(Baonghean.vn) - The Nghe An Provincial Tax Department is implementing a project to establish regional tax offices under the Nghe An Provincial Tax Department. According to this project, from 2019 onwards, the number of tax offices will be reduced from 21 to 10, and the number of departments will be reduced from 13 to 12.

In accordance with the Central Committee's Resolutions on streamlining the organizational structure, and Directive No. 01/CT-BTC dated May 9, 2018, of the Minister of Finance on the implementation of the Minister of Finance's plan for the reorganization and merger of regional tax offices under the Provincial/City Tax Departments; the Nghe An Provincial Tax Department is implementing the Project to reorganize and merge district-level tax offices to establish regional tax offices under the Nghe An Provincial Tax Department.

Mr. Dao Van Minh - Head of the Organization Department of the Nghe An Tax Department, stated: According to the plan, the organizational structure of the regional tax offices includes the following specific sub-offices:

*Tay Nghe I Regional Tax Office (merging Ky Son District Tax Office and Tuong Duong District Tax Office)Name: Tay Nghe I Regional Tax Office. Headquarters at Ky Son District Tax Office, structure includes a head of the office, a deputy head of the office and 4 tax teams.

*Tay Nghe II Regional Tax Office (merging Anh Son District Tax Office and Con Cuong District Tax Office)The tax office is named: Tay Nghe II Regional Tax Office, with its main office at the Anh Son District Tax Office. Its structure includes a head of the tax office, a deputy head of the tax office, and 5 tax teams.

*Phu Quy I Regional Tax Office (merging the Tax Offices of Quy Hop District, Quy Chau District, and Que Phong District)Name: Phu Quy I Regional Tax Office, main office located at Quy Hop District Tax Office. Structure includes a head of the office, a deputy head of the office, and 6 tax teams.

*Phu Quy II Regional Tax Office (merging Thai Hoa Town Tax Office and Nghia Dan District Tax Office)Name: Phu Quy II Regional Tax Office, main office located at Thai Hoa Town Tax Office. Structure includes: Head of the Tax Office, Deputy Head of the Tax Office, and 5 tax teams.

*Northern Nghe An Regional Tax Office I (merging the Hoang Mai Town Tax Office and the Quynh Luu District Tax Office)Its official name is the Northern Nghe An Regional Tax Office I, with its headquarters located at the Quynh Luu District Tax Office. The structure includes a head of the office, a deputy head of the office, and five tax teams.

*Northern Nghe An II Regional Tax Office (merging Dien Chau District Tax Office and Yen Thanh District Tax Office)Name: Northern Nghe An Regional Tax Office II, headquarters located at Dien Chau District Tax Office. This office has 7 tax teams.

*Song Lam I Regional Tax Office (merging the Tax Offices of Do Luong District, Thanh Chuong District, and Tan Ky District)The name is Song Lam I Regional Tax Office, with its headquarters located at the Do Luong District Tax Office. Besides the head and deputy head, this office also has 6 tax teams.

*Song Lam II Regional Tax Office (merging Hung Nguyen District Tax Office and Nam Dan District Tax Office)Name: Song Lam II Regional Tax Office. Headquarters: Hung Nguyen District Tax Office. This office has 5 tax teams.

*North Vinh Regional Tax Office (merging the Cua Lo Town Tax Office and the Nghi Loc District Tax Office)Name: Northern Vinh Regional Tax Office. Headquarters at Cua Lo Town Tax Office. This office has 7 tax teams.

Tax offices that do not have a physical headquarters become "One-Stop" service centers and transfer some of their assets to the regional tax office where the main headquarters is located.

The restructuring plan is scheduled to be completed between 2019 and 2022. Accordingly, the immediate leadership reduction will be one department head and eleven sub-department heads, while other departments will remain in their current positions, ensuring compliance with established principles and regulations.

Reduce the number of departmental-level contact points.

Before restructuring, the Nghe An Tax Department had 13 departments, including 10 advisory departments and 3 operational departments. Following Decision 320/QD-BTC, the Nghe An Tax Department recently merged two departments, reducing the number of departments from 13 to 12.

Specifically: The Personal Income Tax Management Department and the Land Revenue Management Department were merged into the Department for Business Household, Individual, and Other Revenue Management. The Department also renamed its advisory and functional departments in accordance with regulations.

Thus, to date, the Nghe An Tax Department has completed the reorganization and streamlining of its departmental structure in accordance with the directives of the General Department of Taxation - Ministry of Finance.

The project aims to streamline the organizational structure of the tax system in accordance with Resolution No. 18-NQ/TW dated October 25, 2017, of the 12th Central Committee on some issues regarding the continued reform and restructuring of the political system's organizational apparatus to be streamlined, effective, and efficient; ensuring improved effectiveness and efficiency in tax management.

The streamlining of tax offices and tax teams will have a reciprocal impact on the tax sector, prompting it to further promote the application of information technology and innovate management methods.

The organizational structure of the Nghe An Tax Department after the reorganization and merger ensures full functionality in managing taxes, fees, charges, and other revenues in the area as prescribed. The principle of reorganization is to avoid major disruptions to the organizational structure; to ensure coordination with local authorities in implementing the task of collecting state budget revenue in the area; and to ensure stability in operations.
