Implementing the Central Resolutions on streamlining the apparatus, Directive No. 01/CT-BTC dated May 9, 2018 of the Minister of Finance on implementing the plan of the Minister of Finance on arranging and merging regional Tax Branches under the Tax Departments of provinces and centrally run cities; Nghe An Provincial Tax Department is implementing the Project on arranging and merging district-level Tax Branches to establish regional Tax Branches under Nghe An Provincial Tax Department.

Mr. Dao Van Minh - Head of Organization Department of Nghe An Tax Department said: According to the project, the organization plan of the Regional Tax Department includes the following specific branches:

*Tay Nghe I Regional Tax Department (merging Ky Son District Tax Department and Tuong Duong District Tax Department),Name: Tay Nghe I Regional Tax Department. Headquartered at Ky Son District Tax Department, the structure includes a branch manager, deputy branch manager and 4 tax teams.

*Tay Nghe II Regional Tax Department (merging Anh Son District Tax Department and Con Cuong District Tax Department), name: Tay Nghe II Regional Tax Branch, head office at Anh Son District Tax Branch, structure includes branch head, deputy branch head and 5 tax teams.

*Phu Quy I Regional Tax Department (merging Quy Hop District Tax Department, Quy Chau District Tax Department and Que Phong District Tax Department),Name: Phu Quy I Regional Tax Branch, headquartered at Quy Hop District Tax Branch. Structure includes branch head, deputy branch head and 6 tax teams.

*Phu Quy II Regional Tax Branch (merging Thai Hoa Town Tax Branch and Nghia Dan District Tax Branch),Name: Phu Quy II Regional Tax Branch, head office at Thai Hoa Town Tax Branch. Structure includes: Branch Chief, Deputy Branch Chief and 5 tax teams.

*Bac Nghe I Regional Tax Department (merging Hoang Mai Town Tax Department and Quynh Luu District Tax Department),The name is Bac Nghe I Regional Tax Department, headquartered at Quynh Luu District Tax Department. The structure includes the head of the department, deputy head of the department and 5 tax teams.

*Bac Nghe II Regional Tax Department (merging Dien Chau District Tax Department and Yen Thanh District Tax Department),Name: Bac Nghe II Regional Tax Department, head office located at Dien Chau District Tax Department. This department has 7 tax teams.

*Song Lam I Regional Tax Branch (merging Do Luong District Tax Branch, Thanh Chuong District Tax Branch and Tan Ky District Tax Branch),The name is Song Lam I Regional Tax Branch, the head office is located at Do Luong District Tax Branch. In addition to the branch chief and deputy branch chief, this branch also has 6 tax teams.

*Song Lam II Regional Tax Branch (merging Hung Nguyen District Tax Branch and Nam Dan District Tax Branch),Name: Song Lam II Regional Tax Office. Head office: Hung Nguyen District Tax Office. This office has 5 tax teams.

*North Vinh Regional Tax Department (merging Cua Lo Town Tax Department and Nghi Loc District Tax Department),Name: Bac Vinh Regional Tax Department. Headquarters at Cua Lo Town Tax Department. This department has 7 tax teams.

Tax offices without headquarters become "One-stop" departments and transfer part of their assets to the regional office where their headquarters are located.

The roadmap for completion is from 2019 to 2022. Accordingly, in terms of leadership, 1 department head and 11 branch heads will be reduced in the short term, while other departments will still be arranged into working positions, ensuring compliance with prescribed principles.

Reduce room level leads

Before the reorganization, Nghe An Tax Department had 13 departments, including 10 advisory departments and 3 professional departments. Implementing Decision 320/QD-BTC, Nghe An Tax Department has just merged 2 departments, reducing the number of departments under the Tax Department from 13 to 12.

Specifically: Merge the Personal Income Tax Management Department and the Land Revenue Management Department into the Business Household, Individual and Other Revenue Management Department. The Department also changes the names of the advisory departments and functional departments according to regulations.

Thus, up to now, Nghe An Tax Department has arranged and completed the organization of the Department level under the Tax Department in accordance with the direction of the General Department of Taxation - Ministry of Finance.

The project's objective is to streamline the organization of the Tax system in accordance with Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee on a number of issues to continue innovating and rearranging the organization of the political system to be streamlined, operate effectively and efficiently; ensuring to improve the effectiveness and efficiency in tax management.

The organizational structure of Nghe An Tax Department after the reorganization and merger ensures full management functions of taxes, fees, charges and other revenues in the area according to regulations. The principle of reorganization does not cause major disruption to the organizational structure; ensures coordination with local authorities in the work of implementing the task of collecting State budget in the area, ensuring stability during operation.
