Nghe An strengthens solutions to collect year-end budget
From now until the end of the year, Nghe An Tax Department will maximize solutions to implement tax management work, striving to achieve the highest results in the State budget revenue estimate for 2024.

Budget revenue reached 104.8% of estimate
Bac Nghe II Tax Department is in charge of Dien Chau and Yen Thanh districts. Despite many difficulties, the department has performed well in budget collection. In the first 9 months of the year, it is estimated to have achieved 718 billion VND, reaching 132% of the Ordinance estimate, 100.4% of the People's Council estimate, equal to 158% compared to the same period.
To ensure the task of collecting the State budget from now until the end of the year, Bac Nghe II Tax Department has implemented the following solutions: Continuing to promote propaganda, dissemination, support, and consultation on tax policies and laws for businesses and people in the area, especially the newly amended and supplemented tax laws; effectively implementing tax exemption and reduction policies, and removing difficulties.
Strengthen the inspection of tax declaration and settlement of enterprises, production and business establishments to promptly supplement arising amounts to increase budget revenue. Closely coordinate with localities to effectively implement measures to prevent budget loss in the fields of temporary basic construction, transportation business, food and beverage service establishments, entertainment and recreation establishments in the area, ensuring real, objective, fair and effective tax collection.

Closely coordinate with relevant agencies (State Treasury, Banks, Credit Institutions, Courts, Police, relevant agencies and units) to implement measures to urge and enforce tax debt collection; summarize and report to the District People's Committee on uncollectible tax debts to take appropriate measures in accordance with the provisions of law, and strive to completely resolve uncollectible tax debts.
Coordinate with the Department of Finance - Planning and related units to monthly collect statistics and evaluate the development, establishment, dissolution and bankruptcy of enterprises and business households in the area to establish a complete and timely set of non-agricultural tax documents and tax forms to avoid errors and delays to serve the direction and administration of the District People's Committee...
According to the report of Nghe An Tax Department, in the first 9 months of 2024, basically all tax tasks were completed as planned. State budget revenue in Nghe An province in the first 9 months of 2024 was 16,671 billion VND, reaching 104.8% of the estimate assigned by Nghe An Provincial People's Council, equal to 143.2% compared to the same period in 2023.

Accordingly, domestic revenue reached VND 15,462 billion, reaching 106.4% of the estimate and equal to 142.8% over the same period in 2023; revenue from import and export activities reached VND 1,199 billion, reaching 92.2% of the estimate, equal to 151.5% over the same period in 2023.
Of which, 9/16 domestic revenue items reached 100% of the estimate, including: Revenue from local state-owned enterprises reached 121 billion VND, reaching 101% of the estimate and equal to 129% compared to the same period in 2023.
Dividends and profits are estimated to be 132 billion VND, reaching 300% of the estimate and equal to 54% compared to the same period in 2023. Revenue from granting rights to exploit mineral resources and water resources is estimated to be 135 billion VND; reaching 104% of the estimate and equal to 94% compared to the same period in 2023. Other budget revenues are estimated to be 553 billion VND, reaching 138% of the estimate and equal to 106% compared to the same period in 2023. In particular, land use fees are estimated to be 6,394 billion VND, reaching 140% of the estimate and equal to 218% compared to the same period in 2023.
16/21 localities exceeded 100% of the estimate assigned by the People's Council of Nghe An province. Some localities achieved high rates such as: Cua Lo town reached 220%, Nghi Loc district reached 197%, Nam Dan district reached 188%...
However, according to the report: The revenue structure is not really sustainable, in which, revenue from land use fees still accounts for a large proportion, accounting for 38.3% of total state budget revenue, revenue from production and business activities accounts for a low proportion, accounting for 33% of state budget revenue. Excluding land use fees and lottery revenue, domestic revenue reached VND 9,068 billion, reaching 90.9% of the estimate and equal to 114.9% of the same period in 2023. As of August 31, 2024, the debt figure was VND 3,314 billion.
Despite the achievements, production and business activities of enterprises still face many difficulties. The number of enterprises resuming operations has decreased, while the number of enterprises dissolved and temporarily suspended operations has increased compared to the same period in 2023.
Focus on tasks for the last 2 months of the year
In order to strive to collect more than 23,000 billion VND in state budget revenue in 2024, Nghe An province requires focusing on solutions to increase state budget revenue in the remaining 2 months of the year; at the same time, focusing on removing difficulties for businesses, continuing to synchronously and effectively implement appropriate mechanisms and policies, especially in finance, currency, and social security to support businesses, people, and workers, remove difficulties for production and business, contributing to creating a stable and solid source of revenue for the state budget.
The Provincial People's Committee requested the Department of Finance to closely coordinate with the Tax and Customs agencies to grasp revenue sources, especially in localities. Resolutely direct the work of budget collection, exploiting revenue sources, urging and handling tax debts, promptly grasping the production and business activities of enterprises, focusing on key enterprises, ensuring correct, sufficient and timely collection of taxes, fees, charges and other revenues to the State budget.

The Provincial People's Committee assigned the Nghe An Tax Department to continue promoting administrative reform, effectively implementing the Tax System Reform Strategy until 2030, providing maximum support to businesses in carrying out tax procedures; continuing to maintain and expand the provision of electronic tax services, implementing electronicization and digitalization of tax management stages; improving the satisfaction of people and businesses with tax management work of tax collection agencies.
