Former Deputy Director of the General Department of Intelligence Nguyen Duy Linh was arrested.
Mr. Nguyen Duy Linh - former Deputy Director of the General Department of Intelligence (Ministry of Public Security) was detained to investigate the crime of accepting bribes.
According to the Ministry of Public Security's electronic information portal on June 15, the Ministry of Public Security's Investigation Police Department has decided to prosecute the case and prosecute Mr. Nguyen Duy Linh, a former officer of the Ministry of Public Security, for violating the law.
Previously, the Ministry of Public Security's investigation agency completed the supplementary investigation conclusion, proposing to prosecute Phan Van Anh Vu (born in 1975, former Chairman of the Board of Directors of Bac Nam 79 Construction Joint Stock Company) and Ho Huu Hoa (born in 1984, from Nghe An) for the crime ofBriberyand Bribery Brokerage.
According to the investigation conclusion, around June 2017, Vu was investigated by the Security Investigation Agency, Ministry of Public Security for intentionally revealing State secrets and other violations related to the purchase, sale and transfer of public houses and land.
Fearing legal action, Phan Van Anh Vu asked Hoa to connect with Mr. Nguyen Duy Linh (former Deputy Director of the General Department of Intelligence) to ask for help and find information.

The investigation agency said that Vu asked his driver to transfer 5 billion VND to Hoa and 4 times to deliver gifts. In addition, Vu also directly gave 500,000 USD for Hoa to transfer to Mr. Linh.
At the investigation agency, Hoa denied the above content, while Phan Van Anh Vu said he did not give money but only gave cigarettes, cigars, and Korean lingzhi mushrooms.
According to the investigation agency, Phan Van Anh Vu's actions constituted the crime of Bribery. Regarding defendant Hoa, who was the person who connected Vu to give money to the former leader of the General Department of Intelligence, the investigation agency said that he had committed the crime of Bribery Brokerage.
The investigation concluded that Mr. Nguyen Duy Linh knew that Vu was being summoned by the Ministry of Public Security's Security Investigation Agency for questioning, and that the media continuously published reports of violations related to Vu...
Mr. Linh himself was also allowed to attend the meeting of the Party Committee Standing Committee and the General Department of Intelligence leaders at 2:00 p.m. on May 4, 2017 to give initial opinions on handling Vu's violations. Furthermore, the case is receiving special attention from the Party, the State and public opinion.
But when Hoa asked for Vu to communicate with Mr. Linh, the former Deputy Director of the General Department of Intelligence directly talked to Vu on the phone many times.
Travel advice for Phan Van Anh Vu
According to Phan Van Anh Vu's testimony, when talking on the phone, Mr. Linh advised: "Travel through the small screen for a while, the farther the better, try to go to Europe...".
According to Hoa's testimony, after talking to Vu, Mr. Linh told the defendant: "Tell him not to worry, people are only destroying his economy, he is fine" and "Vu wants to support me financially to take care of the matter", "You should go home and tell him soon". After that, Mr. Linh received Vu's gift.
According to Mr. Linh's statement, he only accepted a bottle of wine and a box of cigars, and said that receiving these gifts could not be a material thing that could control an individual.
The investigation concluded that Mr. Linh's above behavior showed signs of violating the provisions of the law and the police force, but there was not enough basis to consider handling it according to the provisions of the law.
Because the objects, assets and value of the gift bag that Phan Van Anh Vu transferred to Mr. Linh through other people have not been clarified.
Because the investigation period has expired, the Investigation Police Agency has sent a document requesting the Central Public Security Party Committee and the Ministry of Public Security to consider handling Mr. Linh's Party and government disciplinary actions.
After her husband was prosecuted for Bribery, Ms. Nguyen Thi Thu Hien (Phan Van Anh Vu's wife) filed a petition to the authorities. In the petition, Ms. Hien stated that prosecuting Vu for Bribery was not consistent with the nature of the case.
The Supreme People's Procuracy (Department 5) has issued a Decision to return the case file of Phan Van Anh and Ho Huu Hoa for bribery giving and brokerage to the Investigation Agency (C01), Ministry of Public Security for further investigation.
