Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh requested departments, branches and localities to focus on implementing the Provincial Planning Implementation Plan and Resolution 137 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province.
On the morning of July 26, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the regular July meeting of the Provincial People's Committee, discussing many important contents.
Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Nguyen Van De - Vice Chairman of the Provincial People's Committee; representatives of the Provincial National Assembly Delegation, the Provincial Vietnam Fatherland Front Committee and leaders of relevant departments, branches and sectors.
At the beginning of the meeting, the leaders of the Provincial People's Council, Provincial People's Committee and delegates respectfully observed a minute of silence to commemorate General Secretary Nguyen Phu Trong - the outstanding leader who devoted his whole life to the country and the people.

Budget revenue for 7 months is estimated at 13,456 billion VND
The report and opinions at the meeting unanimously assessed that in July, the province's economy continued to recover positively. In particular, agricultural production continued to be stable, farmers continued to focus on taking care of summer-autumn crops and planting the winter-spring crop.
The industrial production index in July is estimated to increase by 11.04% over the same period; accumulated for 7 months, it is estimated to increase by 10.16%, of which the processing and manufacturing industry increased by 10.51%.

July is the peak month for tourism activities in the province. It is estimated that in July, the number of tourists will reach 1.4 million, of which 950,000 will be overnight guests, 15,000 will be international visitors, and the total revenue from tourists will reach 5,039 billion VND, of which tourism revenue will reach 1,975 billion VND.
State budget revenue in the area in July is estimated at 1,300.5 billion VND; accumulated revenue in 7 months is estimated at 13,456 billion VND, reaching 84.6% of the estimate and equal to 138.2% over the same period in 2023.

In July, 8 new projects were granted and 5 projects were adjusted, with a total newly registered and adjusted capital of 6,105.6 billion VND. As of July 22, 48 new projects were granted and 90 projects were adjusted, with a total capital of 23,759.2 billion VND, equal to 96.77% compared to the same period in 2023.
International cooperation and integration activities continue to be effectively implemented. As of July 20, the total public investment plan has disbursed VND 3,800,891 billion, reaching 41.88% (36.43% higher than the same period).

The cultural and social fields are of interest. According to the results of the 2024 high school graduation exam, Nghe An ranked 12th out of 63 provinces and cities nationwide, up 10 places compared to 2023.
Social security work continues to be focused on implementing timely, effectively, and fully policies and regimes for people with meritorious services, the poor, and policy beneficiaries; managing and paying regular subsidies in the community.

Administrative reform and digital transformation have been focused on and have achieved many remarkable results. National defense, security and social order and safety have been ensured.

At the meeting, leaders of departments, branches and sectors focused on discussing groups of issues on social security, child drowning prevention, job creation, education and training, combating illegal IUU fishing, implementing agricultural projects, medical practice management, security and order situation...

Focus on completing key tasks
Concluding the meeting, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh reviewed the outstanding results of the socio-economic situation in July; at the same time, he emphasized some difficulties and shortcomings in the flood situation, production and business activities of enterprises and the slow disbursement rate of some capital sources in the 3 national target programs.
Emphasizing the key tasks and solutions for August, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh requested departments, branches and localities to proactively deploy work to ensure quality and progress; proactively review and promptly remove difficulties and obstacles for businesses, promote production and business activities of industries and fields.

Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh also requested departments, branches and localities to focus on solving and completing key tasks: Deploying the Plan to implement the Provincial Planning for the period 2021 - 2030, with a vision to 2050.
Implement Resolution 137 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province; receive, explain and complete the dossier of the Project on adjusting administrative boundaries of Vinh city and the Project on rearranging commune-level administrative units for the 2023-2025 period and resolve issues arising after the merger.
On the other hand, focus on removing difficulties and obstacles, doing a good job of site clearance to promptly hand over the site to construction units, ensuring the progress of implementing important national projects and key transport infrastructure investment projects in the area.

Comrade Le Hong Vinh requested to strengthen financial and budgetary discipline; be more proactive and decisive in implementing solutions to speed up the disbursement of public investment capital and national target programs.
The Department of Finance advises on strictly implementing the requirement to save 5% of regular expenditure in 2024; resolutely cut down regular expenditure estimates that have been assigned but have not been allocated by June 30, 2024 in accordance with Resolution No. 82 of the Government; study and supplement funding for temporary construction to ensure customs clearance of goods through Thong Thu - Nam Tay and Thanh Thuy - Nam Om border gates.
The Department of Planning and Investment continues to review and evaluate disbursement capacity, and advise on plans to transfer capital from slow-disbursing projects to projects with good disbursement progress and in need of additional capital according to regulations, especially key projects.

Regarding the socio-cultural fields, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh requested the Department of Education and Training to focus on preparing for the implementation of tasks for the new school year. The Department of Health directed the implementation of disease prevention measures, especially diphtheria prevention.
The Department of Labor, War Invalids and Social Affairs coordinated with sectors, units and localities to implement the contents of the conclusion notice of Vice Chairman of the Provincial People's Committee Bui Dinh Long at the working session on the situation of labor supply and demand, job creation, removing difficulties, and attracting labor for enterprises and FDI projects in the area.
In addition, sectors and localities need to continue promoting administrative reform and digital transformation; strengthening discipline and order, and improving work efficiency as required in Directive No. 20 of the Provincial People's Committee Chairman.

Departments, branches and localities urgently implement the resolutions of the Provincial People's Council that have just been passed, especially focusing on thoroughly resolving voters' recommendations, supervision conclusions, opinions of the Provincial Fatherland Front Committee and the contents promised to voters and the Provincial People's Council.
Proactively review and carry out assigned tasks, especially tasks in the work program of the Provincial Party Committee, Provincial People's Council, Provincial People's Committee; assigned projects and tasks in the action program and implementation plan of the Resolution of the 19th Provincial Party Congress and Resolution No. 39 of the Politburo to ensure quality and progress.
Ensure national defense, security, social order and safety, and traffic safety. Focus on implementing the Provincial People's Committee's Plan to implement Directive No. 19 of the Prime Minister on strengthening fire prevention and fighting for multi-storey houses, multi-apartment houses, and individual houses combined with production and business in the province.

Emphasizing that the current weather is complicated, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh requested departments, branches and localities to closely monitor weather developments, natural disasters, storms and floods.
Departments, branches and localities shall advise on timely and effective response, minimizing damage caused by natural disasters, ensuring the safety of people's lives, the safety of dykes and dams during the rainy and stormy season; and arranging forces and means in key areas to promptly deploy rescue when situations arise.
