded the flag "Leading unit in the country in emulation and propaganda work" by the General Department of Taxation.

Implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee stipulating a number of issues on continuing to innovate and reorganize the political system, streamlining and operating effectively, Nghe An Tax Department has deployed the project to establish a regional Tax Department under its management and has been approved by the Minister of Finance to merge 20 Tax Departments of districts and towns into 9 regional Tax Departments since September 5, 2019. Accordingly, after the merger, the number of Tax Departments in Nghe An province has been reduced by 11 Departments (from 21 to 10 Departments) and 39 tax teams (from 97 teams to 58 teams).

Focus on staff training

Nghe An Tax Department always attaches importance to and pays attention to training and fostering to improve all aspects of the qualifications of cadres and civil servants, especially professional qualifications. This is one of the key tasks that the industry regularly pays attention to and directs.

In addition to sending for training, the Tax Department also focuses on self-training of units; encourages, motivates and creates conditions for cadres and civil servants to study at postgraduate level, self-study to improve their foreign language and information technology skills.

Thanks to good training and development, the professional qualifications of the Tax Department's officers and civil servants have been constantly increased in both quantity and quality, specifically:

The proportion of cadres with university degrees increased from 17% in 1991 to 80% in 2018; 100% of civil servants holding leadership positions in Departments, Tax Branches, civil servants of the Tax Department Office and tax team leaders were trained in State management at the specialist level; 100% of civil servants were proficient in using information technology for their work and many comrades completed intermediate and advanced political theory programs...

Looking back on the 29 years of construction and development, Nghe An Tax Department has continuously grown and matured, gradually innovating towards professionalism and modernization. Each officer and employee always cultivates, trains, overcomes difficulties to rise up to meet the tasks in the new situation, worthy of being the "companion" of taxpayers.

In recognition of the positive contributions of the staff and civil servants of the Tax sector and their outstanding achievements from 1991 to present, units, collectives and individuals in the entire sector have been awarded many noble titles and forms of commendation by the State, the Ministry of Finance, the Provincial People's Committee and the General Department of Taxation, such as: The State awarded 01 First Class Labor Medal to the collective of Nghe An Tax Department; 10 Second Class Labor Medals; 38 Third Class Labor Medals; 69 Certificates of Merit from the Prime Minister, 428 Certificates of Merit from the Ministry of Finance, 508 Certificates of Merit from the Provincial People's Committee; along with many Excellent Emulation Flags from the Government, the Ministry, the Provincial People's Committee and hundreds of certificates of merit from the General Department of Taxation; In addition, 6,172 individuals have achieved the title of Emulation Fighter at all levels, of which: 7 comrades achieved the title of National Emulation Fighter; 183 comrades achieved the title of Emulation Fighter in the Finance sector and 12 comrades achieved the title of Emulation Fighter at the provincial level.
